Why a hotline is needed to help bring India and Pakistan back from the brink of a disastrous war

terrorist attack in Pahalgam
, in Indian-administered Kashmir, that claimed 26 lives, India and Pakistan are getting perilously close to a dangerous military confrontation.
Pakistan carried out two missile tests in three days over the weekend of 3-5 May, while India announced that it will conduct on Wednesday 7 May its largest civil defence drill since the 1971 India-Pakistan war.
The countries have closed their borders and shut down their airspace to each other and have suspended all trade. With both countries possessing nuclear weapons, the rising tension makes managing escalation particularly urgent.
A key factor in the de-escalation of past crises has been Washington's role as a third-party crisis manager. While the recent call for restraint from the US secretary of state, Marco Rubio, shows US concerns over the gathering crisis, there are considerable uncertainties surrounding what role the US is prepared to play in de-escalation.
US President Donald Trump remarked after the attack that he is "sure they'll figure it out one way or the other … There's great tension between Pakistan and India, but there always has been", which appears to put the onus of de-escalation on New Delhi and Islamabad.
What is needed now is robust, real-time crisis communication between the two nations. Instead, both sides appear ready to ratchet up tensions further, with inflammatory rhetoric, enhanced military preparedness and skirmishing along the so-called line of control which separates the two countries in Kashmir.
The need to give reassurance to each party through empathetic communication is particularly important in the India-Pakistan context. First, the risks of escalation between India and Pakistan are greater than they were in 2019 after the Jaish-e-Mohammed (JeM) terrorist bombing, which killed 40 Indian troops at Pulwama near to Kashmir's main town of Srinagar.
India identified the Pakistani state as responsible for the attack and responded with airstrikes against what it claimed was a JeM training camp at Balakot in north-western Pakistan. The absence of a trusted channel of communication brought both countries closer than ever to a missile exchange.
Mike Pompeo, then secretary of state in the first Trump administration, claimed in a 2023 memoir that both sides had readied their nuclear deterrents. Whatever the veracity of Pompeo's claims, it's clear that mutual restraint is critical to avoiding miscalculations.
But Indian prime minister Narendra Modi's delegation of greater operational freedom to the Indian military after the Pahalgam attack has raised concerns that India's use of force could be more extensive than in 2019. Modi has vowed to pursue and punish the terrorists and their abetters "to the ends of the Earth", a pledge that raises domestic political costs for him and his government if there is no military follow-through.
One important lesson from past nuclear standoffs - especially the Cuban missile crisis - is that leaders of adversarial nuclear states can sometimes forge empathetic channels of communication that help pull their countries back from the brink. There was no established hotline in October 1962. But US president John F. Kennedy and his Soviet counterpart, Nikita Khrushchev, exchanged a series of letters in which they acknowledged and expressed their shared vulnerability to nuclear war.
There was no talk of nuclear jingoism or the manipulation of nuclear threats. Instead, as one of us (Nicholas) has argued in a study co-authored with US academic Marcus Holmes, the nuclear shadow that hung over the two leaders encouraged the development of mutual empathy and a bond of trust that were both critical to the peaceful resolution of the crisis.
Kennedy and Khrushchev could have responded to the condition of mutual nuclear vulnerability with brinkmanship, and turned the crisis into what Thomas Schelling - one of the most prominent US nuclear strategists and an advisor to the Kennedy administration - called a "competition in risk-taking". But instead, they recognised that competitive manipulations of risk could only lead to mutual disaster, which enabled them to avert a potential nuclear exchange.
Indian and Pakistani leaders could take their cue from this episode. A recent report by the nuclear thinktank Basic (co-edited by Nicholas) urged policymakers to avoid viewing crises as "zero-sum tests of will". Instead, they should see them as opportunities for cooperation to avert catastrophe.
But the absence of a trusted confidential line of communication between the leaders of India and Pakistan is a major barrier to empathetic communication. It prevents the two reaching a proper appreciation of shared vulnerabilities that is so critical to crisis de-escalation. As Basic recommended in a 2024 report, the most important contribution to crisis de-escalation between the two countries would be to establish a leader-to-leader hotline.
