KOTA KINABALU (July 3): The State Government in collaboration with Petronas and industry partners has set a target of a 100 per cent increase in oil and gas services and equipment (OGSE) local job contracts for Sabahan companies this year, said Chief Minister Datuk Seri Panglima Hajiji Noor.
'In terms of employment, the target is clear: 100 per cent of non-technical roles and at least 80 per cent of technical roles in the OGSE sector must be filled by Sabahans.
'These targets reflect our firm commitment to strengthening local participation and building a resilient, homegrown energy ecosystem.' he said at the 12th Sabah Oil, Gas and Energy Conference and Exhibition at the Sabah International Convention Centre here on Thursday.
His speech was delivered by Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe.
In 2021, Hajiji said the total contracts awarded to Sabahan companies for local oil and gas services jobs stood at RM341 million, while by the end of last year, the figure soared to over RM2 billion for jobs awarded both in and outside Sabah.
He said Sabah's oil and gas industry is an essential pillar of the state's economic growth and continues to play a pivotal role to that of Malaysia's, contributing nearly 40 per cent of the country's oil production and approximately 20 per cent of its gas output.
'However, we believe that our role must extend beyond mere production. We aspire for Sabah to become a center of excellence for OGSE innovation and sustainable energy practices and a hub where investment, talent and technology converge to create long-term value,' he said.
In this respect, the Chief Minister said the State Government through SMJ Energy has taken decisive steps in securing equity in key upstream and downstream assets, including the Samarang PSC and the SAMUR petrochemical plant, as well as interests in exploration blocks SB403, SB409, SB306A and SB306B.
He said Sabah Energy Corporation had also strengthened its position as Malaysia's largest domestic supplier and transporter of natural gas, following its successful takeover of Petronas' onshore gas contracts in Sabah.
'I wish to take this opportunity to thank Petronas and all our operating partners in Sabah for your continuous efforts, commitment and investment in local content development.
The Commercial Collaboration Agreement (CCA) signed in December 2021 with Petronas was significant and its implementation through initiatives such as the Sub-Committee for OGSE industry, co-chaired by the Sabah Ministry of Industrial Development and Entrepreneurship and Petronas, has yielded tangible results.
'To sustain this momentum, we have established the Sabah Local Content Council under the purview of SMJ Energy and implemented a Joint Task Force for Mandatory Partnerships.
'These initiatives, coupled with the transparent insights provided by the Kinabalu Activity Outlook (KAO), are designed to ensure our local companies are well-informed, well-prepared, and well-partnered for success,' he said.
Hajiji commended the Sabah Oil and Gas Services Council (SOGSC) and the Persatuan Kontraktor Petroleum Bumiputera Sabah (PKPBS) for their role in championing Sabahan participation in the OGSE sector.
He also called on everyone to support the effort of the SOGSC and PKPBS to organise this OGSE conference next year.
'Our vision is to build a pipeline of OGSE opportunities that extends far beyond short-term contracts. We want to promote knowledge transfer, technology exchange and joint ventures that scale our local players into regional champions.
'We are laying the foundations now not just for current prosperity but for a resilient, innovative and sustainable OGSE ecosystem for generations to come.
'Hence, let us work together to ensure Sabah not only remains a key energy player but becomes a model for sustainable, inclusive growth in the oil, gas and energy industry,' he said.

