Deloitte Middle East report: Gulf Sovereign Wealth Funds lead global growth as assets forecast to reach USD 18 tn by 2030
Gulf SWFs invested $82bn in 2023 and another $55bn in just the first nine months of 2024, representing two-thirds of all new SWF activity
Pivoting to Asia, Gulf SWFs invested $9.5bn into China in the year ending September 2024, with ADIA and KIA among top 10 shareholders in Chinese A-Share listed firms
Dubai, United Arab Emirates, March, 2025 – A new Deloitte Middle East report reveals Gulf Sovereign Wealth Funds (SWFs) continue to dominate the global investment landscape, spearheading an industry-wide expansion that has pushed total assets under management globally to $12 trillion by the end of 2024 and forecast to reach $18 trillion by 2030. The Sovereign Wealth Fund (SWF) landscape has witnessed tremendous growth over the past two years, with new SWFs established around the world, high-profile acquisitions by existing firms, and value of assets under management hitting fresh highs.
Gulf funds, which control approximately 40% of global SWF assets and represent six of the ten largest funds worldwide by Assets Under Management (AUM), are reshaping investment strategies amid increasing regional competition and evolving market dynamics. The total number of SWFs globally has roughly tripled since 2000, reaching approximately 160-170 funds, with 13 new entities established between 2020 and 2023.
The Deloitte report, titled 'Growth in funds, and assets drives SWF's landscape,' reveals that Gulf SWFs have maintained an aggressive investment pace, deploying $82 billion in 2023 and an additional $55 billion in the first nine months of 2024. Five major players – the Abu Dhabi Investment Authority (ADIA), Abu Dhabi's Mubadala and Abu Dhabi Developmental Holding Company, Saudi's Public Investment Fund (PIF), and the Qatar Investment Authority (QIA) – continue to dominate activity in the region.
Julie Kassab, Sovereign Wealth Fund Leader at Deloitte Middle East, commented: 'The Gulf region continues to be the epicenter of sovereign wealth fund activity, with its major players driving innovation in investment strategies and operational excellence. We are witnessing these funds not only expand their geographical footprint but also significantly enhance their internal capabilities, setting new standards for the industry in terms of performance and governance.'
Deloitte reveals several significant trends reshaping the regional SWF landscape, as GCC funds look increasingly towards fast-growing countries outside traditional Western markets. Gulf funds are strategically pivoting toward Asia, with many establishing new offices throughout Asia-Pacific and substantially increasing allocations to high-growth economies including China, India, and Southeast Asia.
The sovereign funds have been particularly active in China, investing an estimated $9.5 billion in the year ending September 2024. Both Abu Dhabi Investment Authority (ADIA) and Kuwait Investment Authority (KIA) have been ranked in the top 10 shareholders in Chinese A-Share listed firms. This represents a strategic opportunity as Western investors reduce their exposure, allowing Middle Eastern funds to leverage their strong political and trade relationships with Beijing.
According to the Deloitte report, Africa is also an area of interest, with the mining sector yielding new opportunities. The UAE and Saudi Arabia have shown willingness to invest in high-risk extractives ventures in Africa this year, both directly and through their holdings in multinational mining firms.
This comes alongside the emergence of new investment vehicles, particularly 'Royal Private Offices,' which now control an estimated $500 billion in assets.
With more entities and more assets now being actively deployed, funds are under increasing pressure to gain a competitive edge, with a stronger focus on internal performance, risk oversight and investment management, to ultimately deliver better returns. Many Gulf SWFs are now adopting a more proactive approach, becoming more open to divest, demanding better reporting from portfolio companies and more willing to exert influence at board level.
This drive for excellence has also sparked fierce competition for human capital, with high demand for national talent. Gulf SWFs now employ an estimated 9,000 professionals across their operations. Gulf funds are offering increasingly attractive packages to senior professionals, particularly those with experience at established funds like Singapore's Temasek or Canada's Maple Eight.
Deloitte also notes a growing trend toward protectionism globally, particularly in developing economies, where governments are reassessing their approach to strategic assets. This shift has led to the creation of new domestically focused funds, often designed to co-invest alongside international partners rather than compete directly with established Middle Eastern players.
Looking ahead, while geopolitical uncertainties and potential commodity price fluctuations may create headwinds, these pressures could drive greater efficiency and innovation in fund management practices.

