West Bengal demands to see bank statements of aided colleges; institutions see move as blow to autonomy
'The Finance Department has introduced Fund Information System (FIS) portal from financial year 2025-26 and it is mandatory to provide bank account details and FD details to get any financial assistance from the State Government,' said a communication from the Department of Higher Education circulated earlier this week.
The colleges are not uncomfortable with the tone of the letter, that sharing account details was necessary in order to receive financial assistance from the State Government, something that they feel is an attack on their autonomy.
'The State Government is reducing the funds for education in all sectors. Recruitment of teachers has been halted. Research funds are crunched. Universities are autonomous bodies that have raised resources for a long time through their research, advocacy and industry-institute partnership programmes. This move is just to siphon off these resources to the government for no reason. This is an attack on financial and academic autonomy of state educational institutions. This will further deprive the students, who are already suffering from delayed admission and lack of funds,' said Ishita Mukhopadhyay, a well-known professor of economics at the University of Calcutta, adding that several teachers' associations had already expressed their anger against the move.
An Associate Orofessor with a Kolkata college who did not want to be identified said: 'The State Government is already taking half of the total tuition fees collected in a year. This notification makes us believe that the corpus fund of colleges in form of fixed deposits and bank balances can be taken away by. The colleges need such funds for various development projects like construction of new buildings, renovation and repair, extensions of existing buildings, conduct of events, particularly when the UGC hardly extends any financial help like it did before till the 12th Plan.'

Subsequent allottees of flats in cooperative societies to pay stamp duty now
The Punjab Cabinet, led by Chief Minister Bhagwant Singh Mann, Thursday approved an amendment to the Punjab Cooperative Societies Act, 1961 and the withdrawal of stamp duty and registration fee exemptions for certain classes of cooperative societies. Currently, the Act provides exemptions from compulsory registration, originally intended to facilitate the development of cooperative institutions. However, this provision enabled property transactions, particularly in urban housing societies, to take place without formal registration or the payment of stamp duty and registration fees, said the spokesperson. With this amendment, residents who buy apartments/flats from original allottees or subsequent buyers will now have to pay stamp duty while getting their property registered with the revenue department of the government from now on. The situation has encouraged unregistered possession, benami transactions, and other legally risky arrangements. Therefore, an amendment to Section 37 of the Act has been made by adding Clauses 2 and 3. These clauses stipulate that the State Government may, through a notification in the Official Gazette, direct that the exemption under sub-section (1), or any part thereof, shall not apply to certain classes of cooperative societies or specified categories of instruments. Upon the issuance of such a notification, the instruments so notified shall be deemed to fall within the scope of clauses (b) and (c) of sub-section (1) of Section 17 of the Indian Registration Act, 1908, and will accordingly be subject to compulsory registration under that Ac. Panchayat development secretary post To enhance the development of rural areas through proper execution and supervision, the Cabinet also approved the creation of the post of Panchayat Development Secretary by merging the cadres of Panchayat Secretaries and Gram Sevaks (Village Development Officers). Subsequently, a state cadre will be constituted for these posts to accelerate rural development across Punjab. For existing Panchayat Secretaries, a dying cadre will be created, who will be placed based on their self-declaration letters and as per their seniority, following the existing Gram Sevaks in the seniority list.

