Earlier, Volodymyr Zelenskyy proposed Denys Shmyhal to serve as the country's next Minister of Defence, saying, 'The vast experience of Denys Shmyhal will certainly be valuable in the position of Minister of Defence of Ukraine. This is precisely the area where the country's maximum resources, maximum tasks, and a great deal of responsibility are currently concentrated." If approved by parliament, Denys Shmyhal would shift from his role as prime minister to oversee Ukraine's defense strategy at a time of intensifying Russian attacks and growing demand for military and logistical coordination.
Moscow has ramped up its drone and missile attacks on Ukrainian cities in recent weeks as it launched record numbers of strikes, causing widespread civilian casualties and damaging critical infrastructure across the country. In just the past month, major urban centers including Kyiv, Kharkiv and Dnipro have come under sustained aerial bombardment.

New Russia-Ukraine talks set for Wednesday: Zelenskyy

Russia and Ukraine will hold new peace talks on Wednesday (July 23, 2025) as a follow-up to two rounds in Istanbul that made little progress on ending their war, President Volodymyr Zelenskyy announced. "Today, I discussed with (Ukrainian Security Council chief) Rustem Umerov the preparations for the exchange and another meeting in Turkiye with the Russian side. Umerov reported that the meeting is scheduled for Wednesday," Mr. Zelenskyy said in his daily address on Monday (July 21, 2025). He added that more details would be released on Tuesday (July 22, 2025). The rival sides met in Istanbul on May 16 and June 2 amid U.S. pressure to agree a ceasefire. Despite the urging of U.S. President Donald Trump, no breakthrough was made. Ukrainian and Russian negotiators have so far only agreed to hold prisoner exchanges. And Russia has since launched intense air attacks on Ukraine and seized more frontline territory. Russia has demanded Ukraine give up four regions, on top of Crimea, which it annexed in 2014. The Kremlin also insists Ukraine give up any idea of joining the NATO military alliance. Ukraine has rejected the demands and expressed doubt that Russia wants a ceasefire. After Mr. Trump last week gave Russia 50 days to negotiate a deal or face heavy sanctions — and also renewed arms supplies to Ukraine — the Kremlin said it was ready for more talks. The two sides exchanged ideas at the earlier talks on what a peace deal could look like, but remain far apart. "A lot of diplomatic work lies ahead," Kremlin spokesman Dmitry Peskov told reporters earlier on Monday, commenting on the prospects for a breakthrough.

Signed on Monday in Mumbai, these agreements are expected to provide Maharashtra's young entrepreneurs with global exposure and opportunities. The Maharashtra State Innovation Society (MSInS), operating under the skill development department, inked the pacts with the Government of Finland, Global Access to Talent from India (GATI), Magic Billion, and Charcos Enterprises. These aim to create better avenues for placements, research, investments, and high-end training for the state's youth. Dr Eva Nilsson, ambassador of Finland to India, attended the signing ceremony along with senior officials including additional chief secretary Manisha Verma, MSInS Additional CEO Aman Mittal, vice chancellor of Ratan Tata Skill University Apoorva Palkar, and director of the Directorate of Vocational Education and Training Madhavi Sardesai. Lodha highlighted Prime Minister Narendra Modi's vision to make India a developed nation by 2047, stressing on Maharashtra's leading role. 'These agreements reflect the power of public-private partnerships (PPP) in skilling and innovation. This is not just paperwork — it's a doorway for Maharashtra's youth to gain global knowledge, skills, and the confidence to build world-class startups," Lodha said. Under the agreements, both countries will work together to create more opportunities for startups, establish advanced training centres in Maharashtra using Finnish expertise, and jointly host startup summits, job fairs, and research exchange programmes. Special emphasis will be placed on technology transfer and industrial research, ensuring that startups can expand globally. Nilsson commended Maharashtra's proactive approach and expressed confidence in the partnership. 'This collaboration will create new opportunities for startups and enable stronger knowledge exchange," the ambassador said. Verma said this is a significant milestone in Maharashtra's 'Vision 2047'. 'Our startups will now have a chance to make a mark globally and inspire other entrepreneurs to dream big," the official said. The Department of Justice has received, as per multiple reports, a criminal referral from Director of National Intelligence Tulsi Gabbard, who alleges that the Obama administration engaged in a 'treasonous conspiracy' to undermine Donald Trump's 2016 election win. Gabbard accused former President Barack Obama and his top intelligence team — including former DNI James Clapper, CIA Director John Brennan, and FBI Director James Comey — of orchestrating a 'treasonous conspiracy.' 'Americans will finally learn the truth about how in 2016, intelligence was politicised and weaponised... to lay the groundwork for what was essentially a years-long coup against President Donald Trump,' Gabbard wrote. Gabbard's referral cites a December 9, 2016, meeting at the Obama White House, attended by Clapper, Brennan, Comey, and other top officials. According to her, Obama directed the Intelligence Community (IC) to craft a new intelligence assessment on Russian election interference. "The next day (December 9, 2016), top national security officials, including FBI Director James Comey, CIA Director John Brennan and DNI James Clapper, gathered at the Obama White House to discuss Russia. Obama directed the IC to create a new intelligence assessment that detailed Russian election meddling, even though it would contradict multiple intelligence assessments released over the previous several months," Gabbard said in her statement. Gabbard also accused Obama-era officials of orchestrating a media campaign to push the interference narrative. She claims classified details were leaked to major outlets to suggest that Russia hacked the election for Trump's benefit. 'Obama officials immediately leaned on their allies in the media to advance their falsehoods,' she stated. 'Anonymous IC sources leaked classified information... asserting Russia had intervened to hack the election in Trump's favor.' In her statement, Gabbard demanded that 'every person involved in this conspiracy' be investigated and prosecuted by the DOJ. 'No matter how powerful, every person involved in this conspiracy must be investigated and prosecuted to the fullest extent of the law,' she declared. 'The American people's trust in our democratic republic depends on it.' She confirmed that all supporting documents had been sent to the DOJ, adding, this is about justice — for President Trump, his family, and the American people.