Meanwhile, the global ounce price increased by $20, starting at $3,290, peaking at $3,403, and closing at $3,310. Today's price surge is supported by the U.S. dollar's decline, as investors remain cautious ahead of the ongoing trade negotiations between the U.S. and China. The U.S. dollar index dropped by 0.2%, making dollar-denominated gold more affordable for holders of other currencies, thus increasing its appeal. This comes as senior U.S. and Chinese officials meet in London to discuss the reciprocal tariffs imposed earlier this year and other trade restrictions. Last month, both sides agreed to a temporary pause, offering some relief to the markets. Gold is traditionally seen as a safe haven during times of geopolitical and economic uncertainty, and its appeal is further enhanced in low-interest rate environments as it yields no income. Meanwhile, recent U.S. jobs data showed the addition of 139,000 jobs in May, surpassing expectations. The unemployment rate remained at 4.2%, and wages continued to rise — reducing the likelihood of an imminent interest rate cut by the Federal Reserve. Upcoming U.S. inflation data this week could influence the Fed's stance on interest rates. A cooling inflation trend could bolster gold, especially amid ongoing geopolitical tensions in the Middle East and Ukraine, along with the continued weakness of the U.S. dollar. The Federal Open Market Committee (FOMC) is scheduled to announce its interest rate decision on June 17–18. Some analysts suggest that any unexpected resolution in political conflicts or the signing of trade agreements could exert downward pressure on gold prices. China Adds Gold to Reserves for Seventh Month in May

According to Krishan Gopaul, senior analyst at the World Gold Council for EMEA, China added approximately 2 metric tons during the month, pushing total net purchases for 2024 to 17 tons and lifting overall holdings to 2,296 tons. Despite the increase in physical reserves, the value of China's gold holdings dipped to $241.99 billion by the end of May, compared to $243.59 billion in April. The decline comes after gold prices hit a record high above $3,500 per ounce in April, temporarily boosting the reserve's valuation. Last year, the PBoC paused gold acquisitions for six months following an 18-month buying spree. It resumed purchases in November, shortly after Donald Trump's win in the U.S. presidential election. China Opens Gold Futures to Foreign Investors In a strategic move to deepen its role in global gold markets, the Shanghai Futures Exchange unveiled a plan on May 27 to allow direct access for foreign investors and brokers. The initiative outlines 34 proposals covering derivatives trading in gold and silver, hedging, and precious metals futures. Key reforms include permitting foreign participants to trade without local intermediaries and to post margin in major foreign currencies like the U.S. dollar. Public feedback on the proposals is open until June 4. This opening aligns with China's broader strategy to internationalize the renminbi and boost its influence in commodity pricing. On April 21, a coalition of four Chinese government entities, including the central bank, launched a plan to globalize the Shanghai Gold Exchange. The initiative includes establishing offshore delivery warehouses, aiming to rival the London Metal Exchange in price-setting. China has a valuable card to play as it holds trade talks with the US today
Hong Kong CNN — A new round of trade negotiations between the United States and China has started in London, with both sides trying to preserve a fragile truce brokered last month. The fresh talks were announced last week after a long-anticipated phone call between US President Donald Trump and Chinese leader Xi Jinping, which appeared to ease tensions that erupted over the past month following a surprise agreement in Geneva. In May, the two sides agreed to drastically roll back tariffs on each other's goods for an initial 90-day period. The mood was upbeat. However, sentiment soured quickly over two major sticking points: China's control over so-called rare earths minerals and its access to semiconductor technology originating from the US. Beijing's exports of rare earths and their related magnets are expected to take center stage Monday at the London meeting. A person familiar with the matter told CNN the US-China talks were underway. China's official news agency Xinhua also reported the start of the discussions. Experts say Beijing is unlikely to give up its strategic grip over the essential minerals, which are needed in a wide range of electronics, vehicles and defense systems. 'China's control over rare earth supply has become a calibrated yet assertive tool for strategic influence,' Robin Xing, Morgan Stanley's chief China economist, wrote in a Monday research note. 'Its near-monopoly of the supply chain means rare earths will remain a significant bargaining chip in trade negotiations.' Since the talks in Geneva, Trump has accused Beijing of effectively blocking the export of rare earths, announcing additional chip curbs and threatening to revoke the US visas of Chinese students. The moves have provoked backlash from China, which views Washington's decisions as reneging on its trade promises. All eyes will be on whether both sides can come to a consensus in London on issues of fundamental importance. US Treasury Secretary Scott Bessent, Commerce Secretary Howard Lutnick and Trade Representative Jamieson Greer will meet a Chinese delegation led by Vice Premier He Lifeng. On Saturday, Beijing appeared to send conciliatory signals. A spokesperson for China's Commerce Ministry, which oversees the export controls, said it had 'approved a certain number of compliant applications.' 