Pakistani man charged with sodomy, sexual assault and robbery
SHAH ALAM: A Pakistani man was charged in the Sessions Court here Wednesday (July 23) on five charges involving sodomy, sexual assault and robbery of two children and two teenage boys between April and June. Muhammad Hassan, 24, however, pleaded not guilty after all charges were read out before Judge Norazlin Othman in Urdu. The accused is facing two charges of having unnatural sex with a 19-year-old and a 15-year-old boy without their consent. The offences were committed on June 26 and May 18 in an area near Section 27 Shah Alam at 10.05pm and 1.30pm respectively. The accused was charged under Section 377C of the Penal Code which provides for a maximum prison sentence of 20 years and caning. The man was also accused of robbing a 19-year-old teenager of RM230 in cash at the same place and time and was charged under Section 392 of the Penal Code which provides for a maximum prison sentence of 14 years and a fine or whipping, if convicted. In addition, in the same proceedings, the accused was also charged with committing sexual assault on two boys aged eight and 13 in May and June, also around Section 27. The charge was made under Section 14(a) of the Sexual Offences Against Children Act 2017 which provides for a maximum prison sentence of 20 years and can be subject to whipping. Today's proceedings were conducted by deputy public prosecutors Nurul Sofea Jaysal and Ruthra Raj Selvarajoo while the accused was not represented. Nurul Sofea did not offer any bail to the accused. Muhammad Hassan, through an interpreter, appealed to the court to appoint a lawyer on his behalf as he had no contacts or family in Malaysia and was unaware of the process for appointing a lawyer as he was being held in prison. The court then set Sept 23 for the submission of documents and appointment of a lawyer. - Bernama

Fisheries amendment bill 2025 raises penalties for offences
KUALA LUMPUR: The Fisheries (Amendment) Bill 2025 was tabled for its first reading in Parliament today, proposing stricter penalties for fisheries-related offences. The bill seeks to amend the Fisheries Act 1985, raising fines from RM20,000 to RM100,000 for general violations. Agriculture and Food Security Minister Datuk Seri Mohamad Sabu confirmed that the second and third readings will follow during the current parliamentary session. The amendments aim to modernise fisheries management in line with national and international industry developments. Key changes include updates to Section 26, which now covers offences involving destructive fishing methods such as explosives, poisons, and electric devices. Subsection 27(1) has also been revised to prohibit harming or trading aquatic mammals and turtles, including their parts, outside state jurisdiction. The bill increases fines for offences involving protected marine species from RM5,000 to RM250,000. 'Subclause 21(b) seeks to amend subsection 27(4) of Act 317, to raise the fine for offences involving any aquatic mammal or turtle, or any part or derivative thereof, in Malaysian fisheries waters,' stated the parliamentary document. In a separate development, the Offenders Compulsory Attendance (Amendment) Bill 2025 was also introduced. Home Minister Datuk Seri Saifuddin Nasution Ismail explained that the bill expands the use of compulsory attendance orders for offenders facing up to 10 years' imprisonment, up from the current three-year limit. – Bernama

Zayn Rayyan's mother explains search efforts in court testimony
PETALING JAYA: The mother of Zayn Rayyan Abdul Matin, the six-year-old autistic boy found dead last December, told the Sessions Court she did not search the garden near their apartment when he went missing. Ismanira Abdul Manaf, 30, said she instead focused on familiar locations within a 500-metre radius of their home. 'I searched every floor in Block R, then continued to Block S and Block A. All the apartment blocks have four levels. I searched alone at first while staying in contact with my husband (Zaim Ikhwan Zahari), who was then on his way home from work,' she said during cross-examination. She explained that she and her husband later searched a petrol station, fast food outlets, her workplace, his school, and nearby apartments. However, she admitted these locations were farther than the garden next to Block R, where Zayn Rayyan's body was later discovered. When asked why she did not check the garden, Ismanira said, 'I know my son. He is on the autism spectrum, and he only goes to places he is familiar with. I never brought Zayn to the garden or to the location where his body was found.' The prosecution suggested she had encountered several people during her search, but Ismanira disagreed, stating the area was quiet during working hours. She also mentioned leaving contact details at shops in case anyone spotted her son. On Monday, Judge Dr Syahliza Warnoh ruled that the prosecution had established a prima facie case, requiring Ismanira to enter her defence. Her husband was acquitted of the same charge. The couple had been accused of neglect under Section 31(1)(a) of the Child Act 2001, which carries a maximum penalty of 20 years in prison or a RM50,000 fine.
