False caste claims: Issue of Lingayat-Jangamas claiming to be Beda Jangamas to get reservation benefit comes to fore again

A huge jump in the population of Beda Jangama community during the enumeration for Socio-Economic and Educational Survey conducted by H. Kantharaj-headed Karnataka State Commission for Backward Classes had raised eye brows and was seen as caused by many belonging to Lingayat Jangamas allegedly counting themselves as Beda Jangamas.
The reservation benefits that Beda Jangamas or Buduga Jangamas, a community that is part of notified Scheduled Castes (SC) list, was seen as a reason for many Jangamas, coming under the larger Veerashaiava-Lingayats grouping, classified as other backward classes (OBCs), choosing to identify themselves as Beda Jangama, which is among the nomadic SCs.

As enumeration of SCs for the purpose of internal reservation is under way, controversies surrounding Beda Jangama claims have emerged again. While the Food and Civil Supplies Minister K.H. Muniyappa has flagged the issue of Lingayats counting themselves wrongly to avail reservation benefits, the Beda Jangama community itself went to court flagging another issue.
It called 'discriminatory' the retired judge H.N. Nagmohan Das-led Commission on Internal Reservation making showing of caste certificates mandatory for the community members during enumeration. They pointed out that the Beda Jangama caste certificate issual had been stopped for several years, following the 'fake certificate' controversy, and therefore, many genuine community members also did not have certificates.

'Though we initially made caste certificate mandatory for Beda Jangamas because of the problems associated with a number of community members holding caste certificate. However, later, we made any one of the three – caste certificate, Aaadhaar or BPL cards - to be mandatory during enumeration,' commission sources said.
Mr. Nagmohan Das also acknowledged that the higher number of Beda Jangamas in the survey could upset the balance. 'There is a standard benchmark to track population growth. Any huge increase should be noted. It is up to the government to decide,' he told presspersons recently. He also said that the survey cannot keep out those who have caste certificate.
Wading into the controversy is also Food and Civil Supplies Minister K.H. Muniyappa, who has flagged the issue both to the commission and Chief Minister Siddaramaiah. 'It has come to notice in recent years that Veerashaiva-Linagayat Jangamas, who are culturally and socially different from Beda Jangamas, are taking caste certificate and enjoying the benefit of reservation. Only the Telugu speaking nomadic Beda Jangamas should be counted in the survey,' he said.
'Abnormal increase'
Pointing out at 'abnormal increase' in the population of Beda Jangama community, the Minister said that the population, which was 5,141 in 1961 general census, had increased to 4,10,804 by 2015 when the Karnataka State Commission for Backward Classes conducted the survey.
He pointed out that this Telugu speaking community found in the border districts of Bidar, Kalburgi, Yadgiri, Raichur and Ballari are a meat-eating, nomadic community of soothsayers, who seek alms from Holeya and Madiga community and perform rituals for their members. 'They are initiated into priesthood to conduct rituals by the Mala Jangama seers,' he said.
'The enumeration of Beda Jangamas that would include Lingayat Jangamas also is a dangerous trend. They may consider inclusion of the survey as a proof of they being SCs. In the long run, this will affect political representation too. The government needs to take a stern call on taking action against this,' said Basavaraj Kowthal of Madiga Samudaya Jagrithi Andolana, representing Dalit (left) caste. D. Chandrashekaraiah of Chalavadi Mahasabha, representing Dalit (right), also urged the government to take action against those who are claiming to be Beda Jangama.

