Outer area growth corridor project in Thiruvananthapuram faces more delay
: The outer area growth corridor (OAGC) project, one of the flagship development initiatives spearheaded by the capital region development programme (CRDP), is facing yet another delay.

The project, planned as part of Vizhinjam port-related industrialisation, remains in limbo as local self-govt department (LSGD) is yet to approve the revised master plan and detailed project report (DPR) submitted by CRDP.
OAGC was envisioned to support the structured expansion of the city by developing peripheral zones, easing urban congestion and enhancing infrastructure in emerging suburbs. Economic zones have been proposed at Vizhinjam, Kovalam, Kattakada, Nedumangad, Vembayam, Mangalapuram, Kilimanoor and Kallambalam as part of the project.
However, procedural delays stalled its implementation.
According to LSGD sources, CRDP's latest submissions are still under review with no significant progress. "The revised master plan and DPR have been with the department for several weeks now, but the file hasn't moved forward," said an official familiar with the developments. State govt's priority is to develop Vizhinjam-Kollam-Punalur industrial corridor project, said sources.
Ajit Kumar, CRDP special officer, who pioneered the project's master plan, will be transferred to New Delhi as part of central deputation, sources said .
Earlier, LSGD sought modifications to the initial proposals, citing planning inconsistencies and lack of clarity on key infrastructure elements. CRDP revised and resubmitted the documents. Despite this, bureaucratic bottlenecks continue to stall the project.

"The intention was to kickstart work by mid-2025 but with the current pace of approvals, that timeline seems increasingly unrealistic," said an official.
Meanwhile, APM Mohammed Hanish, principal secretary, industries department, told TOI that state govt has taken up the delay issue and will expedite the proceedings as soon as possible. "The file is in LSGD. This project doesn't come under the industries department.
However, govt will take prompt action," Hanish said.
However, when contacted, senior LSGD officials were unavailable for comment.
Urban planners and local stakeholders expressed concern over the delay, warning that prolonged inaction could affect the city's future growth prospects. "Thiruvananthapuram is expanding rapidly and without a coordinated plan for its outskirts, we risk facing serious urban sprawl and infrastructure stress," said SN Raghuchandran Nair, president, Thiruvananthapuram Chamber of Commerce and Industry.
Earlier, CRDP retendered a new project management consultant after finding the previously appointed Kitco Ltd unsuitable for a project of this scale. However, officials remain optimistic about commencing the OAGC project by this year.

State Information Commission recommends cyberfraud cases to be brought under RTI purview
Ahmedabad: The State Information Commission has recommended to the state home department that cyberfraud cases be brought under the purview of the Right to Information Act. It suggests supplying details about cyber offences and investigations to complainants by making amendments in the notification. Information Commissioner Nikhil Bhatt has suggested the state govt withdraw the investigation of cyberfraud cases from the exemption granted to CID (Crime) by making amendments in its gazette notification of Oct 25, 2005, under the provisions of Section 25(3)(j) of the Act. The commission further stated that the govt has granted exemption to the local crime branch and crime branch in rural and urban areas from RTI obligations. It has recommended the withdrawal of this exemption in connection with these agencies as well, as far as cybercrime complaints are concerned. It has sought a periodic report of progress in this direction if the home department agrees to do it. "If the amended notification is issued by the state govt as recommended by the commission, a copy of it shall be sent to the commission," the order reads. However, cyberfrauds are less serious in nature and it is not a "core activity" of CID (Crime). Moreover, the Cybercrime Cell was not in existence when CID (Crime) was exempted from RTI obligations. "The commission does not agree with the decision of not sharing information related to cyberfrauds under the guise of secrecy or by taking the shield of exemption granted under Section 24 of the RTI Act," it said.

HMDA plans new round of land auction at Neopolis in Kokapet
Hyderabad: After almost two years, the Hyderabad Metropolitan Development Authority (HMDA) is gearing up for land auctions at Neopolis in Kokapet. Along with this, it has identified plots that can be sold. Earlier, the previous BRS govt had auctioned about 95 acres at Neopolis in two phases – June 2021 and Aug 2023. The state govt has already decided to go for land auctions across the state as part of resource mobilisation to fund various projects. Since there is a slump in the real estate sector, agencies such as HMDA and Telangana State Industrial Infrastructure Corporation (TGIIC) have been waiting for the right time. The HMDA also wants funds for its various projects, including two elevated corridors – Paradise to Shamirpet and Paradise to Dairy Farm Road (Medchal) – and a greenfield radial road in Future City. "Of the 20 big land parcels at Neopolis, five are still available. If the state govt permits, we will go ahead with the auctions," HMDA metropolitan commissioner Sarfaraz Ahmad told TOI. Budvel land auctions fetched the govt another Rs 3,625 crore in 2023. HMDA officials said there are about 2,414 plots available in 18 HMDA layouts, including ongoing layouts. There are various layouts, including projects that were taken up under land pooling schemes, which have open plots that would be auctioned in the future, officials said. For instance, Lemoor, Thorrur, Kurmalguda, Bachupally, Medipally, Mokila, Pratapa Singaram, Bahadurpally and Pedda Kanjarala have 2,029 plots that are developed or under development. Haryana: Affordable housing e-draw portal to be linked with Aadhaar to tackle irregularities
GURUGRAM : Govt's online portal for drawing of lots in affordable housing schemes will directly cross-check and verify applicant details with information in the Aadhaar card to make the process more transparent and eliminate chances of duplication or manipulation. Officials of the department of town and country planning (DTCP) said on Friday that the updated portal – called TCP Haryana – will fetch applicant details such as name, address and mobile number from the Aadhaar card. This will prevent manual data entry errors and manipulation while ensuring that only eligible candidates are considered for allotments. The move comes in response to irregularities uncovered in the 2023 housing draw of Aster Avenue 36 in Sector 36, Sohna. During the draw of lots for 702 flats at the society, those with addresses given as 'Sohna City' were considered eligible for the scheme, limiting the pool to 2,200 entries out of 51,000 applicants. This was blamed on a technical error. Cross-checking with Aadhaar would do away with chances of such errors, officials said. The Aster Avenue draw was cancelled after an internal probe, and a fresh draw was conducted. But 26 applicants were found to have been repeated in both the shortlists, raising more concerns about fairness and the integrity of the system. "Going forward, the Aadhaar-linked system will automatically populate the applicant's details and verify if they have previously been allotted flats under any affordable housing scheme. If found ineligible, their application will be auto-rejected by the system," said Renuka Singh, senior town planner, DTCP. "All past applicant data from earlier schemes is now being integrated into this upgraded software," Singh said. Additionally, the system will prevent any duplicate entries and ensure that no one can bypass eligibility rules. The new mechanism is expected to significantly reduce the administrative burden and potential biases associated with manual data handling. The Aster Avenue 36 matter is currently pending before the Punjab and Haryana high court, and the next hearing is scheduled for July 9. Applicants who were declared successful in the original draw have yet to receive refunds, while allotment letters for 702 flats drawn in the second round remain on hold because of ongoing legal proceedings.
