KOTA KINABALU (July 3): The State Government in collaboration with Petronas and industry partners has set a target of a 100 per cent increase in oil and gas services and equipment (OGSE) local job contracts for Sabahan companies this year, said Chief Minister Datuk Seri Panglima Hajiji Noor.
'In terms of employment, the target is clear: 100 per cent of non-technical roles and at least 80 per cent of technical roles in the OGSE sector must be filled by Sabahans.
'These targets reflect our firm commitment to strengthening local participation and building a resilient, homegrown energy ecosystem.' he said at the 12th Sabah Oil, Gas and Energy Conference and Exhibition at the Sabah International Convention Centre here on Thursday.
His speech was delivered by Minister of Industrial Development and Entrepreneurship Datuk Phoong Jin Zhe.
In 2021, Hajiji said the total contracts awarded to Sabahan companies for local oil and gas services jobs stood at RM341 million, while by the end of last year, the figure soared to over RM2 billion for jobs awarded both in and outside Sabah.
He said Sabah's oil and gas industry is an essential pillar of the state's economic growth and continues to play a pivotal role to that of Malaysia's, contributing nearly 40 per cent of the country's oil production and approximately 20 per cent of its gas output.
'However, we believe that our role must extend beyond mere production. We aspire for Sabah to become a center of excellence for OGSE innovation and sustainable energy practices and a hub where investment, talent and technology converge to create long-term value,' he said.
In this respect, the Chief Minister said the State Government through SMJ Energy has taken decisive steps in securing equity in key upstream and downstream assets, including the Samarang PSC and the SAMUR petrochemical plant, as well as interests in exploration blocks SB403, SB409, SB306A and SB306B.
He said Sabah Energy Corporation had also strengthened its position as Malaysia's largest domestic supplier and transporter of natural gas, following its successful takeover of Petronas' onshore gas contracts in Sabah.
'I wish to take this opportunity to thank Petronas and all our operating partners in Sabah for your continuous efforts, commitment and investment in local content development.
The Commercial Collaboration Agreement (CCA) signed in December 2021 with Petronas was significant and its implementation through initiatives such as the Sub-Committee for OGSE industry, co-chaired by the Sabah Ministry of Industrial Development and Entrepreneurship and Petronas, has yielded tangible results.
'To sustain this momentum, we have established the Sabah Local Content Council under the purview of SMJ Energy and implemented a Joint Task Force for Mandatory Partnerships.
'These initiatives, coupled with the transparent insights provided by the Kinabalu Activity Outlook (KAO), are designed to ensure our local companies are well-informed, well-prepared, and well-partnered for success,' he said.
Hajiji commended the Sabah Oil and Gas Services Council (SOGSC) and the Persatuan Kontraktor Petroleum Bumiputera Sabah (PKPBS) for their role in championing Sabahan participation in the OGSE sector.
He also called on everyone to support the effort of the SOGSC and PKPBS to organise this OGSE conference next year.
'Our vision is to build a pipeline of OGSE opportunities that extends far beyond short-term contracts. We want to promote knowledge transfer, technology exchange and joint ventures that scale our local players into regional champions.
'We are laying the foundations now not just for current prosperity but for a resilient, innovative and sustainable OGSE ecosystem for generations to come.
'Hence, let us work together to ensure Sabah not only remains a key energy player but becomes a model for sustainable, inclusive growth in the oil, gas and energy industry,' he said.

