Penang mulls review of i-Sejahtera welfare aid due to rising costs

GEORGE TOWN: The Penang government is considering a review of its social welfare aid programmes, especially the i-Sejahtera initiative, due to rising costs and the need to better target recipients.
Chief Minister Chow Kon Yeow said the review aims to ensure that aid is effectively delivered to the intended groups.
He added that a study on the programme has been completed, but a final decision has yet to be made.
"The study was conducted to ensure the aid is properly channelled to the targeted groups," he told reporters at Universiti Sains Malaysia here today.
Chow said the review, which will be further discussed through engagement sessions, will be presented to the state executive council for a final decision.
He said the i-Sejahtera programme involved significant expenditure and that any continuation would require strong financial backing.
"Among the changes being considered are the reduction or removal of some categories under the programme that may no longer be relevant.
"New initiatives may also be introduced to replace outdated components.
"We are facing financial constraints, so we need to cap our expenditure and assess which programmes we can continue to support," he added, stressing that not all changes would result in reduced aid.
Chow also pointed out that the programme's cost had risen annually, driven by a growing number of registrants, especially under the Warga Emas scheme.
He said longer life expectancies have resulted in more senior citizens applying for aid, increasing the state's allocation requirements.
"If there is an overlap with federal aid programmes, the state does not need to run a similar programme," he said, stressing the need to maximise limited state resources.
Chow said the state has no plans to cancel the programme entirely but will adjust and redeploy resources where necessary.

Afnan told the Dewan Rakyat that Pasti teachers agreed to serve despite knowing they would not receive high pay due to low fees. "They are not robots — they willingly contribute their energy to help our children learn ABC and 'alif ba ta'," he said, adding that Setiawangsa MP Nik Nazmi Nik Ahmad should thank them for supporting the preschool education ecosystem. Nik Nazmi had criticised the RM600 to RM700 monthly pay for over 9,500 Pasti teachers, calling it a breach of the minimum wage law. He said the voluntary role justification was unacceptable under the National Wages Consultative Council (Amendment) Act 2025 and claimed the practice denied them Employees Provident Fund (EPF) and Social Security Organisation (Perkeso) contributions. Afnan countered that Pasti teachers could contribute to EPF via the i-Sara scheme and were covered under the self-employed social security scheme. He urged the government to focus on allowances for Kafa teachers, Takmir teachers and imams, which he said remained below the minimum wage.

KUALA LUMPUR: Maybank Islamic Bhd and Perodua have jointly introduced Malaysia's first Shariah-compliant agility financing plan, offering customers greater flexibility and accessibility in vehicle ownership. The Perodua Flexiplan, powered by Maybank Islamic myimpact Drive Financing-i, is the first collaboration of its kind for both companies. It features a Murabahah vehicle term financing arrangement, resulting in lower monthly payments over an initial five-year term. Under the scheme, customers can choose to trade in their Perodua vehicle at year five for a new model. Perodua is offering a buy-back price competitive with market value or opt to keep their existing vehicle under a revised payment plan for up to four more years. Perodua president and chief executive officer Datuk Seri Zainal Abidin Ahmad said the plan is available for four models: Myvi, Axia (excluding the Axia E), Ativa and Aruz. The collaboration is aimed at delivering a win-win solution for all parties involved "Today, both Perodua and Maybank Islamic broke new ground as we join forces to offer the best possible financing package which ensures everybody wins; Perodua, Maybank Islamic and especially, our valued customers," he said. The innovative approach to all Malaysians alongside Perodua, addresses the preferences of modern car buyers and empowers them with flexible ownership choices, he added. The plan integrates other Shariah-compliant offerings such as Perodua Total Protect Plus comprehensive takaful underwritten by Etiqa, which includes RM5,000 special peril coverage, and Credit Reducing Term Takaful for added protection. Both companies said the initiative not only enhances car ownership accessibility but also creates a convenient structure for customers to adapt their vehicle choices to different life stages, setting a new benchmark in Malaysia's automotive financing landscape.

State Tamil schools special committee chairman Datuk Seri S. Sundarajoo said 10% of the funds at present was kept for contingency and training programmes, while the remaining RM2.178mil would go directly to infrastructure, smart boards, equipment and building upgrades. He said that while the Federal Government provided RM70,000 per school for toilet upgrades, with extra allocations for kindergartens, the limited funding often led to frustration. Tamil school representatives after receiving their contribution from the state government. 'I have 28 schools under my care and many request RM200,000 to RM300,000 per school, despite knowing we cannot meet such demands,' he said. To avoid delays, Sundarajoo introduced a new funding model for distribution of allocations based on student headcount. 'With 5,250 students statewide, we divide the RM2.178mil accordingly. But some schools have as few as 17 students and would receive only a few thousand ringgit. 'So I have to adjust the formula to slightly reduce the higher allocations and increase the lower ones,' he explained after the mock cheque presentation to Tamil schools by Penang Chief Minister Chow Kon Yeow at Komtar. Representatives from Tamil primary, preschool and Punjabi schools were present at the event. The Tamil schools received RM1,782,000, preschools RM268,100 and Punjabi schools RM120,000. Sundarajoo said he planned to make the process simpler next year. 'Each school will get a base allocation. For example, RM50,000, and they just need to tell me how they want to use it and I'll approve it within days,' he said. However, Sundarajoo said transparency and compliance were important. 'Some schools submit proposals for Project A but execute Project B, then submit a bill for it; that's unacceptable.' He noted that some schools also bypassed district education offices or local authorities and hired non-state approved contractors. 'Every ringgit wasted is a ringgit robbed from the community. We want every sen to be accounted for,' he said. In a first for Penang Tamil schools, the state is also investing in capacity building by training headmasters, assistant principals, teachers, parents and students. 'We will run grooming sessions for leadership transition among educators and hold motivational parenting workshops with prominent Tamil speakers,' Sundarajoo said. He said land scarcity and declining enrolment remained a major challenge. 'Many schools were built on estate land. When the estates were redeveloped, people moved out, leaving the schools stranded,' he said. Eight schools have already been 'rescued' in Juru, Mayfield, Alma and Simpang Empat, he said, adding that he planned to complete the rest within two years. In one case, SJKT Changkat in Seberang Perai only has 17 students and plans are underway to relocate it to Bagan Dalam, where 1.6ha of reserved land is available. 'Once relocated, it can attract up to 800 students, since nearby SJKT Mak Mandin is already at capacity,' said Sundarajoo. 'With strict oversight and strategic planning, we hope to lay a strong foundation, despite financial hurdles,' he added.
