KUWAIT CITY, March 26: The Council of Ministers convened its weekly meeting this morning at Bayan Palace, chaired by Acting Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef. Amir's Ramadan Address: A Call for Unity and Reform
The Cabinet began by reviewing the contents of His Highness the Amir Sheikh Meshaal Al-Ahmad's recent speech, delivered during the last ten days of Ramadan. In his address, His Highness expressed optimism for a future marked by reform, progress, and national achievements, while cautioning against attempts to exploit the citizenship file to spread division and misinformation.
His Highness emphasized:
- Firm adherence to justice and national unity in handling citizenship matters, free from political pressures.
- The critical role of Kuwait's national identity as a unifying force and a shield against external threats.
- The government's commitment to accelerating development projects, particularly in health, education, and housing, and advancing legislation to serve citizens' interests.

The Amir also warned against divisive rhetoric and misinformation campaigns, urging citizens to prioritize national solidarity and the rule of law.
The Cabinet reaffirmed its dedication to implementing these directives, praying for Kuwait's continued prosperity under the leadership of His Highness the Amir and His Highness the Crown Prince Sheikh Sabah Al-Khaled.
Eid Al-Fitr Greetings and Ministerial Appointments
Ahead of Eid Al-Fitr, the Cabinet extended warm congratulations to the Amir, the Crown Prince, and the people of Kuwait, wishing the nation and the Islamic world peace and prosperity.
Acting Prime Minister Sheikh Fahd Al-Yousef also welcomed Dr. Subaih Al-Mukhaizeem as the newly appointed Minister of Electricity, Water, and Renewable Energy, following Decree No. (53) of 2025. Sheikh Fahd praised Dr. Al-Mukhaizeem's willingness to serve and wished him success in his role.

- Referring the case to the Public Prosecutor for investigation.
- Coordinating with security agencies to ensure transparency and uphold public trust.
- A zero-tolerance policy toward violations undermining the ministry's credibility.

KUWAIT: Minister of Information and Culture and Minister of State for Youth Affairs Abdulrahman Al-Mutairi on Tuesday unveiled the Public Authority for Youth's new strategic plan for 2025-2030, outlining five key priorities aimed at empowering young Kuwaitis. The strategy focuses on Leadership, Employment, and Entrepreneurship; Community Engagement; Culture, Innovation, and Creativity; Health and Wellbeing; and Governance and Resource Development. Speaking during a visual presentation at the Government Communication Center, Al-Mutairi described the plan as 'a clear and ambitious roadmap' aligned with the vision of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, and the directives of His Highness the Prime Minister Sheikh Ahmad Al-Abdullah Al-Ahmad Al-Sabah. Coinciding with International Youth Day, the strategy introduces 23 initiatives developed through extensive consultations with youth and experts, reflecting what Al-Mutairi called the 'active and pivotal role' of young people in building security, stability, and prosperity. Under the Leadership, Employment, and Entrepreneurship priority, the plan seeks to qualify 3,000 young leaders, offer career guidance to 5,000 youth, and run 30 entrepreneurship programs. For Community Engagement, the authority aims to register 15,000 volunteers on the national 'Ayadina' platform and support 100 youth-led initiatives. The meeting, held at Bayan Palace under the leadership of Acting Prime Minister and Minister of Interior Sheikh Fahad Yusuf Saud Al-Sabah, covered a range of critical issues, including the protection of public funds, digital transformation, and large-scale housing and energy initiatives. Revised law for protecting public funds One of the major decisions taken was the approval of a draft decree-law amending Law No. 1/1993, aimed at strengthening the protection of public funds. The revised law aims to address gaps revealed through the practical application of existing regulations. Key changes include expanding the scope of criminalization, enhancing procedural protections, and updating legal formulations. The amendments introduce stricter measures, including tightening rules for job exploitation, increasing penalties for fraud and corruption, and criminalizing intentional damage to public funds. The amendments aim to streamline litigation by implementing full electronic procedures, allowing remote hearings, and tightening controls on judicial recusal. Notably, the reforms propose an increased guarantee and fine system for recusal requests, ensuring a more efficient and modernized legal framework. Strategic development projects: Housing, energy, and AI innovations The Cabinet was briefed on several high-profile development initiatives, including the Al-Sabriya City housing project in northern Kuwait. Minister of State for Municipal Affairs Abdullatif Al-Meshari shared details about the 80-km² project, which will provide 55,000 housing units, along with service, commercial, recreational areas, and public facilities. This development is set to be one of the largest housing and urban projects in the region. Minister of Oil Tareq Al-Roumi also presented updates on the Kuwait Oil Company's newly launched Artificial Intelligence Innovation Center. This initiative is part of the Kuwait Petroleum Corporation's broader digital transformation strategy in the energy sector, aimed at enhancing operational efficiency and fostering innovation. Furthermore, Minister of Finance and Acting Minister of State for Economic and Investment Affairs Dr. Sabeeh Al-Mukhaizeem briefed the Cabinet on the signing of the second and third phases of the Al-Zour North Power Plant Project. Regular work will resume on Sunday, September 7, 2025, with exceptions for agencies that operate under special conditions, whose holidays will be determined by their respective authorities. Bilateral relations and international cooperation Additionally, the Cabinet reviewed and approved several agreements and memoranda of understanding with other nations, aimed at strengthening Kuwait's diplomatic and economic ties. These agreements were submitted for approval to His Highness the Amir, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah. In conclusion, the Cabinet reaffirmed its commitment to accelerating the implementation of vital development projects and legislative reforms, underscoring the importance of timely and effective action to support Kuwait's continued growth and modernization.
