Pension for convicted police angers ministers
SCOTTISH POLICE representatives today defended the force's pensions scheme, but admitted it needed "better management" after revelations that an officer convicted of indecent assault had retired with a lucrative financial package.
DC Ian Gibson, 33, of Tayside Police, secured a medical retirement pension worth an estimated pounds 7,000 a year and a lump sum despite being imprisoned for three months for assaulting a lone mother.
Attempts to block the award by Scottish Secretary Donald Dewar and Tayside Police chief constable William Spence failed and the outcome left Scottish Office ministers furious over weaknesses in the rules governing police pensions, the Herald newspaper reported today.
However, the Scottish Police Federation (SPF) today said accusations that the system was open to frequent abuse were "completely unfounded", but accepted a tightening up of procedures was needed.
"Any officer who retires from the police service on ill-health or injury grounds does so on the basis of medical criteria and nothing else," said Douglas Keil, general secretary of the SPF. "Retiring on ill health to avoid disciplinary proceedings has been described as commonplace, but nothing could be further from the truth." He said it was an insult to dedicated officers to suggest they were "working the system", but agreed too many officers were retiring on health grounds. "We are firmly of the belief this is caused by the strenuous and often dangerous nature of police work."
The Gibson case helped persuade Home Secretary Jack Straw to order an urgent review of the UK-wide police pensions system. The Government is looking at ways to close loopholes through the Police Pensions Review consultation document.

Jurors at Birmingham Crown Court found the 45-year-old graduate guilty of conspiracy to murder as well as of possessing a self-loading pistol and fraudulently evading the prohibition on importing ammunition on August 12. The jury of six men and six women deliberated for almost 21 hours before returning its verdicts, two of which were by an 11-1 majority. Betro, who is originally from West Allis in Wisconsin but lived in Armenia until earlier this year, took part in a plot orchestrated by co-conspirators Mohammed Aslam, 56, and his son Mohammed Nabil Nazir, 31, to attack a rival family in revenge for a previous altercation the men had been injured in. Wearing a white top, black cardigan and her hair in plaits in the dock on Thursday, Betro showed no emotion as Judge Simon Drew KC jailed her for 30 years, with concurrent sentences of six years for possessing a firearm and two years for evading the prohibition. He said: "You went beyond simply reaching an agreement to kill and, in reality, you did intend to kill Mr Ali. It is only a matter of chance that Mr Ali wasn't killed."

A BESOTTED hitwoman in a burka disguise has been jailed for trying to murder a shop owner in a botched hit after falling for his rival. Aimee Betro travelled from the US to the UK after being hired by Mohammed Nazir, 30, and Mohammed Aslam, 56, to kill the head of a rival family. 9 9 9 The 45-year-old arrived in Birmingham, West Midlands, and disguised herself under a burka to carry out the contract hit. Lovestruck Beto had fallen in love with Nazir despite the pair meeting just three times. But when she pointed the gun at Sikander Ali's head and pulled the trigger, the weapon jammed and the target was able to flee. Undeterred, she later went to Sikander's home and fired three shots before flying back to America. Betro has now been jailed for 30 years after she was convicted of conspiracy to murder and possessing a self-loading pistol with intent to cause fear of violence. She was also found guilty of a charge of illegally importing ammunition following a trial. Both Nazir and Aslam harboured a grudge against Aslat Mahumad and his family after they came off worse in the scuffle. Hell-bent on revenge, they enlisted the help of the hitwoman - flying her over from the US so she could execute him or a loved one. CCTV showed Betro lying in wait outside the shop owner's family home in a Mercedes she had bought earlier that day. Around 45 minutes later, Aslat's son Sikander arrived home - with Betro leaving her car with her face covered. She was seen firing the gun at point-blank range before it jammed during the September 2019 attack. Sikander then escaped by reversing his SUV out of the road, clipping the car door of the BMW and damaging it so badly it would no longer close. After the failed shooting, Betro messaged Aslat asking him where he was hiding. She added: "Stop playing hide and seek, you are lucky it jammed." Betro later returned to the scene in a taxi and fired three shots through the windows of Aslat's home. The damaged Mercedes was later found dumped, with cops finding a black glove with Betro's DNA on it. Meanwhile, Betro fled to Manchester Airport and was back in the US the following day. A global hunt was launched for Betro, who had taken selfies before the shooting, and she was arrested in Armenia. She denied conspiracy to murder, possession of a firearm with intent to cause fear or violence and smuggling of ammunition into the UK. 9 9 9 9 9

Girl, 14, arrested after ‘arson' at Grade I-listed manor
A 14-year-old girl has been arrested on suspicion of arson after a blaze at a Grade I-listed manor house. Merseyside Police said the fire at Woolton Hall, Liverpool, on Tuesday evening 'appears to have been an extremely reckless act' after the force had reports that a large number of youths were seen gathering nearby. The girl was taken into custody to be questioned and was conditionally bailed. Det Insp Daniel McWhinnie said: 'This appears to have been an extremely reckless act at a historic building that has stood at the site for hundreds of years. 'We know the community will be rightly shocked by what happened and we are determined to find all those responsible.' The force is appealing for anyone who was there, knows who was there, or parents whose children were out that night to come forward. The hall, which is privately owned, was built in 1704. It had previously been used as a hotel, an army hospital, a convent and a school, but has recently fallen into disrepair. Local campaigners have been calling for it to be saved for a number of years. In 2019, fire crews were called to tackle a suspected arson attack in outbuildings and worked to prevent the blaze spreading to the main building.