Schelling called the US-Soviet hotline agreement of 1963 the "best single example" of a measure that increased confidence in mutual restraint on both sides, and virtually ruled out what he called the "anxiety to strike first".
Such a hotline between the highest levels of Indian and Pakistani diplomacy would be an important step towards preventing these crises from spinning out of control. More crucially, it could play a pivotal role in managing crises when they do occur, offering a vital channel for reassurance and de-escalation.
Crucially, real-time, reliable and empathetic communication would allow each side to clarify the other's intent, signal reassurance, correct misperceptions and demonstrate restraint.
India and Pakistan should not see these mechanisms as concessions or signs of weakness, but as instruments for enhancing mutual security between two nuclear adversaries. In a nuclear age where the margin for error is vanishingly small, overconfidence and brinkmanship must give way to prudence and restraint.

Three Republican-led states send National Guard to Washington
The Republican governors of three states are deploying hundreds of National Guard troops to Washington, DC, at the request of the administration of President Donald Trump, who has portrayed the city as awash in crime. The announcements on Saturday of troops from hundreds of miles away in West Virginia, South Carolina and Ohio came a day after DC officials and the Trump administration negotiated a deal to keep Mayor Muriel Bowser's appointed police chief, Pamela Smith, in charge of the police department after DC Attorney General Brian Schwalb filed a lawsuit to block the federal takeover of the department. Trump, a Republican, said this week he was deploying hundreds of DC National Guard troops to Washington and temporarily taking over the Democratic-led city's police department to curb what he depicted as a crime and homelessness emergency. Justice Department data, however, showed violent crime in 2024 hit a 30-year low in Washington, a self-governing federal district under the jurisdiction of Congress. West Virginia Governor Patrick Morrisey's office said in a statement he was deploying 300 to 400 National Guard troops to DC in "a show of commitment to public safety and regional cooperation." The statement said he also was providing equipment and specialized training. South Carolina Governor Henry McMaster responded to a Pentagon request by announcing that 200 of his state's National Guard troops would be sent. Ohio Governor Mike DeWine said he would send 150 military police members in the coming days, adding none of them were "currently serving as law enforcement officers in the state." After the announcements, Mayor Bowser posted on X: "American soldiers and airmen policing American citizens on American soil is #UnAmerican." TROOPS TO OTHER CITIES? The National Guard serves as a militia that answers to the governors of the 50 states except when called into federal service. The DC National Guard reports directly to the president. Trump, who has suggested he could take similar actions in other Democratic-controlled cities, has sought to expand the powers of the presidency in his second term, inserting himself into the affairs of major banks, law firms and elite universities. In June, Trump ordered 700 Marines and 4,000 National Guard troops to Los Angeles, against the wishes of California's Democratic governor, during protests over mass immigration raids by federal officials. South Carolina's McMaster said his troops would immediately return to South Carolina if needed to respond to a possible hurricane or other natural disaster. Hurricane Erin, now northeast of Puerto Rico, has become a catastrophic Category 5 storm that could bring ocean swells to the US East Coast early next week, the US National Hurricane Center said on Saturday. National Guard troops often respond to natural disasters and rarely police US civilians. Drew Galang, a spokesperson for West Virginia's Morrisey, said the state's National Guard received the order to send equipment and personnel to DC late on Friday and was working to organize the deployment. A White House official said on Saturday that more National Guard troops would be called in to Washington to "protect federal assets, create a safe environment for law enforcement officials to carry out their duties when required, and provide a visible presence to deter crime." A US official, speaking on the condition of anonymity, said a formal order was expected to go out that would authorize National Guard troops in DC to carry firearms. The official said this order would affect mostly military police officers with sidearms. Reuters has reported that the National Guard troops would have weapons nearby, such as in their vehicles. The White House said on Saturday that DC National Guard members have conducted patrols on foot and in vehicles around the National Mall and Union Station. The White House said the National Guard troops are not making arrests now and that they may be armed. It is not clear how the administration could deploy National Guard troops elsewhere. A federal judge in San Francisco is expected in the coming weeks to issue a ruling on whether Trump violated the law with the Los Angeles deployments.

