New students, parents to sign anti-ragging declarations: Delhi University issues fresh guidelines
Colleges and departments have been directed to strictly implement relevant rules and regulations, particularly Ordinances XV-B and XV-C, and the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
Key Measures Announced:
Mandatory Anti-Ragging Undertaking: All newly admitted students and their parents/guardians must submit an undertaking against ragging at the time of admission through the national portal http://www.antiragging.in, as per the directives of the Hon'ble Supreme Court.
Joint Control Rooms: Two control rooms will operate in North Campus (Tel: 27667221) and South Campus (Tel: 24119832) from August 1 to August 8 to address student concerns and provide immediate assistance.
Observance of Anti-Ragging Week: As per UGC guidelines, Anti-Ragging Day will be observed on August 12, followed by an Anti-Ragging Week till August 18.
Widespread Awareness: Anti-ragging posters in English and Hindi have been displayed at key locations across both campuses.
Restricted Entry and Monitoring: Colleges and hostels are to restrict outsider entry and prominently display anti-ragging rules. They are also directed to form Anti-Ragging Committees and Vigilance Squads with the help of NCC/NSS student volunteers.
Police Pickets and Patrolling: Police pickets will be posted outside every college, with special attention to women's colleges. Regular patrolling will be conducted across campus to ensure student safety.
Deployment of Women Police: Delhi Police has assured the deployment of plainclothes women personnel within and around college premises to prevent ragging and eve-teasing.
Verification of PG Accommodations: Students opting for paying guest accommodations have been advised to ensure that their residences are duly verified by local police authorities.
Online Complaint Mechanism: Police officials emphasized streamlined mechanisms for filing ragging complaints, including online reporting and cybercrime referrals.
Regular Compliance Reports: Under UGC's 2009 anti-ragging regulations, all institutional heads must submit weekly compliance reports for the first three months of the academic year, and monthly reports thereafter. These must be sent to the University Proctor at proctor@du.ac.in.
The University reiterated that any act of ragging or indiscipline would invite serious consequences, including suspension, expulsion, cancellation of degree or admission, withholding of results, or being barred from classes and examinations.

SC clears ambiguity, interprets phrase in Employees Compensation Act
Last Updated: New Delhi, Jul 29 (PTI) The Supreme Court on Tuesday said the phrase 'accident arising out of and in the course of his employment" in a provision of the Employees' Compensation Act would include accidents occurring while commuting between the residence and the place of duty. The court noted that there is 'considerable doubt and ambiguity" surrounding this phrase in section 3 of the Act insofar as cases concerning accidents occurring to employees while proceeding to work and vice versa. A bench of Justices Manoj Misra and K V Viswanathan noted that depending on facts, different rulings have interpreted this differently. Section 3 of the Employees' Compensation (EC) Act, 1923 deals with the employer's liability for compensation. 'We interpret the phrase 'accident arising out of and in the course of his employment' occurring in section 3 of the EC Act to include an accident occurring to an employee while commuting from his residence to the place of employment for duty or from the place of employment to his residence after performing duty, provided the nexus between the circumstances, time and place in which the accident occurred and the employment is established," the bench said. The top court delivered its verdict on an appeal challenging a December 2011 Bombay High Court order. The high court had set aside an order of the Commissioner for Workmen's Compensation and Civil Judge, Osmanabad, which had awarded Rs 3,26,140, along with interest, to the family members of a victim who died in an accident while he was on his way to report for duty. The award was ordered in a claim filed under the EC Act. In its verdict, the apex court noted that the deceased was employed as a watchman in a sugar factory and his duty hours were from 3 am to 11 am on April 22, 2003, the day of the accident. The bench said it was undisputed that he was proceeding to his place of duty when the accident occurred at a spot located around five kilometres from the workplace. 'In view of the above, considering that the deceased was a night watchman and was dutifully proceeding to his workplace to be well on time, there was a clear nexus between the circumstances, time and place in which the accident occurred and his employment as watchman," the bench said. It said as the accident had clearly arisen out of and in the course of employment, the Commissioner for Workmen's Compensation and Civil Judge was justified in ordering the claim under the Act. While allowing the appeal, the bench set aside the high court order and restored the judgment of the Commissioner for Workmen's Compensation and Civil Judge. Naxal killed, three security personnel injured in Chhattisgarh encounter
