In Ladakh, Centre's notifications go a long way in addressing demands of people

Since 2019 and the bifurcation of the erstwhile state of Jammu and Kashmir, the leaders from the Union Territory of Ladakh have demanded constitutional protections for land ownership, economic opportunities, preserving tribal cultures and languages, and a more representative government. Each of these clusters of demands is rooted in the unique historical and demographic profile of the region, and the promise — both explicit and implicit — at the time of the abrogation of Article 370 was that they would be addressed. Earlier this week, a slew of notifications by the central government moved the needle significantly on many of the demands from Ladakh, especially around domicile-based government jobs, protection and promotion of languages and quotas. Welcome as they are, these orders should be followed in due course by measures that ensure a deepening of representative democracy in Ladakh and assuage some of the anxieties around land rights.
The Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation introduces a domicile requirement for government jobs: To be eligible, a person must have resided in Ladakh for 15 years or appeared in Class X or Class XII examinations in the UT. The Union Territory of Ladakh Reservation (Amendment) Regulation has placed a cap of 85 per cent on reservation, excluding the EWS quota. This, in effect, provides nearly blanket reservation for local people (the UT has a 90 per cent Scheduled Tribe population). The Centre has also recognised English, Hindi, Urdu, Bhoti and Purgi as official languages of the Union Territory, in addition to facilitating other mechanisms for promoting and protecting the region's culture and heritage. Bhoti and Purgi are spoken by a majority of the population, and their long-delayed recognition has been a demand for many years.
There is no gainsaying the fact that the Centre and the armed forces have — and will continue to have — a deep interest and presence in Ladakh. The UT borders both Pakistan and China and has been a military flashpoint with both countries — in Kargil with Pakistan in 1999, and the border clashes with China from 2020 to 2024. In addition, vast swathes of land in the region are important for the country's renewable energy goals. These imperatives, however, cannot negate the underlying principles of democracy. The demand from many in Ladakh was the area's inclusion in the Sixth Schedule of the Constitution — like parts of the Northeast — which allows for significant autonomy. The Centre, on its part, has sought to provide protections through its orders. But it does not seem to have engaged with the demand for restrictions on people from outside owning land. Even more glaring in its absence is a greater devolution of powers to the Ladakh Autonomous Hill Development Councils (LAHDCs). Currently, these local elected bodies have no legislative powers and few administrative ones. Ladakh, like the rest of the erstwhile state of J&K, deserves some form of representative government. As the Centre and the local leadership negotiate the next steps on the political architecture for the UT, giving its people a voice should be paramount.

The salary increase will depend upon how many times the fitment factor is increasing. At the lower band, the fitment factor is expected to be 1.83x and at the upper band it is likely to be 2.46x. While the 7th Pay Commission is set to expire in January, 2026, there has been no update yet about the 8th Pay Commission panel. The government had announced the 8th Pay Commission in January 2025. Since the 8th Pay Commission has not been constructed yet, the implementation could be delayed to 2027, according to reports.

The initiative, aligned with the National Education Policy 2020, will run from 2025-26 to 2029-30 with a total outlay of Rs 4,200 crore, including a Rs 2,100 crore loan from the World Bank. It is a Central Sector Scheme that will be implemented through a Central Nodal Agency, with eminent institutions such as IITs and IIMs, as well as regulatory bodies like AICTE and NBA, playing key roles. An estimated 7.5 lakh students are expected to benefit, alongside State and UT technical education departments. The scheme will fund digitalisation strategies, develop guidelines for multidisciplinary programs, strengthen research and innovation, improve employability through labour market-aligned curricula, and boost accreditation and quality assurance mechanisms. Employment-oriented interventions include internships, industry-relevant curriculum updates, faculty development programmes, research hubs, innovation centres, skill labs and language workshops. 'The aim is to ensure higher placement rates for graduates and reduce unemployment among engineering students,' the government said. Compensation to PSU OMCs for LPG losses In a move to offset heavy losses from the sale of domestic LPG at regulated prices, the Cabinet approved Rs 30,000 crore in compensation to state-run oil marketing companies — Indian Oil Corporation Ltd (IOCL), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL). The amount will be disbursed in twelve tranches by the Ministry of Petroleum and Natural Gas. Officials said that high international LPG prices in 2024-25, which remain elevated, had not been passed on to consumers, leading to significant under-recoveries for the companies. The compensation will enable the OMCs to meet essential expenses such as crude and LPG procurement, debt servicing and capital investments, thereby ensuring uninterrupted supplies across the country. The government stressed that this measure underscores its commitment to insulating consumers from global price volatility while protecting the financial health of PSU oil firms and ensuring the widespread availability of clean cooking fuel.

The counsel said besides others, the plea has also arrayed the Ministry of Social Justice and Empowerment as a party respondent as the ministry was responsible for the allocation of budget and its implementation. "We will issue notice to the first five respondents . We will keep the states separately for the time being," the bench said and posted the matter for August 29. The petitioner's counsel said they had also filed an application for interim relief, underlining the sense of urgency in the matter. He said when it came to issuance of UDID , there were no dedicated centres. "It is very difficult for persons with autism, neurodivergent conditions even to travel unless and until urgent steps are taken to sensitise and also create the necessary conditions particularly, orientation of airlines crew, staffs at airport," the counsel said. The bench asked the petitioner if they had given suggestions and mentioned about practices followed internationally on the issue. "PIL does not only mean you raise the problem," the bench said. The counsel said they have given suggestions and also mentioned about the international practice in the petition. He said in most of the countries, training was imparted to airport staffs and security staffs at railway stations and metro stations so that they were made aware about the conditions of persons having neurodivergent conditions. The counsel said there were numerous incidents where such persons were denied the basic rights during frisking or checking. He said out of the country's total budget, two per cent went to health, of which a mere two per cent was for mental health issues. He said the number of persons having neurodivergent conditions was huge in the country despite the fact that there was under reporting because of social stigma. The counsel contended many autistic persons were highly gifted but their social and communication skills were impaired.