More troops sent to DC as White House escalates police takeover

"At the request of the Trump administration, I have directed the @WVNationalGuard to support the President's initiative to make D.C. safe and beautiful. We are deploying 300-400 skilled personnel to the nation's capital, reflecting our commitment to a strong and secure America," West Virginia Gov Patrick Morrisey, a Republican, said in an X post on Saturday. The efforts will be federally funded, and the state's National Guard will provide "mission-essential" equipment and training, according to a statement from the governor's office. A White House official said Saturday that the troops are a part of "Trump's ongoing effort to make DC safe and beautiful" and the "National Guard's role has not changed." Its role in DC this week has, so far, not been to make arrests. "The National Guard will protect federal assets, create a safe environment for law enforcement officials to carry out their duties when required, and provide a visible presence to deter crime," the official said. While the National Guard isn't making arrests at this time, a White House official said Saturday they now may be armed. CNN reported earlier in the week the guardsmen would likely have weapons nearby - in their trucks, for example - if they absolutely need to access them for self-defense purposes. CNN has reached out to the DC National Guard for comment. The number of federal agents patrolling the streets of DC following Trump's declaration of a crime emergency has also ramped up, according to an internal Secret Service memo obtained by CNN. Secret Service director Sean Curran said in a message to personnel Saturday, "More than 700 federal law enforcement personnel" from multiple agencies "are supporting the effort every day. That number is expected to increase as more National Guard troops join the safe streets initiative." At the White House on Monday, Trump said he had "surged 500 federal agents into the district, including from the FBI, ATF, DEA, Park Police, the US Marshals Service, the Secret Service, and the Department of Homeland Security". On Friday, a total of 25 homeless encampments were removed, according to the White House official. Sweeps began Wednesday after an anxious few days where homeless residents and their allies waited to see who would be targeted, and which federal agencies would be involved. White House officials said they'll send homeless people to shelters - or to jails if they refuse to leave encampments. But advocates claimed this would be unlawful, counterproductive and costly by disrupting existing efforts to move homeless people into shelters or permanent housing. CNN has reached out to the DC mayor's office for comment. DC council member Robert White said he was "startled" about West Virginia sending troops, saying on CNN Newsroom on Saturday, "I'm startled like most district residents and many Americans. The president previously announced that he was deploying over 800 DC National Guard troops to the city and surging federal agents into the streets , but Saturday's move marks the first time National Guard troops outside of the city have been directed to support the Trump administration. "We stand ready to support our partners in the National Capital Region and contribute to the collective effort of making our nation's capital a clean and safe environment. The National Guard's unique capabilities and preparedness make it an invaluable partner in this important undertaking," West Virginia Adjutant General Jim Seward, who will command the deployment of the state's troops, said in a statement. The move comes amid scrutiny over the takeover in the nation's capital. Washington, DC, sued the Trump administration on Friday to block Attorney General Pam Bondi's Thursday directive for the city to accept an "emergency police commissioner", acting Drug Enforcement Administration chief Terry Cole, and give him full control of the department during the federal takeover. Following a hearing in federal court, Bondi issued a new order Friday giving control of the Metropolitan Police Department back to its chief, Pamela Smith, in response to a judge's directive. Federal agents have been patrolling the city with local police and making arrests following Trump's order earlier this week declaring a crime emergency and federalising DC's police. The order cited a public safety emergency after an assault on a former government worker. DC Mayor Muriel Bowser, a Democrat, has repeatedly said she wants to make sure the federal law enforcement surge is useful to the city, though she struck a more adversarial tone during an event this week, calling Trump's police department takeover an "authoritarian push". - CNN