Vijayawada: SC Commission chairman Kothapalli Samuel Jawahar on Wednesday reiterated the commission's unwavering commitment to safeguarding the rights of Dalits. Speaking at a press conference at the SC Commission office in the NTR Administrative Block here on Wednesday, Jawahar said the commission is continuously working towards building an egalitarian and caste-free society. Jawahar expressed concern over trend of officials neglecting registering atrocity cases. 'We are working with the goal of protecting Dalit rights,' he stated. 'Officials should not be apathetic in matters of atrocity cases. Police must stand by the victims and register FIRs.' The chairman, presenting data illustrating the issue, said that a total of 135 atrocity cases have been reported this year, with 78 cases coming in over the last three months alone. Specifically, in NTR district, out of 13 atrocity cases, only 3 were registered. 'This clearly shows that even when atrocity cases are reported, officials are not registering them,' Jawahar asserted. He criticised some officials for their 'indifferent' behavior in case registration, noting that FIRs are not being filed when complainants approach police stations. Jawahar urged a change in this situation, stressing that officials must act responsibly. 'When someone in distress comes to them, an FIR must be registered, and a detailed report should be sent,' he stated. He affirmed the extensive powers vested in the Commission Chairman, declaring 'no compromise' in resolving the rights of Scheduled Castes. He also called on the police to accept complaints related to land re-surveys. Addressing concerns about residential hostels, Jawahar noted a high demand for seats, with 3,000 students applying for just 300 available spots, urging officials to address this disparity. The chairman also called for action on the MLC Anantha Babu case concerning the murder of Subramanyam and assured that necessary justice would be provided in the case of the deceased Dr. Sudhakar. Jawahar concluded by reiterating the need for police to provide relief to victims of harassment who approach police stations by registering FIRs and taking appropriate action on atrocity complaints. New bus services for extended routes and eight new 'Vidiyal' buses for women were flagged off by Minister for Food and Civil Supplies R. Sakkarapani from Hosur bus stand in the district on Wednesday (July 30, 2025). The bus service from Hosur to Nandimangalam has been extended up to Mavathur, and the service from Hosur to Denkanikottai has been extended up to Government Arts and Science College. Flagging off the extended service routes, , Minister Sakkarapani said, over 2,426 people and two villages will be benefitted. In addition, eight new women-only 'Vidiyal' buses were also flagged off replacing the old buses. Earlier, Mr. Sakkarapani launched various welfare schemes at a cumulative cost of ₹13.49 crore. This included schemes and development works in Thally, Shoolagiri, and Vepanapalli Unions, respectively. Mr. Sakkarapani also inspected the Andhivadi sports stadium complex, which is scheduled to host Chief Minister M.K. Stalin's visit next month. A review meeting with the line departments was also chaired by the Minister at the Collectorate in the evening.

SC organisations in Tiruppur float a joint front for retrieval of Panchami land

A joint front has been formed by Viduthalai Chiruthaigal Katchi (VCK) and fraternal Scheduled Castes (SC) organisations in Tiruppur district for retrieval of Panchami land. For the first time, the joint front that also consists of Adhi Tamizhar Peravai, Tamilpuligal Katchi, Dravida Tamizhar Katchi, Adhitamizhar Munnetra Kazhagam, Adhhithamizhar Katchi, Makkal Adhigaram, Puratchi Bharatham, Bahujan Samaj Katchi, Samuga Needhi Makkal Katchi, Dravida Chiruthaigal Katchi, Desiya Thazhthappattor Makkal Nala Iyakkam, Viduthaigal Vengaigal Katchi, Tamil Nadu Thazhthappattor Nila Urimai Iyakkam, and Samuga Viduthalai Katchi have joined hands to retrieve about 10 acres of Panchami land in Tiruppur city and surroundings that were now under the ownership of non-SCs. The land registered by other community members must be rendered invalid, the joint front emphasised in a petition submitted to Tiruppur Collector Manish S Narnaware at the Collectorate on Monday at the end of a rally by its members from the Kalaignar M. Karunanidhi Bus Stand. The registration of the Panchami land in the name of non-SCs must be scrapped as per the earlier government orders and the rulings of the Madras High Court, A. Tamilvendan State Coordinator, Panchami Nila Meetpu Kootiyakkam, VCK, said. As per the High Court ruling on August 12, 2015, the patta, chitta, adangal and ayan patta registrations of Panchami land in the names of non-SCs will have to be made invalid, Mr. Tamilvendan pointed out. The joint front has submitted the details of the survey numbers of Panchami land under 'illegal occupation' at Pudhupalayam in Avinashi Taluk, 15 Velampalayam village in Tiruppur North Taluk, Tiruppur Town and Nallur village in Tiruppur South Taluk. The petition called for prosecution of Revenue Department officials who were responsible for registration of Panchami lands in the names of non-SCs under Tamil Nadu Government Servant Conduct Rules, 1973, Section 21.3 (11). After submission of the petition, the joint front sat for a meeting to chart out the next course of action. 'After decades of struggle, all like-minded entities have decided to put up a joint fight specifically for retrieval of the land that rightfully belongs to us in pursuit of a tangible outcome, Karthik, Tiruppur district unit secretary of Tamil Puligal, said, adding: 'We are collating information on the Panchami land in Dharapuram, Udumalpet, and Madathukulam. The total extent of Panchami land under illegal occupation and the prospective SC beneficiaries will be determined.'
