'A group of friends with no Constitutional mandate': Joburg's Bomb Squad slammed as undemocratic

Residents of Eldorado Park have voiced doubts over the City of Johannesburg's newly formed 'Bomb Squad,' led by Dr. Snuki Zikalala, 74, aimed at tackling the city's persistent service delivery failures.
Ward 18 Councillor Juwaitiya Kaldine criticised the initiative, calling it undemocratic and unlawful.
'I believe meaningful impact can only be achieved by lawfully elected councilors, not an unlegislated Bomb Squad,' said Kaldine.
'This is a group of friends with no constitutional mandate that undermines elected local government structures. It's a waste of public funds.'
Kaldine argued that municipalities are governed by legislation such as the Municipal Structures Act, the Systems Act, and the Municipal Finance Management Act.
'Does Snuki have the budget and powers to redirect municipal funds? If so, he holds more power than MMCs (Members of the Mayoral Committee). But the MFMA doesn't allow this nonsense,' she said.
'No illegal Bomb Squad will make a meaningful impact; only elected and trusted councilors can.'
Another concerned resident, Errol Jacobs, echoed the concern, citing unresolved issues including potholes, power outages, water cuts, and rampant crime.
'The government seems to be looking the other way,' said Jacobs.

He said they previously launched a community cleaning initiative called Quick Fix, however, it was not quite well received from the community.
'Even though some people didn't support us, we kept going because crime is rising and kids aren't safe, criminals are hiding in overgrown areas.'
The area has been struggling with deteriorating infrastructure for over a decade, including blocked drains, overflowing sewage, uncollected waste, and poorly maintained roads.
In April, Deputy Police Minister Cassel Mathale visited the area for a ministerial imbizo to address rising gang violence and policing challenges. While the city acknowledged the longstanding problems.
However, residents say little has changed.
Meanwhile, the City of Johannesburg confirmed that teams from Joburg Water are currently on the ground addressing the issues.
Zikalala vowed to collaborate with the community and elected officials.
'We are determined to find a solution,' said Zikalala.
'We will work with the community, councilors, and stakeholders to ensure residents get the services they deserve.'
IOL News previously reported that the Bomb Squad was officially announced by Johannesburg Mayor Dada Morero at the Soweto Hotel in Kliptown.
The task team, made up of ANC- and EFF-linked members as well as former city executives, is expected to focus on 'crime and grime,' law enforcement, and fast-tracking service delivery.
'Business intelligence gathering will be central to the Bomb Squad's work,' Morero said at that time.
'The team will propose proactive interventions, support rapid response teams in hotspot areas, and enable swift action against lawlessness.'
The unit includes former city managers and executives such as Blake Mosley-Lefatole, Mavela Dlamini, Professor Trevor Fowler, and Gerald Dumas. Additional members include governance and finance experts from SALGA, the National School of Governance, and the Department of Trade, Industry and Competition. Audrey Mothupi, CEO of Systemic Logic Group, will coordinate private-sector partnerships.

