NAST PHL calls for urgent action to boost export competitiveness through quality infrastructure

The National Academy of Science and Technology Philippines (NAST PHL) on Friday issued a compelling call for the government to prioritize strengthening the country's National Quality Infrastructure (NQI) system, citing its critical role in boosting Philippine exports and economic growth. The Philippines currently ranks 57th globally in quality infrastructure development, trailing behind regional neighbors Vietnam (52nd), Malaysia (33rd), Singapore (29th), Thailand (28th), and Indonesia (27th), according to the 2023 Global Quality Infrastructure Index. NQI is the system comprising public and private organizations, policies, legal frameworks, and practices that ensure the quality, safety, and environmental soundness of goods, services, and processes. It enables domestic markets to function effectively while providing the international recognition needed to access foreign markets. As a critical element for economic development and social well-being, NQI relies on five key components: metrology (measurement standards), standardization (setting product standards), accreditation (verifying competence), conformity assessment (testing and certification), and market surveillance (monitoring compliance). Together, these components help Philippine businesses prove their products meet both local and international requirements. Key recommendations for government action: Pass priority legislation - NAST PHL urges the 20th Congress to prioritize comprehensive NQI legislation to modernize and integrate the country's quality systems. Create a coordinating council - Establish a National Quality Infrastructure Coordinating Council through a Presidential Executive Order to align all quality-related government agencies. Increase budget support - Provide adequate funding to strengthen personnel and facilities of NQI agencies, addressing current shortages of staff and resources. Support businesses - Offer incentives like tax exemptions for companies pursuing quality certifications and provide better information about export requirements. Promote quality culture - Integrate quality awareness in education from primary school to university level. Studies show that countries with strong quality infrastructure systems experience higher export growth and better protect consumers. The correlation between QI development and exports stands at 88%, indicating that improving the Philippines' quality systems could significantly boost trade performance. 'Without a robust quality infrastructure, Philippine exporters cannot prove their products meet international standards, limiting access to premium markets and fair prices,' the statement emphasized. The Academy's recommendations come as the Philippine Development Plan 2023-2028 identifies NQI strengthening as a strategic priority for trade promotion and economic development.

PH version of AI-powered disaster management platform Spectee Pro launched

A localized version of the Japanese AI software that collects and evaluates crisis data was launched on Thursday. Supported by the Japan International Cooperation Agency (JICA), the Department of Information and Communications Technology (DICT), and Japanese technology firm Spectee Inc., the launch of the Philippine version of Spectee Pro was held in Quezon City. Spectee Pro uses artificial intelligence to collect, analyze, and visualize real-time data on incidents such as earthquakes, fires, floods, and storms from open sources such as social media. Spectee's 24/7 human team assesses the credibility of the information before it can be delivered to customers through dashboard, voice, notification, or email alerts. "While Spectee Pro in Japan primarily uses X (formerly Twitter), the system has been customized for the Philippines, where Facebook is the dominant platform and widely used for real-time information sharing. With the Philippines having one of the largest Facebook [user bases] in the world, this localization effort positions Spectee Pro as a scalable model for other countries across Southeast Asia," said JICA Philippines Office chief representative Baba Takashi. '[With the] combination of artificial intelligence and human intelligence, we deliver only credible information,' added Spectee Pro chief operations officer Satoshi Negoro, as this allows authorities to make faster and better-informed responses. During the launch, the DICT highlighted the role of technology in delivering timely and essential information. "With tools like Spectee AI Pro, every mobile phone becomes a potential first responder, and every online post [becomes] a valuable piece of information that can guide timely action,' said DICT Assistant Secretary Luis Miguel Planas. Spectee Pro was launched in the Philippines in October 2024, with accounts provided to 120 government agencies, private companies, and LGUs—including Metro Manila, Cebu, Davao, Tacloban, Legazpi, and Tagbilaran—for free until May 2026. "Since then, the platform has undergone localization, user testing, and initial rollout to select national agencies and local government units (LGUs), with training and feedback cycles conducted to fine-tune its usability in local disaster scenarios," the JICA Philippines said. A paid program is expected to be introduced in June 2026. —VBL, GMA Integrated News

PH to US: Invest more so we become 'more reliable defense ally'

Manila on Thursday urged the United States to help the Philippines boost its economic strength through more American investments for it to become a "more reliable defense ally" of Washington. Speaking at a business forum in Manila attended by close to 40 top American companies, Foreign Affairs Secretary Theresa Lazaro and Manila's Ambassador to Washington Jose Manuel Romualdez said a stronger Philippine economy would enable it to focus on strengthening its defense and security capabilities. "The strength of our alliance is not just determined by the depth and frequency of our defense and security engagements. For our alliance to be strong politically, it must also be strong economically," Lazaro said during the Association of Southeast Asian Nations (ASEAN)-US Business Council meeting. Romualdez said an increase in US business presence in the Philippines, given its strategic location, would further bolster America's position in the region, where a rapidly rising China aggressively expands its defense and economic clout. "At a time when America is diversifying supply chains and rethinking global strategy, we are a natural choice–and a strategic necessity," Romualdez said. "You are not only investors; you are trusted voices in Washington. I ask you to carry this message to the Trump administration: 'Every US dollar invested in the Philippines strengthens America's position in the Indo-Pacific.'" "Show them how your projects here create jobs, transfer skills, and reinforce an ally that shares your security goals." Among all possible economic partners in the region, Lazaro said the Philippine economy remains "strong, steady, and resilient, despite global uncertainties" as it is supported by strategic policy reforms and strong macroeconomic fundamentals. In the second quarter of 2025, she said the Philippine economy grew 5.5%, slightly higher than the 5.4% growth recorded in the first quarter, outpacing many of its neighbors. On the production side, agriculture posted 7.0% growth, while services sector expanded by 6.9%, she said. "Driven by strong domestic consumption, a diverse and skilled workforce, and a growing services industry, the Philippines is well-placed as a business processing, manufacturing, supply chain and innovation hub in Southeast Asia and the Asia Pacific region," said Lazaro. Investment opportunities, she said, are available in various sectors, such as in IT and AI technology, food and agriculture, biomedical and pharmaceuticals, fintech, critical minerals, creative industries, defense industries and infrastructure, among others. Romuladez said investments in strategic industries would complement and benefit America's defense interests in keeping an open and peaceful Indo-Pacific. Infrastructure and logistics, he said, serve trade and naval readiness, while energy projects secure reliable power for both industry and defense. Meanwhile, investments in technology and cybersecurity will protect commercial and military assets and defense industrial partnerships would keep American equipment ready in the region, the envoy added. "Our alliance is built not just on shared history, but on shared purpose. In today's world, prosperity and security are inseparable," he said. Last July, Washington has committed $60 million to reinforce the Philippines' energy, maritime, and economic growth programs. It has also forged a trilateral bloc with Japan and the Philippines under the Biden administration to boost security, economic and investment engagements. Such alliances would help its two closest Asian allies, which both face similar territorial disputes with China, diversify their trading engagements as a buffer in case the disputes spill into the economic front. "Economic strength is the foundation of strategic strength," said Romualdez. "When US companies invest here, it's not just about returns on capital–it's about returns on alliance. A stronger Philippine economy means a more capable and reliable defense partner for the United States." — VDV, GMA Integrated News
