KUALA LUMPUR, July 29 (Bernama) -- An economist has called for the setting up of a new ministry or central agency to specifically monitor and coordinate the effective implementation of the 13th Malaysia Plan (13MP) and to develop measurable milestones to ensure the plan's long-term sustainability.
Making the call, Malaysia Institute of Transport (MiTRANS) director and Universiti Teknologi MARA (UiTM) associate professor Dr Wan Mazlina Wan Mohamed said such a body would serve as a central coordinating agency to drive long-term, whole-of-government reforms effectively.
She emphasised that annual progress reports should be published to promote transparency and track outcomes.
"Plans should not be implemented without proper oversight," she said.
To address these issues, Wan Mazlina said that the proposed ministry or central agency would be able to consistently monitor policy implementation progress over the next decade.
'This particularly includes developing measurable milestones and conducting periodic reviews to ensure the sustainability of the policy,' she told Bernama.
She cautioned that without such a coordinating body, the implementation of development programmes under the 13MP would continue to suffer from fragmented execution, with different agencies and ministries working in silos and lacking coordination.
The absence of measurable outcomes, she added, also makes it difficult to assess a policy's effectiveness.

The 13MP strategy was drafted to improve the quality of life and social mobility of the Indian community, especially from the low income group, through various initiatives outlined in the Malaysian Indian Blueprint and Indian Community Action Plan, while existing programmes that will be continued include the Indian Community Entrepreneur Development scheme. "13MP focuses on capacity and talent development, including in STEM, TVET fields and career opportunities, in addition to improving basic infrastructure, home repairs and housing access,' he said in a statement on Thursday (July 31). Efforts are also driven by economy and social empowerment, strengthening community governance and expanding the use of artificial intelligence (AI) and digitalisation to increase programme targeting and effectiveness, he said. Programmes like the Indian Community Socioeconomic Development Programme are designed holistically to empower education, entrepreneurship and social wellbeing, he said, adding that implementation of physical development projects in Indian community villages is also being planned. Ramanan also shared that the Entrepreneur Development and Cooperatives Ministry would introduce a self supervisory system for the franchise industry to reduce bureaucracy and boost competitiveness as part of the 13MP's second focus targeting high value industries and strategic sectors. "The 13MP document was drafted in detail without neglecting the needs of target groups, including the Indian community. It contributes to the Madani Economy aspirations to strengthen governance towards sustainable economic growth,' he added. PETALING JAYA: The success of the 13th Malaysian Plan (13MP) relies on the Madani government's political sincerity and transparency, otherwise it risks becoming an exercise of "running in place", says Perikatan Nasional. The Opposition coalition expressed concerns that, unlike the 12th Malaysia Plan (12MP), the 13MP does not commit development expenditure to the six less-developed states: Sabah, Sarawak, Kelantan, Terengganu, Kedah, and Perlis. Perikatan's economic portfolio head, Mohd Syahir Che Sulaiman, highlighted this in a statement following the presentation of the 13MP in Parliament on Tuesday (Aug 1). The Bachok MP noted the absence of a narrative in "increasing rakyat ownership" in the 13MP, suggesting it appears to cater more to capital owners rather than the broader population. "Without bold implementation, 13MP risks failing to move the country forward — leaving it merely 'running in place'," he said. Syahir said that from a regional development perspective, 13MP shows a general commitment to balanced development between states, but it did not specify any fiscal distribution formula or quantitative targets for states such as Sabah, Sarawak, Kelantan, Terengganu, Kedah, and Perlis. "It is more concerning that 13MP seems to have no mention of fiscal reform in federal and state relations, revenue sharing (including tax and mineral revenues such as petroleum), or efforts to strengthen a more mature and fair federalism. Yet, these are key reasons behind the growing regional development gap. "Fair development cannot take place if states continue to be sidelined from the planning and implementation process," said Syahir. He pointed out that while the 13MP acknowledges issues such as income inequality, low wages, and dependency on foreign direct investment (FDI), the plan lacks bold reform. "The 13MP does not emphasise the issue of economic ownership by the people, especially for the Bumiputera community, rural populations, and informal workers," he said He also asked what were 13MP's long-term strategies to boost productivity, provide support networks for the elderly, and formulate progressive and sustainable labour policies. 'As a responsible opposition bloc, Perikatan MPs will scrutinise each priority and pillar presented, propose improvements to implementation strategies, demand transparency in fiscal distribution, and champion the rights and voices of states that have long been sidelined in the national development process. On July 31, Anwar tabled the five-year 13MP, covering the period from 2026 to 2030, providing a strategic framework for Malaysia's economic, social, and environmental priorities. A total of RM611bil is required to ensure the success of 13MP, covering the whole nation, including Sabah and Sarawak.

KUALA LUMPUR: The 13th Malaysia Plan (13MP) is a bold step forward to grow the nation's economy to ensure opportunities for all Malaysians, says Datuk Seri Amir Hamzah Azizan. The Finance Minister II said that the approach taken under 13MP would help achieve the aspirations under Madani economy. "What we want is that what is done though the 13MP reaches and is felt by the rakyat. "This can be seen from what was tabled by the Prime Minister," he told reporters at a press conference in Parliament on Thursday (July 31). He said that the 13MP represented the collective aspirations of the nation, which required bold measures for its realisation. "The approach taken will spur and grow the economy and find ways to increase opportunities in the country to that they are translated into opportunities for our people to ensure better employment in the future," he added. Amir said 13MP was extensive and covered various aspects of the economy, including social and environmental wellbeing of the nation. He said that a more detailed breakdown and explanation of the 13MP would be done in due time. Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi described the tabling of 13MP was at a crucial juncture with regard to the nation's overall wellbeing. "13MP tabled by the Prime Minister comes when the nation is faced with uncertainty in the global economy and disruption to the supply chain, which challenges our competitiveness and welbeing of the rakyat," he said at the joint press conference. He said that the high-growth high-value approach taken under 13MP involving strategic sectors would ensure not only sustainable economic growth for the nation but one that was inclusive and equitable. Ahmad Zahid also said that 13MP would help ensure that those undergoing TVET programmes would not only enjoy minimum wages for but premium wages based on their skills. "This will give added value to our educational ecosystem and marketability of the workforce in the country," he said. Ahmad Zahid, who is also the Central Disaster Management Committee chairman, also said it was significant that RM20bil was allocated to flood mitigation projects and AI-based early warning systems to better prepare the nation's when faced with such natural disasters. Ahmad Zahid, who is also Rural and Regional Development Minister, said that the setting up of a Halal Commission and halal parks in Melaka, Perak and Kelantan would help achieve the RM80bil halal export target under 13MP. Meanwhile, Deputy Prime Minister Datuk Seri Fadillah Yusof said that 13MP took into account the energy and water needed for the development of the nation while ensuring the welbeing of the rakyat. "The is why 13MP is taking a new approach our energy needs through more innovative mechanisms," he said. This includes managing the nation's energy needs including its efficient usage by the rakyat, he added. He said this included seeking better renewable energy sources, which are more environmentally friendly. "Currently, the country is relying on solar and other sources for energy and we need to find a more clean and feasible energy source. "That is why nuclear energy is an energy source which we are considering," he added. On Sabah and Sarawak, Fadillah said 13MP also ensured then continued development of the Pan Borneo highway including other infrastructure projects.