'China is willing to further enhance communication and dialogue with relevant countries regarding export controls to facilitate compliant trade,' the spokesperson said. Kevin Hassett, head of the National Economic Council at the White House, told CBS's Face the Nation on Sunday that the US side would be looking to restore the flow of rare earth minerals. 'Those exports of critical minerals have been getting released at a rate that is higher than it was, but not as high as we believe we agreed to in Geneva,' he said, adding that he is 'very comfortable' with a trade deal being made after the talks. On Monday morning in an interview with CNBC, Hassett said: 'This was a very significant sticking point, because China controls… something like 90 percent of the rare earths and the magnets. And if they're slow rolling, sending those to us because of some licensing deal that they set up, then it could potentially disrupt production for some US companies that rely on those things.' 'And there are enough of those, like, for example, auto companies, that President Trump took it very seriously, called President Xi and said, we got to we got to get this stuff coming out faster. And President Xi agreed,' he added. A valuable card to play In April, as tit-for-tat trade tension between the two countries escalated, China imposed a new licensing regime on seven rare earth minerals and several magnets, requiring exporters to seek approvals for each shipment and submit documentation to verify the intended end use of these materials. Following the trade truce negotiated in Geneva, the Trump administration expected China to lift restrictions on those minerals. But Beijing's apparent slow-walking of approvals triggered deep frustration within the White House, CNN reported last month. Rare earths are a group of 17 elements that are more abundant than gold and can be found in many countries, including the US. But they're difficult, costly and environmentally polluting to extract and process. China controls 90 percent of global rare earth processing. Experts say it's possible that Beijing may seek to use its leverage over rare earths to get Washington to ease its own export controls aimed at blocking China's access to advanced US semiconductors and related technologies. The American Chamber of Commerce in China said on Friday that some Chinese suppliers of American companies have received six-month export licenses. Reuters also reported that suppliers of major American carmakers – including General Motors, Ford and Jeep-maker Stellantis – were granted temporary export licenses for a period of up to six months. While China may step up the pace of license approvals to cool the diplomatic temperature, global access to Chinese rare earth minerals will likely remain more restricted than it was before April, according to a Friday research note by Leah Fahy, a China economist and other experts at Capital Economics, a London-based consultancy. 'Beijing had become more assertive in its use of export controls as tools to protect and cement its global position in strategic sectors, even before Trump hiked China tariffs this year,' the note said. China's economic woes As China tackles a tariff war with the US head on, it's clear that the disruptions are continuing to cause economic pain at home. Trade and price data released Monday painted a gloomy picture for the country's export-reliant economy. Long Wei/VCG/Getty Images Its overall overseas shipments rose by just 4.8 percent in May, compared to the same month a year earlier, according to data released by China's General Administration of Customs. It was a sharp slowdown from the 8.1 percent recorded in April, and lower than the estimate of 5.0 percent export growth from a Reuters poll of economists. Its exports to the US suffered a steep decline of 34.5 percent. The sharp monthly fall widened from a 21 percent drop in April and came despite the trade truce announced on May 12 that brought American tariffs on Chinese goods down from 145 percent to 30 percent. Still, Lü Daliang, a spokesperson for the customs department, talked up China's economic strength, telling the state-run media Xinhua that China's goods trade has demonstrated 'resilience in the face of external challenges.' Meanwhile, deflationary pressures continue to stalk the world's second-largest economy, according to data released separately on Monday by the National Bureau of Statistics (NBS). In May, China's Consumer Price Index (CPI), a benchmark for measuring inflation, dropped 0.1 percent compared to the same month last year. Factory-gate deflation, measured by the Producer Price Index (PPI), worsened with a 3.3 percent decrease in May from a year earlier. Last month's drop marks the sharpest year-on-year contraction in 22 months, according to NBS data. Dong Lijuan, chief statistician at the NBS, attributed the decline in producer prices, which measures the average change in prices received by producers of goods and services, to a drop in global oil and gas prices, as well as the decrease in prices for coal and other raw materials due to low cyclical demand. The high base of last year was cited as another reason for the decline, Dong said in a statement.
