Bangladesh Supreme Court lifts ban on Jamaat-e-Islami party
Bangladesh has restored the registration of the country's largest Muslim party, more than a decade after it was banned by former Prime Minister Sheikh Hasina's government.
Sunday's Supreme Court decision means the Jamaat-e-Islami party can now be formally listed with the Election Commission, paving the way for its participation in the next general election, which the interim government has promised to hold by June next year.
Jamaat-e-Islami lawyer Shishir Monir said the ruling would allow a 'democratic, inclusive and multiparty system' in the Muslim-majority country of 170 million people.
'We hope that Bangladeshis, regardless of their ethnicity or religious identity, will vote for Jamaat and that the parliament will be vibrant with constructive debates,' Monir told journalists.
The party had appealed for a review of a 2013 high court order cancelling its registration after Hasina's government was ousted in August by a student-led nationwide uprising.
Hasina, 77, fled to India and is now being tried in absentia over her crackdown last year, described by prosecutors as a 'systematic attack' on protesters, which according to the United Nations, killed up to 1,400 people.The Supreme Court decision on Jamaat-e-Islami came after it overturned a conviction against ATM Azharul Islam, one of the party's key leaders, on Tuesday.
Islam was sentenced to death in 2014 for rape, murder and genocide during Bangladesh's 1971 war of independence from Pakistan. Jamaat-e-Islami supported Pakistan during the war, a role that still sparks anger among many Bangladeshis today.
'We, as individuals or as a party, are not beyond making mistakes,' Jamaat-e-Islami leader Shafiqur Rahman said after Islam's conviction was overturned without specifying what he was referring to.
'We seek your pardon if we have done anything wrong,' he said.
The party's members were rivals of Hasina's father, Sheikh Mujibur Rahman of the Awami League, who would become Bangladesh's founding president.
Hasina banned Jamaat-e-Islami during her tenure and cracked down on its leaders.
In May, Bangladesh's interim government, led by Nobel laureate Muhammad Yunus, banned the Awami League, pending the outcome of legal proceedings over its crackdown on last year's mass protests.

Senate budget action includes YDC Settlement Fund, landfill moratorium
The Senate Finance Committee on Monday approved changes to the Youth Development Center Settlement Fund and a moratorium on new landfills. A new provision in the Senate budget proposal would make the administrator of the YDC Settlement Fund a political appointee subject to a vote of the Executive Council to serve at the 'pleasure of the governor.' The current administrator, John Broderick, was appointed by the state Supreme Court with the support of Attorney General John Formella and lawyers representing an overwhelming majority of alleged victims of sexual or physical abuse at the the state's youth detention centers. Broderick is a former chief justice of the state Supreme Court and has come under criticism for his handling of settlement payments. Chuck Miles is a YDC abuse survivor who is on the board of YDC Victims, an advocacy group. "The Senate's proposal to remove any semblance of impartiality surrounding the YDC Settlement Fund administrator is an affront to YDC victims who have voluntarily paused their constitutional rights to a court trial with the understanding that the settlement fund would be a fair, impartial process," Miles said in a statement. "Adopting this measure combined with a dramatic underfunding in the first year of the budget is an abandonment of the settlement fund by the state and a slap in the face for all victims who were promised justice. We encourage the Legislature to change or remove this unfair measure and stand by their promises before the budget is finalized." Landfills The Senate budget panel also approved a scaled-down version of the House-passed moratorium on the construction of new landfills. Sen. Howard Pearl, R-Loudon, worked out the Senate position that would reduce the moratorium from three years to one and significantly scale back the powers of a new site evaluation commission to review landfill permit applications. The Senate language also would give preference to expansions of existing landfills over new ones. Gov. Kelly Ayotte had called for a one-year moratorium. klandrigan@

Rubio leading negotiations with Bukele on returning migrants
The Justice Department disclosed that Secretary of State Marco Rubio is leading negotiations for the return of a Venezuelan man sent to a Salvadoran prison. The disclosure, made in Monday court filings, is no guarantee the Trump administration will secure the return of a man known only in court documents as Cristian, who was deported in spite of court-ordered protections. But it strikes a less aggressive tone as the Trump administration has otherwise resisted efforts to comply with various court orders requiring them to return migrants who were wrongly removed. The filing notes Rubio's long-standing relationship with Salvadoran President Nayib Bukele. 'Based on his deep diplomatic experience with El Salvador and the secretary's familiarity with political and diplomatic sensitivities in that country, he is personally handling the discussions with the government of El Salvador regarding persons subject to the court's order detained in El Salvador,' the State Department said in a statement included in the filing. It adds that Rubio has 'read and understands this court's order and wants to ensure the court he is making prompt and diligent efforts' to comply. Cristian was the second publicly reported case of someone mistakenly deported to El Salvador. The 20-year-old Cristian was among those who entered the U.S. as an unaccompanied minor, part of a lawsuit that protected him and others from removal while they were permitted to seek asylum. In another case, Salvadoran man Kilmar Abrego Garcia was sent to a prison in the country despite a 2019 order from an immigration judge protecting him from being removed and sent to his native country. In that case, the Trump administration has resisted a Supreme Court order to return the man, saying the directive to 'facilitate' his return requires only sending a plane to receive him should El Salvador wish to release him. Bukele has said he will not release Abrego Garcia. In a third case, the Justice Department has said it is working to return a Guatemalan man who was deported to Mexico, despite having previously been raped and extorted in the country. In court filings last week, the administration said it was arranging for him to come back to the U.S. on the return leg of a deportation flight.