Amid concerns over US tariffs, TN Industries Min holds meeting with Exporters
Chennai, Aug 14 (UNI) Amid growing concerns over US tariffs and in the midst of significant shifts in global trade flows, the Government of Tamil Nadu, accounts for nearly 31% of its exports to the United States as against India's overall exports of around 20%, held a meeting the exporters from key sectors like textiles, automobiles, gems and jewellery, heavy engineering, electronics, among others. The meeting held at Guidance Tamil Nadu and chaired by Industries Minister Dr TRB Raaja, was aimed at reinforcing its commitment to the Industry to ensure Tamil Nadu, as India's export engine, remains strong and future-ready. In the meeting, the State Government also assured them that it would strive hard to ensure the interests of the primary and the secondary sectors were protected and safeguarded from any and all external impacts. In a statement on X, Dr Rajaa said under the visionary leadership of Chief Minister M K Stalin, the government has built a track record of regularly interacting with industry to enable ease of doing business and work with them to tackle any global headwinds. "Today's meeting at @Guidance_TN with exporters from key sectors like textiles, automobiles, gems & jewellery, heavy engineering, electronics, and more, was a reaffirmation of that approach", he said. The Minister said "in the midst of significant shifts in global trade flows, it is imperative for us to listen directly to our exporters, understand the hurdles in their paths and calibrate our policy response to safeguard their competitiveness". Dr Rajaa said Tamil Nadu accounts for nearly 31% of its exports to the United States while India's overall exports to the US stands at around 20% only. "While we look to the Union Government to chart national trade policy that cushions our exporters from severe shocks – and we stand shoulder to shoulder with them in that endeavour – our responsibility as one of India's largest exporter state is to act quickly, decisively, and in close coordination with industry, he added. "We are also taking this as an opportunity to identify structural fixes that will serve our exporters for the long term. We are determined to ensure Tamil Nadu, as India's export engine, remains strong and future-ready. "We have more such consultations lined up in the coming days and we will of course seek the help of our Honourable CM", the Minister said. Meghalaya asks Centre to convince Bangladesh to erect fencing close to International Border
'The Meghalaya Government has asked the Union Ministry of Home Affairs (MHA) to convince Bangladesh for permission to erect border fencing closer to the International Boundary to secure a 40 km unfenced stretch without leaving villages outside the fenced area,' Deputy Chief Minister Prestone Tynsong said. Under international norms, border fencing is built 150 yards inside a country's territory. 'But in Meghalaya's case, this would result in several villages falling within 'no man's land' or outside the fencing, compromising their safety,' he said. "We have taken up with the MHA, urging it to convince the government of Bangladesh, because of this reality, let us go close to the main pillar of the border so that we can avoid fencing outside the village," Mr. Tynsong told PTI. Four Bangladeshi men held after armed robbery attempt in Meghalaya Mr. Tynsong, who is also Home Minister, held a meeting with top Home Department officials on Wednesday (August 13, 2025) to review International Border security after the recent infiltration attempt and the subsequent arrests of Bangladesh nationals. According to the DyCM, such an arrangement would protect villages without putting them in harm's way. He said there are several habitations within the 40-km unfenced border that will be left exposed if fencing is constructed strictly as per international norms. The push for closer fencing follows an incident in Rongdangai village where six members of an armed gang, led by a Bangladesh Police constable, allegedly crossed into Indian territory, assaulted a local shopkeeper and looted cash and valuables. Mr. Tynsong said instructions have been issued to all Deputy Commissioners and superintendents of police to adopt proactive measures to prevent infiltration along the entire India-Bangla border, from East Jaintia Hills to Dalu in Garo Hills. Fifth Bangladeshi intruder caught in Meghalaya As part of the crackdown, joint operations by the Border Security Force, Meghalaya Police and Village Defence Parties (VDPs) have been launched to secure all possible exit routes and flush out any gang members who may still be hiding inside Indian territory. "We are alert and I am very sure our police force will be able to nab and also to push back those infiltrators," Mr. Tynsong said. The Deputy Chief Minister said the State Government has already submitted a report on the arrests to the MHA. "As per the police report, it is a case related to criminal activities and nothing beyond that. Their intention is very clear to rob," he said. He added that one of the main accused, who allegedly hurled explosives during the incident, has escaped and crossed back into Bangladesh. "It seems he has already crossed back to Bangladesh. However, our police and BSF are on the job to arrest and get him to face trial for the criminal activities here," Mr. Tynsong said. On the BSF declaring "operation alert" along the India-Bangla border in the State, Mr. Tynsong said the State Government has also adopted a similar policy. "Our police are doing the job as well as the BSF and I am very sure that with this close coordination we will be able to overcome all these challenges," he added.