Sabah's trade remains strong and stable - DOSM
Phoong KOTA KINABALU (July 4): Sabah's economy remains stable and continues to experience positive growth momentum, according to a recent statement by the Department of Statistics Malaysia (DOSM), said Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe. Quoting DOSM's 4 July 2025 release titled 'Sabah's trade remained resilient, exceeding RM100 billion for three consecutive years despite challenges in the economic landscape,' Phoong said the report confirms that Sabah's total trade for 2024 was valued at RM107.8 billion, representing a 2.7% growth compared to 2023. 'This reassures us that Sabah's trade performance remains robust, directly contradicting earlier claims of a steep decline,' he said. Phoong explained that he had previously sought clarification from DOSM regarding an unusually high figure in 2023, when Sabah's total trade was reportedly RM158 billion, followed by a significant drop to RM43 billion in 2024 based on international trade data. He said the DOSM clarification provides a more accurate understanding: 'If you look at the trend from 2019 to 2022, Sabah's trade consistently ranged between RM36 billion and RM58 billion. Then in 2023, it suddenly jumped to RM158 billion, raising questions.' Phoong welcomed DOSM's explanation, which clarified that Sabah's total trade — including transactions with Peninsular Malaysia and Sarawak — reached RM107.78 billion in 2024, compared to RM105 billion in 2023. These figures represent all physical transactions passing through Sabah's entry and exit points. Meanwhile, international trade (based on country of origin and destination) stood at RM43 billion in 2024, aligning with DOSM's earlier figures released on 16 June. 'As for the confusion surrounding the 2023 figures, I appreciate DOSM's clarification that international trade for that year was actually RM41.4 billion, with exports at RM31 billion — not RM158 billion as previously cited.' He added that this confirms Sabah's trade has grown year-on-year, both in total and international terms, and that claims of a sharp decline in 2024 are inaccurate. 'Nevertheless, I regret the confusion caused by inconsistent data previously announced,' Phoong said. He also highlighted that DOSM reported a 9.3% increase in Sabah's manufactured goods exports, reaching RM12.0 billion — a highly encouraging indicator for the state's industrial sector. Petronas signs 20-year LNG supply deal with Venture Global
KUALA LUMPUR: Petroliam Nasional Bhd's (Petronas) subsidiary, Petronas LNG Ltd, has signed a 20-year sale and purchase agreement with US-based Venture Global Inc for the supply of 1.0 million tonnes per annum (MTPA) of liquefied natural gas (LNG). According to Petronas, the LNG will be sourced from CP2 LNG Phase 1, Venture Global's 14.4 MTPA facility currently under development in Cameron Parish, Louisiana. It said this long-term LNG agreement further reinforces Petronas' global LNG portfolio and underscores its commitment to delivering a reliable energy supply to meet growing global demand. "The collaboration with Venture Global is expected to provide Petronas with greater supply agility and flexibility, strengthening our ability to serve evolving market needs across key regions," Petronas said in a statement. Meanwhile, Petronas LNG Marketing and Trading vice-president Shamsairi M Ibrahim said that as energy demand rises and the global LNG landscape evolves, its priority is to provide customers with a reliable supply and long-term value. "This agreement reflects our ongoing efforts to enhance supply accessibility through strategic industry collaboration, enabling us to respond to dynamic market conditions with greater agility," he said.

Ambalat issue: Joint development proposal yet to be finalised

He said that several processes must be considered beforehand, especially securing the views and consent of the Sabah State Government. Advertisement He added that the existing consultation mechanisms between the Federal Government and the Sabah State Government will be fully utilised, including the Action Council for Implementation of the Malaysia Agreement 1963 (MTPMA63), which is chaired by the Prime Minister, Sabah Chief Minister Datuk Seri Hajiji Noor, and Sarawak Premier Tan Sri Abang Johari Tun Openg. 'In any case, the joint development in the Sulawesi Sea remains under consideration and has indeed not yet been finalised,' he said in a Facebook post on Friday. Mohamad noted that the proposal for joint developmet in the Sulawesi Sea involving Blocks ND6 and ND7 — referred to by Indonesia as 'Ambalat' — is not new, as the area is reported to hold significant natural resources such as oil and gas. According to him, in 2022, the Prime Minister at the time had directed Petronas to consider conducting a study on the proposed joint development (JD) initiative. Most recently, Mohamad said that the issue concerning Blocks ND6 and ND7 was also raised during Prime Minister Datuk Seri Anwar Ibrahim's working visit to Jakarta on June 27. 'This matter was indeed discussed. However, it has not yet been finalised. In fact, the Prime Minister himself stated that the interests of the Sabah region must be taken into account and considered fairly,' he explained. Mohamad said Malaysia and Indonesia are still unable to explore the two blocks, as the area remains under dispute in terms of maritime boundaries between the two countries. 'Given the significant economic potential — while the process of finalising maritime boundaries in the Sulawesi Sea between the two countries is still ongoing — some parties have proposed that Malaysia and Indonesia jointly develop this potential.' Mohamad emphasised that the process of finalising the maritime boundary in the Sulawesi Sea is a long-term and complex effort, carried out through a Technical Committee led by the Ministry of Foreign Affairs. The committee comprises various government agencies, including the Sabah State Government, the National Security Council (Sabah), the Sabah Attorney General's Office, the Department of Survey and Mapping Malaysia (JUPEM), the Sabah Lands and Surveys Department, as well as other relevant technical agencies. Mohamad stressed that the Malaysian Government remains committed to thoroughly examining the matter and reaching a mutual understanding through negotiations based on existing mechanisms. In any development, the country's sovereignty and strategic interests — particularly those involving the state of Sabah — will continue to be safeguarded and defended to the fullest extent, Mohamad said. He stated that the maritime boundary agreement signed with Indonesia in 2023 does not affect Malaysia's territorial rights or sovereignty over the eastern waters of Sabah. He said the Sulawesi Sea Treaty, signed on June 8, 2023 and known as the 2023 Sulawesi Treaty, only covers a portion of the territorial sea off the east coast of Sabah and does not include Malaysia's Exclusive Economic Zone (EEZ). 'The agreement does not cover the area known as Blocks ND6 and ND7, or referred to by Indonesia as 'Ambalat', which lies within Malaysia's Exclusive Economic Zone (EEZ) extending up to 200 nautical miles.'