Sukma, July 29 (PTI) A Naxalite was killed and three security personnel were injured in an IED blast during an encounter in Chhattisgarh's Sukma district on Tuesday, a police officer said. He said a joint team of security personnel on an anti-Naxal operation and Maoists exchanged fire in the forest along the Sukma-Dantewada inter-district border. The operation, involving personnel of the Special Task Force (STF), District Reserve Guard (DRG) and Central Reserve Police Force (CRPF), was launched on Monday based on inputs about the presence of Maoists in the area, said Sukma Superintendent of Police Kiran Chavan. During the search of the encounter site, security personnel found the body of a male Naxalite along with a huge cache of arms, ammunition, and explosive materials. 'Three personnel belonging to DRG sustained injuries in a pressure IED blast during the operation. All injured personnel have been safely evacuated and are being referred to higher medical centres for advanced treatment. Their condition is currently stable and out of danger," Chavan said. He said that as the operation is still underway, other details cannot be discussed. With the latest gunfight, 226 Naxalites have been killed in separate encounters in Chhattisgarh so far this year. Of them, 208 were eliminated in the Bastar division, which includes districts of Bijapur, Bastar, Kanker, Konadagaon, Narayanpur, Sukma, and Dantewada. TN IT engineer murder: DMK allies seek law against honour killing
Tiruneveli/Chennai, Jul 29 (PTI) With the alleged honour killing of a Dalit IT engineer in Tamil Nadu sending across shock waves, allies of the ruling DMK on Tuesday demanded a separate legislation to handle such incidents. The victim, 27 year-old Kavin Selvaganesh was hacked to death by a youth, allegedly over an inter-caste relationship near a Siddha facility in the southern Tirunevlei district on Sunday. The victim was employed as an engineer with a software firm in Chennai. Thol Thirumavalavan, VCK chief, an ally of the ruling DMK, demanded legislation to prevent honour killings. 'It is said the woman's parents, who were involved in this gruesome honour killing, have not been arrested. They must be arrested and removed from (police) service," Thirumavalavan said in a statement here. He sought the transfer of the case to a special investigating team for fair probe. 'It is distressing that caste-based honour killings and casteist attacks continue to occur, particularly in the southern districts. We reiterate our demand for the creation of a dedicated intelligence unit in the police department to curb such caste-based atrocities," he said. 'The occurrence of such caste killings in many parts of Tamil Nadu, especially in the southern districts, is a cause for concern. The government contends that the existing criminal laws are sufficient, but the ongoing caste killings underscore the need for a new law," he said in a statement. He also sought appropriate compensation and government jobs for Kavin's family. The suspect, S Surjith, has been arrested on July 28 and remanded. According to a police officer, both Saravanan and Krishnakumari, the parents of the accused, are police sub-inspectors, and they have been placed under suspension following the incident. Senior police officials went to the house of Kavin Selvaganesh to console his parents and provide relief. However, his parents declined to accept the relief and demanded the immediate arrest of the SI couple as justice for their son's murder. A case has been registered against the SI couple and their son Surjith under various sections of BNS and SC/ST (Prevention of Atrocities) Act, police said. Police investigation revealed that on July 27, the victim, Kavin had gone to KTC Nagar to consult the woman, a Siddha physician, about his grandfather's health condition. He was accosted by the woman's brother Surjith who invited him home for a discussion. Trusting him, Kavin went along with him. But enroute, Surjith abruptly stopped his two-wheeler, pulled out a sickle and indiscriminately attacked Kavin, police said. Though Kavin attempted to flee, Surjith overtook him and hacked him to death, police added. Meanwhile, On Tuesday, the relatives of Kavin staged a protest in neighbouring Tuticorin district, demanding justice for him. One of his relatives attempted to immolate himself, but the police present on the spot poured water on him and thwarted the attempt.
