Unified approach to beat child sex crimes

KUALA LUMPUR: An inter-agency and cross-ministerial effort will be taken to combat the issue of child sex abuse cases, says Datuk Seri Dr Ahmad Zahid Hamidi (pic).
The Deputy Prime Minister said the issue of sexual crimes against children – which surged from 2,541 cases in 2020 to 3,892 cases in 2024, which is an increase of 53.2% – needs serious attention.
The number of victims also increased from 2,561 people to 3,988 people, which is an increase of 55.7% in the same period, he said in a statement after chairing the National Social Council (NSC) meeting yesterday.
Ahmad Zahid said a seminar on child protection and overcoming child sexual and cybercrimes will also be held in November.
He said the coordinated efforts against such crimes will involve agencies such as the police, and Home, Youth and Sports, and Women, Family and Community Development ministries.
'This is to address the issue in a comprehensive, stringent and effective manner. The development of technology and the industrial revolution have led to an increasingly sophisticated criminal modus operandi, including the use of deepfake technology and digital identity theft,' he said.
On July 7, The Star quoted Bukit Aman Criminal Investigation Department's (CID) sexual, women and child investigation division (D11) as saying that there has been a huge spike in child sex abuse cases with 11,479 cases reported between 2022 and April this year.
The NSC also studied the implementation of the National Social Policy 2030 and the Action Plan 2026-2030 which is currently in the final phases and will be tabled to the Cabinet in October.
The council also looked into the issue of mental health among the homeless who could not receive proper treatment and intervention due to the lack of special homes.
'The council supports the Health Ministry's initiative to set up a task force to build special psychiatric nursing homes,' he said.
The meeting reviewed and proposed the formation of a Special Committee for Islamic Pre-School Education to coordinate issues related to registration, safety, health as well as curriculum and teacher strategy.
'This is a strategic step towards a more structured and effective early childhood education system,' he added.
On the issue of job mismatch that has affected some two million graduates, Ahmad Zahid said the MyMAHIR initiative under the Human Resources Ministry and TalentCorp has been launched to address this.
'So far, a total of 66 industry-based training programmes have been approved under the MyMAHIR Future Skills Talent Council, covering high-impact sectors such as semiconductors, artificial intelligence (AI), data analytics, and the green economy.
'These programmes not only provide high-skilled training but also come with job guarantees, offering starting salaries averaging between RM3,000 and RM6,000 per month,' he said.
Ahmad Zahid said the NSC will serve as the main coordinating body for national social policy.
'The implementation of DSN 2030 must be driven in a targeted and high-impact manner, with regular monitoring, measurable impact, and strong accountability by all agencies,' he said.
The council will also be expanded to involve more ministries, including Energy Transition and Water Trans­formation; Agriculture and Food Security; Natural Resources and Environmental Sustainability; Tourism, Arts and Culture; as well as the Minister in the Prime Minister's Department (Federal Territories).

Kota Kinabalu: A 52-year-old man was fined RM5,000 or jailed six months by the High Court here for having two passports bearing forged immigration stamps, three years ago. Chuk Tai Bo pleaded guilty before Judge Maslinda @ Linda Mohd Ainal to having two Philippine passports under the names of two Filipinas with forged immigration endorsements on Nov 23, 2022, at 6.30am, at a house in Kg Nosoob Baru, Penampang. Advertisement The charge under Section 56(1)(l) of the Immigration Act 1959/63 and punishable under Section 56(1)(aa) of the same Act, provides for a fine of up to RM10,000 or imprisonment of up to five years, on conviction. The charge was brought against Chuk, after a representation submitted by his defence counsel was accepted by the prosecution. Chuk's charge under Section 26E of the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Act 2007 for allegedly providing two fake passports to the Filipinas for the purpose of facilitating migrant smuggling, had been withdrawn. The court heard from the prosecution that on Nov 15, 2022, two Filipinas flew from Manila Airport to Palawan, and when they arrived, they were picked up by two unknown men and brought to a hotel in Palawan for the night. Advertisement The following day, they were taken to the Buliluyan port and travelled by boat to Kudat, Sabah and from Kudat, they were transported to Penampang, arriving at around 10pm on Nov 18. In Penampang, the two women were received by a married couple, Michael Pillai and Phoebe Yanog Indae, who brought them to their home in Kg Nosoob. While at the house, Phoebe requested the passports from the two women and they handed over their passports to Phoebe. Phoebe then handed the passports to Chuk, along with payment of RM2,800 per passport, endorsed with forged immigration stamps. Chuk on Nov 23, at 6.30am, returned the two passports, bearing forged stamps indicating entry into Sabah through Kota Kinabalu International Airport on Nov 18, 2022, to the women at a house in Kg Nosoob Baru. Counsel Luke Ressa Balang, representing Chuk, applied for a lenient sentence citing his role as the sole breadwinner for his family and the hardship faced since his arrest. Luke said Chuk has five children, four of whom are still in school, and his wife had left him due to the ongoing case, leaving him solely responsible for supporting the family. Luke added that Chuk, who works as a cook at a restaurant, was arrested on Dec 7, 2022 and remanded for seven months before being granted bail in July 2023. Luke further submitted that Chuk is a first-time offender and had no prior criminal record and had also taken earlier opportunities to plead guilty, showing remorse for his actions, adding that he suffers from thyroid disorder and high blood pressure and undergoes regular medical check-ups at the hospital. Deputy Public Prosecutor Dacia Jane Romanus urged for a deterrent sentence, citing the rampant immigration offences, especially in Sabah. On Aug 1, Michael Pillai and his Filipina wife Phoebe Yanoc Indoc were each fined RM10,000 by the High Court for allowing two Filipino illegal immigrants to stay at their home in Penampang, on Nov 23, 2022. Aidil is accused of voluntarily causing hurt one Abd Basa Akub with the weapon at 6.40pm on July 24 this year at a house in Kg Saga, here. Pending the date, Aidil was ordered remanded.