KOTA KINABALU (Aug 20): The bioeconomy sector in Sabah is showing encouraging signs of growth, driven by stronger participation from local biotechnology firms and a commitment to producing high-quality, marketable products. Chief Executive Officer of Malaysian Bioeconomy Development Corporation (Bioeconomy Corporation), Mohd Khairul Fidzal Abdul Razak, said the level of commitment demonstrated by Sabah-based companies during the Bioeconomy Roadshow 2025: Sabah Edition was notably higher compared to the previous year. 'We are seeing a more focused direction this time around, with many of the participating companies investing efforts in developing premium products. Not only are these products gaining traction in the domestic market, but they are also penetrating international markets,' he said. Speaking to reporters after officiating the roadshow, Khairul noted that the programme also served to raise awareness on the support services offered by Bioeconomy Corporation and the Ministry of Science, Technology and Innovation (MOSTI). 'We are working closely with these companies to understand their challenges and provide the necessary assistance to accelerate their growth. This is not just about product development, it is about building a sustainable and innovation-driven ecosystem for the future,' he added. The event was organised in collaboration with Invest Sabah Berhad as a strategic partner, with the aim of strengthening Sabah's bioeconomy ecosystem and unlocking broader economic and sustainable development opportunities. Khairul said the corporation is committed to empowering local companies in line with the national target for the bioeconomy sector to contribute five per cent to Malaysia's Gross Domestic Product (GDP). He added that beyond increasing income for the involved companies, the roadshow also focuses on building stronger partnerships and enhancing industry capabilities. As a result of last year's Sabah edition, a total of 249 participants underwent training under the BeST 2.0 programme, including 29 Sabahan youth, with a 97 per cent job placement rate. Moreover, 12 local companies in Sabah successfully became host companies or industrial training partners. 'This year, we are targeting at least six strategic locations with more than 200 participants and the launch of 60 new products or innovations,' he shared. To reinforce these efforts, Bioeconomy Corporation has also implemented the BioSynergy programme in partnership with POIC Lahad Datu. The initiative connects industry players and stakeholders with bio-innovation solutions developed by BioNexus and Bio-based Accelerator (BBA) status companies. Khairul said these companies play a vital role in advancing technology, creating high-value products, and opening up skilled job opportunities in Malaysia. 'To date, more than 630 BioNexus and BBA companies have recorded approved investments amounting to RM8.7 billion as of the second quarter of 2025. Continued support for these companies will significantly impact the country's Science, Technology and Innovation (STI)-based economic development,' he said. Meanwhile, CEO of Invest Sabah, Dr Firdausi Suffian, highlighted Sabah's rich biodiversity as a key driver for the state's bioeconomy aspirations. 'Sabah has the potential to position itself as a regional hub for bio-based industries. This roadshow provides a strategic platform to support the growth of biotechnology and bio-based sectors while creating new economic opportunities for our people,' he said. Firdausi noted that Sabah's natural resources, including microalgae, can be processed into biofuel, cosmetics and health supplements, while seaweed can be developed into pharmaceuticals, bioplastics and animal feed nutrition. 'Palm oil waste, on the other hand, can be transformed into bioenergy and green chemicals. We encourage universities and local research institutions to play a bigger role in R&D and the commercialisation of products while also producing skilled talent,' he said. 'With Bioeconomy Corporation and industry drivers on board, Sabah has a real opportunity to lead the bioeconomy frontier in the region,' he added. BUSINESS KUALA LUMPUR, Aug 20 (Bernama) -- AMMB Holdings Bhd (AmBank) expects its loan growth to keep pace with the industry at around 4 per cent this year, driven mainly by business banking and wholesale segments, while retail loans are expected to remain flat. Group chief executive officer Jamie Ling said the bank's focus will remain on higher-return portfolios. 'Business banking loans grew 12 per cent last year (financial year 2025 ended March 31, 2025), wholesale banking expanded 7 per cent, while retail declined by 2 per cent as we prioritised quality and returns over market share,' he said at a media briefing after the group's 34th annual general meeting here today. He said the group is also aiming to surpass last year's record net profit of RM2 billion. 'In the first quarter of the current financial year (1Q FY2026), we posted RM516 million in net profit, keeping the group on track despite softer investor sentiment and market uncertainties. 'We want to beat last year's record. That is the ambition,' Ling said, noting that volatility in trading and opportunities in wholesale and business lending could help sustain momentum. He said volatility signals uncertainty, but for a bank's market division, it can boost revenue streams, especially when coupled with solid demand for business and wholesale banking services. On margins, Ling said AmBank achieved a record net interest margin (NIM) of 2.01 per cent last year, the highest since he took office (in Nov 2023). However, with the recent overnight policy rate cut, this is expected to compress full-year NIM by three to four basis points to around 1.96-1.97 per cent.
