The Central Bank of Libya (CBL) has announced that the Electronic Payment Forum and Exhibition — the largest banking event in Libya — will now take place from June 15 to 17, 2025, at the Tripoli International Fairgrounds. The event was originally scheduled for May 20 but was postponed due to recent security incidents in the capital.
The Central Bank stressed that this forum is the first of its kind in terms of scale and specialization in the field of electronic payments in Libya. It aims to showcase the latest solutions and technologies in digital payments and to explore prospects for digital transformation in the financial and banking sector. The forum will support the country's financial inclusion strategy and contribute to developing digital infrastructure for financial services.
The event is expected to attract wide participation from commercial banks, technology companies, government institutions, and local and international experts and specialists, positioning it as a leading platform for exchanging expertise and presenting digital transformation initiatives and projects within the financial sector.
The Central Bank added that organizing this forum is part of its efforts to promote financial innovation, implement modern payment systems, and is being held under its direct supervision and in cooperation with the General Authority for Exhibitions and Conferences. Turkey tops Libya's imports in 2025

Turkey has emerged as the leading source of goods and services imported into Libya so far this year, followed by China, Egypt, India and Russia. Figures released by the Central Bank of Libya show that banks used $15.3bn in foreign currency between January and July 2025 – a 30% rise on the same period in 2024. The United Arab Emirates was the biggest destination for letters of credit issued by Libyan commercial banks to the private sector, accounting for 29.3% of requests. It was followed by Turkey (22.1%), Egypt (10.8%), Switzerland (4.8%) and China (4%). Turkish-origin goods represented the largest share of imports at 26.4%, with China (12.6%), Egypt (11.4%), India (6.2%) and Russia (4.8%) trailing behind. Machinery and equipment topped the list of imports at 21.2% of foreign currency requests, followed by pharmaceuticals at 20.4%. The Libyan Iron and Steel Company was the single largest importer, with $244.3m in approved requests, followed by the National Cancer Control Authority ($188m) and the Libya Development and Reconstruction Fund ($118.9m). It also reviewed the latest measures for implementing the Advance Cargo Information (ACI) system, which registers shipment details before arrival in the importing country to streamline customs clearance, speed up cargo flow, and improve supply chain efficiency, while meeting international standards in combating money laundering and curbing currency smuggling. Both parties reiterated their commitment to supporting digital transformation in financial services, strengthening transparency and efficiency in resource management, and advancing economic performance to positively impact the national economy. The Central Bank: Bold Steps to Regulate the Market The Central Bank of Libya is showing an increasing awareness of the urgent need to bridge the gap between the official exchange rate and the parallel market rate—an economic dilemma that has directly impacted citizens' daily lives. Recent hints about reducing the foreign currency tax to 10%, or potentially eliminating it altogether, signal a strong willingness on the part of the bank to make decisive moves. While such a move may cause a temporary increase in the value of the dinar, the ultimate goal remains achieving a sustainable and balanced exchange rate. Furthermore, the recent rapprochement between the Central Bank governor and currency exchange companies, through direct meetings aimed at improving conditions, reflects a new approach centered on cooperation with market players. If these efforts succeed, we may witness a positive shift in market dynamics, which would reinforce long-term confidence in the Libyan dinar. The Political Solution... Leaks from the UN Special Envoy to Libya, Hanna Tetteh, suggest that the formation of a single unified government is imminent. Such a government would be more effective, boost confidence in the country's ability to manage its resources, encourage the return of investments, and naturally enhance the value of the Libyan dinar. In this regard, the National Oil Corporation's recent signing of an agreement with U.S. giant ExxonMobil to resume operations in Libya is a milestone. Moreover, the signing of another agreement with Schlumberger to expand its services bolsters Libya's ambition to reach a production level of 1.5 million barrels per day once again, which would inject more hard currency into the state's coffers. The call for a unified government is not just a wish—it is a political and economic necessity that could open new horizons. Political unity is the key to improving economic conditions and strengthening the value of the Libyan dinar. There is no doubt that the Central Bank has the tools and the capacity to defend the dinar, but its efforts can only be fully effective within a stable political environment that supports its decisions.
