South African rand edges up before parliamentary committee debates budget

JOHANNESBURG - The South African rand edged up on Wednesday before a parliamentary committee was due to debate the long-delayed national budget.
At 0730 GMT, the rand traded at 17.81 against the dollar , about 0.2% stronger than Tuesday's closing level.
The Standing Committee on Finance was to meet from 0800 GMT to consider the first piece of legislation associated with the budget.
It is set to adopt a report to either recommend that lawmakers pass the fiscal framework and revenue proposals or send them back to the National Treasury for further changes.
The budget was meant to be presented in February but has had to be revised twice due to disagreements in the ruling coalition government, largely over contentious plans to raise tax.
The third budget version presented by Finance Minister Enoch Godongwana in May is now expected to pass, after a coalition partner that rejected the two previous iterations backed it.
Early on Wednesday a purchasing managers' index survey showed South African business activity grew at its fastest pace in four years in May.
That followed Tuesday's gross domestic product data showing Africa's biggest economy stagnated in the first quarter.
The benchmark 2035 government bond was slightly stronger in early deals, as the yield fell 2.5 basis points to 10.085%.

Applications run 30th July – 26th September 2025, after which 20 semi-finalists and 10 grand-finalists will be selected. The overall winner will secure a US $50,000 equity investment and the opportunity to pilot with strategic partners at scale. Who should apply to MAC 2025? To qualify, a company must be three years old or younger, show minimum monthly recurring revenue of US $5,000, and have raised no more than US $1 million to date. Each venture should have at least two co-founders, be able to pitch in English, and—while not mandatory—Delaware registration is considered an advantage. Egypt - Sherif El-Sherbiny, Minister of Housing, Utilities and Urban Communities, took part on Sunday in the opening session of the sixth edition of the Egyptians Abroad Conference, held under the slogan 'From Everywhere… Egypt is the Destination.' The session, titled 'State Efforts in Supporting Egyptians Abroad,' was organised under the auspices of the Ministry of Foreign Affairs and the Ministry of Emigration and Egyptian Expatriates' Affairs, and inaugurated by Prime Minister Mostafa Madbouly in the presence of several ministers and representatives of Egyptian communities overseas. In his address, El-Sherbiny highlighted Egypt's sweeping urban renaissance, driven by the vision of the political leadership. The ministry's urban development strategy, he explained, rests on several pillars: building new smart cities, eliminating informal settlements, implementing the Decent Life initiative, and reviving heritage areas. Together, these efforts have delivered a diverse portfolio of real estate offerings tailored to various social segments, investors, and Egyptians living abroad—including residential, administrative and commercial units, as well as land plots. El-Sherbiny noted that among the ministry's flagship programmes for Egyptians abroad is the Beit Al-Watan (Homeland House) project. This initiative provides land plots and residential units in new cities exclusively for expatriates, enabling them to invest in Egypt's urban growth while maintaining a tangible link to their homeland for themselves and future generations. He pointed out that the tenth phase of Beit Al-Watan, launched in July 2024, included 2,973 land plots and 1,377 residential units. Strong demand led to 14,002 money transfers, prompting the ministry in January 2025 to increase the number of available land plots to 14,950. This response aimed to better accommodate the rising interest from Egyptians abroad. El-Sherbiny added that, in view of sustained demand, the ministry has offered supplementary phases by releasing additional premium plots in several new cities, combined with flexible reservation procedures to maximise benefit for applicants. This strategy also seeks to boost foreign currency remittances flowing into the national economy through real estate investment. Turning to a second major initiative, El-Sherbiny discussed the Your Home in Egypt programme. Launched in response to directives from President Abdel Fattah A-Sisi, this initiative is designed to broaden investment opportunities for Egyptians abroad and allow them to benefit directly from Egypt's urban expansion. Introduced during last year's Egyptians Abroad Conference, the first phase offered a varied and high-quality selection of housing units. The minister explained that this initial phase included 5,055 residential units, some ready for immediate delivery and others to be delivered in succession, catering to a broad spectrum of income levels. Reservations opened on 1 May, with an additional booking round launched on 22 June. Payment of booking deposits is currently underway. As part of the initiative's advantages, expatriates benefited from exclusive discounts ranging between 3% and 10% off market prices, alongside payment plans of up to ten years. El-Sherbiny announced, on the sidelines of this year's conference, the upcoming launch of the second phase of the Your Home in Egypt initiative. This new phase will offer around 3,000 units—covering residential, administrative and commercial properties—spread over roughly 19 projects in 12 cities, aiming to address diverse needs among Egyptian expatriates. It will be rolled out in three stages: the first in September 2025, the second in October, and the third in November. Egyptian Prime Minister Mostafa Madbouly on Sunday chaired a meeting to review efforts to support and develop the country's pharmaceutical industry, with the aim of boosting local manufacturing and attracting more foreign investment. The meeting was attended by the Deputy Prime Minister for Human Development and Minister of Health and Population, Khaled Abdel Ghaffar, the Minister of Finance, Ahmed Kouchouk, and the heads of the Egyptian Drug Authority (EDA) and the Egyptian Authority for Unified Procurement (UPA). Madbouly affirmed the government's interest in providing all necessary support for the growth and localisation of this vital industry. He noted that Egypt has a long history in pharmaceuticals, with large industrial facilities, and possesses promising advantages for further progress, including a large domestic market and access to nearby regional markets. During the meeting, EDA Chairman Ali El-Ghamrawy presented a report on the state of the industry. He stated that the sector is nationally stable and has achieved significant jumps in local market sales in 2024 compared to 2023, with positive expectations for continued growth in 2025. El-Ghamrawy confirmed that there is a secure level of coverage for various therapeutic groups, including hormones, cardiovascular drugs, oncology products, and corticosteroids. He also assured that there is a safe strategic stock of pharmaceutical raw materials, sufficient for three to six months. The EDA chairman highlighted the growth of foreign companies in the Egyptian market, noting that their sales in 2024 saw a 43% increase compared to 2023. He attributed this progress to several measures taken by the EDA to attract international firms, including monitoring modern and innovative products, a reference-based registration process that reduces approval times from two years to as little as two months, a unified electronic registration system, and support for localisation projects. El-Ghamrawy also noted that the EDA provides about 979 essential regulatory services to support the pharmaceutical industry and has not increased the fees for these services in the past two years.