Millions spent, no progress on Tshwane housing builds
Tshwane's housing crisis is worsening, with no progress made in any of the metro's 53 housing projects during the past quarter. This is according to Lenor Janse van Rensburg, Freedom Front Plus city councillor. She said that despite millions of rands being allocated to housing and infrastructure development, no new homes have been built, no land has been acquired, and no roads or supporting infrastructure have been completed. Janse van Rensburg pointed out that many developments remain bogged down by legal disputes, absent contractors, and interference by local forums. 'Even in areas where infrastructure has been completed, such as in Mamelodi, not a single house has been built in the last three months,' said Janse van Rensburg. She said projects in Rama City and Pretorius Park in Pretoria east are effectively frozen due to contractors lacking proof of compliance with national building regulations. Rama City is a housing development located in the north-western part of Pretoria, near Ga-Rankuwa and the Rosslyn Industrial Area. The project aims to address housing challenges and provide housing, economic upliftment, as well as fulfilling other social needs in the community. Janse van Rensburg emphasised that this delay is not only a source of deep frustration for hopeful homeowners but could also constitute a violation of the Municipal Finance Management Act (MFMA), which deems the inefficient use of funds as irregular, wasteful expenditure. 'The FF Plus stands for accountability and lawful project management. Service delivery is not a privilege; it is a right,' she said. 'We will continue to fulfil our oversight role and demand that housing projects resume immediately to address this growing crisis.' She proposed several urgent measures to address the crisis, such as the dismissal of underperforming officials, public and independent quarterly audits of performance indicators and the appointment of competent contractors with a proven ability to deliver. Her other proposals include abolishing the public procurement process that favours weak contractors, and replacing it with an approved panel of merit-based contractors, as well as verification of national building regulation certificates before appointment. 'We will continue to press for only competent, certified contractors to be appointed, not political cadres or opportunists,' she stressed. However, the metro has disputed claims that no houses have been built. According to metro spokesperson Lindela Mashigo: – 630 low-cost houses were constructed within the jurisdiction of Tshwane, including 327 houses in Olievenhoutbosch Ext 60, and – R11.7-million was spent completing these homes in terms of the subsidy agreement with the provincial Department of Human Settlements. Responding to concerns about stalled projects, Mashigo denied the existence of any legal obstacles currently halting developments. 'There is no legal challenge halting housing projects for the City of Tshwane.' Janse van Rensburg confirmed to Rekord that a recently tabled report to council showed that R44-million was allocated for the payment of a court case in connection with construction at the Townlands project, where the processes were never followed to build more than 600 units. Mashigo clarified the issue of contractor qualifications, saying, 'In Rama City, the appointed contractor is responsible for the sewer bulk connection and remedial work and has met all necessary requirements. 'In Pretorius Park, an engineering consultant is developing designs, after which contractors will be appointed by the Provincial Department of Human Settlements.' Addressing contractor absenteeism, Mashigo said the metro would 'enforce the conditions of the contract', and local forum disruptions would be managed through 'effective Project Management Steering Committees'. As for possible violations of the MFMA, Mashigo pointed to existing oversight mechanisms, saying, 'Internal controls have been established in terms of policies, standard operating procedures, signed contracts, and existing structures for checks and balances.' Despite infrastructure being completed in Mamelodi, no homes have followed. Mashigo explained that for this project, the construction of houses is the competency of the provincial government. He concluded by assuring residents that efforts are underway to solve the housing crisis. 'Issues have been raised with the provincial Department of Human Settlements, and they have a programme to address all blocked projects in the metro.' As political oversight intensifies and public pressure mounts, the FF Plus insists that only through accountability, transparency, and skilled project management will the people of Tshwane see the houses they have been promised for far too long. Morero given ultimatum over MMC's joy ride to KZN
A recent court ruling removed VIP protection from certain Johannesburg mayoral committee members. The DA in Johannesburg has given mayor Dada Morero 48 hours to fire one of his mayoral committee members for abusing the municipality's resources. This comes after the MMC, known to The Citizen, took a luxury car belonging to the city and a number of JMPD officials to a political party event in KwaZulu-Natal. Alleged abuse of the bank card The DA also alleges that during this trip, the city's bank card was used to refuel the car twice. The Citizen has seen a letter that the party sent to Morero giving him until the end of the week to dismiss the MMC in question. This development follows a court ruling against Johannesburg MMCs who were receiving VIP protection and luxury cars without a threat risk assessment. 'Your failure to act within 48 hours leaves us no choice but to use all legal means, including law enforcement, to assist you in complying with the rule of law, because, as you are aware, contravention of a court order is a criminal matter.' The DA also wants Morero to reveal the contents of an investigation into the matter, which The Citizen first reported on in June. According to the letter, the investigation has been carried out by the Group Forensic Investigation Services (GFIS). Speaking to The Citizen on Friday, DA caucus leader Belinda Kayser-Echeozonjoku described the MMC's actions as 'criminal'. 'The myor is to blame because he is the head of the mayoral committee and all MMCs serve at his pleasure as per section 60 of the Municipal Structures Act,' she said. Gauteng Premier Panyaza Lesufi suspended two community safety officials amid financial irregularities The Gauteng Provincial Legislature's Portfolio Committee on Community Safety says Gauteng Premier Panyaza Lesufi's decision to suspend two community safety officials amid a financial irregularities probe reflects a strong commitment to ethical governance. Provincial community safety head of department (HOD), Nontsikelelo Sisulu, and the department's chief financial officer, Mduduzi Malope, were suspended by the premier with immediate effect on Tuesday. Suspensions Lesufi explained that the suspensions are a precautionary measure to ensure fair and unbiased investigations.. The portfolio committee said the chairperson, Bandile Masuku, had taken note of the suspensions. 'The Committee welcomes the decisive intervention by Premier Panyaza Lesufi, which reflects a strong commitment to ethical governance, transparency, and accountability within the Provincial administration.' 'In response, the Committee is calling on the Gauteng Provincial Legislature to review and strengthen its Sector Oversight Model to ensure more rigorous scrutiny of departmental financial performance, 'it said. Accountability measures The committee said it will also implement more robust accountability measures and intensify efforts to detect and prevent financial mismanagement. 'The Committee will continue to monitor this matter closely and will engage the premier's office and other relevant authorities to ensure that appropriate action is taken and that public trust is restored.' Forensic reports The committee said it will also ask for a full briefing on the forensic report and explore further measures to strengthen financial controls and accountability. On Sunday, Lesufi announced that he had removed or reshuffled several heads of departments within the Gauteng provincial government due to a series of under expenditure and underperformance by departments, lifestyle audits, and failures to meet performance targets in some instances.
