Townships for landslides-affected will be completed by December, says Rajan
Overseeing the ongoing construction work on Friday, the Minister said that the government would not abandon the people of Padavettikkunnu, who had not been included on the list of beneficiaries. He said their demands would be positively considered.
The township is expected to accommodate 1,662 people in 410 houses. Of these, the seven-cent plots have been divided for 140 houses while the foundation work has been completed for 51 houses. The Dynamic Cone Penetration Test has been completed for 54 houses while plain cement concrete work has been completed for 41 of them. The foundation works for 19 houses are in progress.
Plot division and preparation for the second phase is progressing fast. A model house will be completed by the end of July despite the adverse climate, the Minister said.
At present 110 employees are stationed at Elstone Estate for construction activities. More employees will be deployed soon to speed up the work.
The township is being built in five zones. Of the 410 houses, 140 are in Zone 1, 51 in Zone 2, 55 in Zone 3, 51 in Zone 4, and 113 in Zone 5. Works on three zones will begin simultaneously in July. The other infrastructure in the township will be set up only after the works of the houses are completed.
'There is a separate account for the funds collected for the construction of the houses. It has not been merged with the Chief Minister's Distress Relief Fund. There is a committee comprising the Chief Minister, Leader of the Opposition and a representative of the sponsors, to monitor the said account. The committee will ensure transparency. Anybody can verify the accounts,' Mr. Rajan said. He added that a complete list of the sponsors will be displayed at the township.
The Minister also warned those who received land and house from voluntary organisations to verify the validity of the documents. He said that the government would continue to distribute the daily allowance of ₹300 to the deserving survivors of the landslide.
District Collector R. Meghasree, Additional District Magistrate K. Devaki, Subcollector Misal Sagar Bharath, and Assistant Collector P.P. Archana were present at the press meet.

HYDERABAD: The state government will make licensed land surveyor services available across Telangana by October 2, coinciding with Gandhi Jayanti. According to Revenue and Housing Minister Ponguleti Srinivasa Reddy, the first phase of surveyor training has already been completed, while the second phase is scheduled to start on August 18 across 23 district centres. During a review meeting held here on Sunday, the minister said: 'Candidates are required to report to the assistant director of the Survey department in their respective districts by 10 am on the same day.' 'This process is crucial as submission of survey maps is required at the time of land registration under the newly implemented Bhu Bharati Act,' he added. Elaborating on the training provided to the surveyors, he said: 'Between May 26 and July 26, training was imparted to nearly 7,000 candidates over 50 working days at district centres. Practical laboratory examinations were conducted under the supervision of JNTU on July 28 and 29, and results were declared soon after.'

Undermining nation's election system a challenge to democracy: Kerala minister K Rajan
Kozhikode: Revenue minister K Rajan said that attempts to undermine the nation's election system and voters' list is a challenge to democracy and the Constitution. Speaking after hoisting the National Flag at MSP Parade Grounds in Malappuram on Independence Day, Rajan said that India stands as a model for other countries because of the strong foundation of its democratic system. "The Constitution mandates that the country's electoral process must be transparent, flawless and fair. Those who attempt to tamper with voter lists or disrupt the electoral process by fabricating fake identity documents are challenging Indian democracy, the Constitution and the sanctity of nationalism. The illusion that the Constitution can be subverted and the electoral system undermined to subvert democracy will be against India's growth and development and cannot be permitted," the minister said. Rajan also criticized the alleged neglect of Kerala by Centre, calling it a sign of the failure of federalism. "Even in times of disaster, Kerala has faced blatant disregard. The demand to waive the debts of Chooralmala landslide victims was not accepted — despite Section 13 of the law passed by the Parliament in 2005 allowing debt waiver for people in disaster-hit areas. The move to amend that law is not in the spirit of democracy," the minister said in his Independence Day message. In a tacit reference to the call by governor to observe the Partition Horrors Day on Aug14, the minister said that the country should dream not of the dark nights of partition, but of the bright dawns of freedom. "On that tragic night of Partition, in the blood- and tear-soaked soil, Mahatma Gandhi walked barefoot through the streets of Noakhali carrying his message of peace, giving out the message not of the horrors of Partition but of unity, tolerance and brotherhood amidst diversity," the minister added. HC quashes proceedings on ‘negative comments' in Whatsapp group about CMDRF account
The Kerala High Court has quashed criminal proceedings that were initiated against two persons for allegedly posting 'negative comments' in a Whatsapp group about the collection of money towards the Kerala Chief Minister's Distress Relief Fund (CMDRF) account for victims of the July 2024 Wayanad landslides. A case was registered against the petitioners under BNS on the charge of wantonly giving provocation with intent to cause rioting, for punishment for obstruction etc under the Disaster Management Act and for causing nuisance and violation of public order under the Kerala Police Act. A Bench of Justice V.G. Arun recently held that the comments, when read as a whole, makes it apparent that they were posted during the course of a discussion regarding the utilisation of the contributions made to the CMDRF. On misutilisation of funds There are comments about misutilisation of the money donated and also against the political party in power. Even if so, to assume that such comments are capable of causing riot among the public and nuisance to others is to say the least, preposterous. That the comments are not palatable to a group of people or even to the government is no reason to initiate criminal prosecution against the petitioners since the comments, though critical of the government, are well within the bounds of law. Stating that the offences alleged has not been made out in the present case, the court said that fair criticism of the government's actions cannot be termed as something done with an intention to cause rioting. Neither would it attract the provisions of Kerala Police Act. An offence under the Disaster Management Act too would not be attracted since there was no obstruction to any public servant or a refusal to comply with the directions of the government or any of its servants. The Constitution guarantees the right to freedom of speech and expression to every citizen. Fair criticism and right to express dissent is intrinsic to the concept of democratic governance. Clamping persons expressing dissent or raising criticisms with criminal cases is an affront to the democratic values enshrined in the Constitution. The comments posted by the petitioners being fair criticism, continuation of their prosecution will be an abuse of process of law and violative of the freedom of speech and expression guaranteed by the Constitution, the court added.
