Penang state financial performance shows significant decline, say Opposition

GEORGE TOWN: The state government's financial performance recorded a 52% decline in consolidated funds, says Opposition Leader Muhammad Fauzi Yusoff.
He cited the Auditor-General's Report from October 2024, which indicated a drastic decline in the state's financial performance.
"The revenue account fell 52% in 2023 from 2022, while the consolidated trust account showed a 2.9% decrease.
"This comparison is unbalanced, especially when the state government's expenditure increased by 13.9% while state revenue decreased by 0.4% in the same period.
"If this situation continues, the state will face a critical cash flow risk.
"This could affect the state's financial management and administrative expenses, including the salaries of civil servants," he said during a press conference at the opposition room at the August House on Wednesday (May 21) along Light Street, George Town, Penang.
Muhammad Fauzi (PN-Sungai Dua) said the state needs a financial recovery plan for the next five years to address these financial risks promptly and thoroughly.
"A review of critical and non-critical expenditures is necessary.
"They need to improve their administrative structure and procedures so that the people of Penang do not fall victim to the state's management weaknesses," he said.
He emphasised the importance of raising these issues as the opposition to represent the people's voice and prevent them from suffering due to administrative shortcomings.
"Penangites deserve a responsible government that knows how to prioritise. The state should not use policies to pressure Penangites and increase charges to boost state revenue," he said.
Muhammad Fauzi addressed Chief Minister Chow Kon Yeow's plans to raise state revenue through quit rent arrears collection, state land sales, and reviewing various fees and charges.
On Tuesday (May 20), Chow outlined strategies to increase state revenue, including selling more state land, collecting an estimated RM6mil in quit rent arrears, and reviewing land title conversion processes, liquor licence fees, entertainment duties, and hotel room fees.
'The state government is also aiming to reduce expenditure, but costs continue to rise each year due to salary realignments, which increase emoluments,' Chow said in reply to a question from Goh Choon Aik (PH-Bukit Tambun) during the state assembly.
Other revenue efforts include higher animal treatment fees and revised ornamental plant rental rates at Penang Botanic Gardens.

KOTA KINABALU: Gabungan Rakyat Sabah will defend its existing seats in the coming Sabah Election, said the coalition's Women's wing chief Datuk Seri Azizah Dun. "For now I do not see that we are affected (by the decision to work with Pakatan Harapan). "For me, (GRS) will definitely defend its seats. It goes without saying. "We are also hoping that the existing women elected representatives will retain their seats," she told reporters after chairing the GRS Women's meeting at Wisma Institute For Development Studies (IDS) here. Recently, Prime Minister Datuk Seri Anwar Ibrahim had asked for GRS, PH and Barisan Nasional to work together to prevent clashes in the 73 state seats in Sabah. When asked whether there would be any compromise in ensuring all three coalitions can work out the formula, Azizah said that GRS would only abide by the decision announced by coalition secretary-general Datuk Seri Masidi Manjun that they would only be working with PH for now. "We will hold onto the decision at the state level as announced by Datuk Masidi Manjun."

KUALA LUMPUR, Aug 15 (Bernama) -- A total of 161 MPs participated in the 13th Malaysia Plan (13MP) debate, which concluded on the fourth week of the Dewan Rakyat sitting yesterday. The session was held over eight days from Aug 4, following the tabling of the national development roadmap for the next five years (2026-2030), themed 'Melakar Semula Pembangunan' (Redesigning Development) by Prime Minister Datuk Seri Anwar Ibrahim on July 31. Key issues raised during this week's debate included strengthening public transportation facilities, improving the education sector, and focusing on the welfare of healthcare workers. Syahredzan Johan (PH-Bangi) proposed that the government offer tax relief incentives to public transport users. At the same time, Nik Nazmi Nik Ahmad (PH-Setiawangsa) suggested consolidating government preschools, currently managed by three different ministries, under the Ministry of Education. Dr Kelvin Yii Lee Wuen (PH-Bandar Kuching) and Dr Halimah Ali (PN-Kapar), respectively, proposed the abolishment of the contract system for doctors to address manpower shortages and systemic changes in transfer procedures, working hours, and remuneration. According to the Parliament calendar, the ministerial reply session on the 13MP will begin on Monday and will last for four days. Another notable moment in this week's debate was a commotion sparked by a heated exchange involving several government and opposition MPs, which drew the ire of Dewan Rakyat Speaker Tan Sri Johari Abdul. 'Very shameful of you all, shameful, you're adults, not children, to be quarrelling like this,' he said, following a verbal clash between government and opposition MPs after the debate on the 13MP by Tan Sri Abdul Hadi Awang (PN-Marang).
