Shipping Bill passed in Lok Sabha amid SIR protests

Even as the Opposition protest against the SIR issue again hit the work of Lok Sabha on Wednesday, the government managed to pass the Merchant Shipping Bill 2024 after a brief discussion in the second half. The Bill seeks to expand the eligibility criteria for ownership of merchant shipping vessels, provides for contemporaneous, futuristic and dynamic legislation to meet the requirements of India as an emerging economy and provides for investigation and enquiries on marine casualties. When the House reassembled at 2 pm after a forced adjournment at 11 am, Union Minister of Ports, Shipping, and Waterways Sarbananda Sonowal formally moved the Bill, which seeks to overhaul the Merchant Shipping Act of 1958 and align India's maritime laws with international conventions such as MARPOL and the Wreck Removal Conventions. The proceedings, with Sandhya Rai in the chair, quickly descended into chaos as Opposition MPs raised slogans and created a ruckus, stalling the rest of the business of the day. Can still compete at 25% but 50% tariff will lock us out: NCR exporters

Gurgaon/Noida: US President Donald Trump's announcement of a 50% tariff on Indian exports is like a hammer blow, readymade garment manufacturers said on Wednesday, hoping there was still enough room for talks in Delhi and Washington to thrash out a trade deal. Tired of too many ads? go ad free now Several exporters TOI spoke to – who make clothes for brands like GAP, Ralph Lauren, Tommy Hilfiger, Zara, Mango, Walmart, Target, Macy's, etc – said such a steep tariff would lock them out of the US, which is their biggest market. Indian exporters are already competing against lower-tariff competitors like Bangladesh and Vietnam (both 20%). Having read the tea leaves as talks on a trade deal failed to make a breakthrough and Trump went on to announce a 25% tariff – effective Aug 7 – exporters have been actively exploring deals in alternative markets in Europe and Asia. The additional Russian oil purchase-linked 25% tariff that Trump announced on Wednesday is to come into effect 21 days after Aug 7. "The US market is shutting its doors on us with this tariff. Our buyers have already started pausing orders. We're actively exploring the UK, where demand has been growing, and Dubai, where we already have some presence," said Roshan Baid, managing director of Paragon Textiles. "But replacing the US won't be easy, we've spent years building that market," he added. "We can still compete when the gap (with Bangladesh and Vietnam) is 5% by adjusting cost and tightening margins," said Manoj Sahu of Sahu Exports. "But with a 50% tariff, there's nothing left to work with. The business just collapses," he said. One of India's largest exporters of readymade garments, Noida (Gautam Budh Nagar) has around 4,000 apparel export units with an estimated annual export value of Rs 50,000 crore. Tired of too many ads? go ad free now Nearly a third of that volume is bound for the US. An industry insider said big exporters based in Gurgaon are now rethinking their decision to open additional units in Noida. "That plan is effectively on hold now," the insider said. If the 50% tariff kicks in, some downsizing of production may become necessary, said Lalit Thukral, president of Noida Apparel Export Cluster. Another industry insider said an exporter who had recently placed orders for 1,500 more sewing machines to expand production cancelled it last week following the announcement of the 25% tariff. "That order was pulled back within a day of the announcement. Uncertainty is just too high now," he said. He also pointed out that if bigger exporters who catered to the American market shift to smaller markets like Dubai and the UK, it would hurt smaller players. "The bigger guys have deeper pockets and can undercut prices and still stay afloat. But smaller exporters won't survive that kind of squeeze," he said. Vikas Gupta of Manesar Industry Welfare Association said he hoped the US would take the additional 25% tariff back and lashed out at Trump for "bullying our country". "We have pending orders and some in the pipeline. The clients will absorb some of the tariff but they will also expect it to be split. This will affect our business and margins. I am in the leather export business, which is heavily dependent on the US market. This has been a turbulent year. We were hoping things would settle by July, but it has become more difficult. The 50% announcement has come as a big shock," said Gupta. "I don't know how to react. I hope Trump will withdraw it. The industry will reach out to the right authorities in govt." Nitin GR, founder of GrandPitstop, which manufactures auto accessories, said he hoped a better deal takes shape because the "US too does not have many options to get these products". "We are already competing against the Chinese. They beat us in quality. The advantage we have is pricing. If the US goes through with 50% tariff, it will be impossible to do business with the US," Nitin said. Arvind Rai of textile company Modelama Export Pvt Ltd urged govt to help exporters by reducing GST on raw materials. "Brands are hesitant about giving new orders. Garment exporters need help," he said.
