Officials told to ensure 100% e-KYC compliance of ration card holders
Minister for Food, Civil Supplies, and Consumer Affairs K.H. Muniyappa directed officials to ensure that the e-KYC of all ration card holders was completed at the earliest. He was speaking at the Mysuru divisional-level officers' meeting held here on Friday. Urging the officials to expedite the completion of the e-KYC process, the Minister said steps should be taken to make sure that the ration card holders complete the e-KYC norms. Setting a month's deadline for the completion of the exercise, the Minister said that ration card holders should also be warned that their ration supply could be withheld, pending e-KYC completion. Officials were instructed to constitute committees to create public awareness at the district level. On the vacancies in the Legal Metrology Department, Mr. Muniyappa said that steps will be initiated to fill up vacancies in due course. He also directed the officials to ensure the safe preservation of the food grains stored in go-downs and those procured under the Minimum Support Price scheme. Manoz Jain, Secretary, Departments of Food and Civil Supplies, Consumer Affairs, Legal Metrology, Planning, Programme Monitoring, and Statistics, said that vacant posts in the department will be temporarily assigned to other officers while vacant posts of food inspectors will be handled temporarily by revenue inspectors of the Revenue Department. Mr. Jain instructed that Aadhaar cards of people from other States be verified, and that ration supplies be ensured even to hilly areas and remote places in Chamarajanagar district where only 10 to 15 houses exist. On the e-KYC exercise, Mr. Jain said that ration shopkeepers must tell members with incomplete e-KYCs that their food supplies will be withheld, and signatures must be obtained from the members as proof of having been informed. Vasireddi Vijaya Jyothsna, Commissioner, Food and Civil Supplies Department, said that nearly 1.69 lakh people have not completed their e-KYC, and hence mooted the idea of giving a little more time for single-member ration card holders to comply with the e-KYC. Officials and staff from various departments, including M.S.N. Babu, Controller of Legal Metrology, and Jagadish M.K., Commissioner, Food and Civil Supplies Department, were present.

Section of Devanahalli farmers meet CM, seek ₹3.5 crore compensation per acre, jobs for children of landlosers
Seeking compensation of ₹3.5 crore per acre, representatives of a section of farmers' organisations on Saturday met Chief Minister Siddaramaiah and expressed their willingness to give away 449 acres of land in Channarayapatna hobli of Devanahalli taluk on the outskirts of Bengaluru to set up an aerospace park. This development comes even as farmers, civil society activists, and Dalit leaders have launched a protracted agitation criticising the decision to acquire nearly 1,777 acres of fertile land in 13 villages of Devanahalli for this purpose. The Chief Minister is set to meet the farmers opposed to the project on July 15. Four conditions On Saturday, the farmers who met Mr. Siddaramaiah imposed four conditions for the acquisition of land. They demanded ₹3.5 crore per acre and jobs as per the qualification for the children of landlosers. They also demanded that the government should not convert the land into a 'green zone'. The other demand was the conversion of land in nearby villages into a 'yellow zone'. They also demanded that the acquisition process should be done transparently to ensure hassle-free compensation for landlosers. Ministers K.H. Muniyappa and B.S. Suresh, Chief Minister's legal adviser A.S. Ponnappa, and senior officials were among those who attended the meeting. Mr. Siddaramaiah had met Defence Minister Rajnath Singh a few days ago, seeking a defence corridor each for south and north Karnataka. 'Malicious intent' Meanwhile, the farmers and their supporters opposing the land acquisition process, released a statement questioning 'the malicious intent of the pro-land acquisition team to break the unity of the people' from 13 villages in Channarayapatna hobli. 'The people who toil and sweat in the fields are with us,' said Karalli Srinivas, convener of the Channarayapatna Land Acquisition Protest Committee. 'The farmers' protest against forced land acquisition, which has been ongoing for 1,195 days, has reached its final stage, and Mr. Siddaramaiah has announced that he will declare his decision on July 15,' he said, adding that a section of people stating that they are in favour of land acquisition at this point in time has caused anxiety among genuine protesters and farmers.

False caste claims: Issue of Lingayat-Jangamas claiming to be Beda Jangamas to get reservation benefit comes to fore again
A huge jump in the population of Beda Jangama community during the enumeration for Socio-Economic and Educational Survey conducted by H. Kantharaj-headed Karnataka State Commission for Backward Classes had raised eye brows and was seen as caused by many belonging to Lingayat Jangamas allegedly counting themselves as Beda Jangamas. The reservation benefits that Beda Jangamas or Buduga Jangamas, a community that is part of notified Scheduled Castes (SC) list, was seen as a reason for many Jangamas, coming under the larger Veerashaiava-Lingayats grouping, classified as other backward classes (OBCs), choosing to identify themselves as Beda Jangama, which is among the nomadic SCs. In the court As enumeration of SCs for the purpose of internal reservation is under way, controversies surrounding Beda Jangama claims have emerged again. While the Food and Civil Supplies Minister K.H. Muniyappa has flagged the issue of Lingayats counting themselves wrongly to avail reservation benefits, the Beda Jangama community itself went to court flagging another issue. It called 'discriminatory' the retired judge H.N. Nagmohan Das-led Commission on Internal Reservation making showing of caste certificates mandatory for the community members during enumeration. They pointed out that the Beda Jangama caste certificate issual had been stopped for several years, following the 'fake certificate' controversy, and therefore, many genuine community members also did not have certificates. Nagmohan Das Commission may seek change of names of certain Scheduled Caste communities that are used as cuss words in Karnataka 'Though we initially made caste certificate mandatory for Beda Jangamas because of the problems associated with a number of community members holding caste certificate. However, later, we made any one of the three – caste certificate, Aaadhaar or BPL cards - to be mandatory during enumeration,' commission sources said. Mr. Nagmohan Das also acknowledged that the higher number of Beda Jangamas in the survey could upset the balance. 'There is a standard benchmark to track population growth. Any huge increase should be noted. It is up to the government to decide,' he told presspersons recently. He also said that the survey cannot keep out those who have caste certificate. Wading into the controversy is also Food and Civil Supplies Minister K.H. Muniyappa, who has flagged the issue both to the commission and Chief Minister Siddaramaiah. 'It has come to notice in recent years that Veerashaiva-Linagayat Jangamas, who are culturally and socially different from Beda Jangamas, are taking caste certificate and enjoying the benefit of reservation. Only the Telugu speaking nomadic Beda Jangamas should be counted in the survey,' he said. 'Abnormal increase' Pointing out at 'abnormal increase' in the population of Beda Jangama community, the Minister said that the population, which was 5,141 in 1961 general census, had increased to 4,10,804 by 2015 when the Karnataka State Commission for Backward Classes conducted the survey. He pointed out that this Telugu speaking community found in the border districts of Bidar, Kalburgi, Yadgiri, Raichur and Ballari are a meat-eating, nomadic community of soothsayers, who seek alms from Holeya and Madiga community and perform rituals for their members. 'They are initiated into priesthood to conduct rituals by the Mala Jangama seers,' he said. 'The enumeration of Beda Jangamas that would include Lingayat Jangamas also is a dangerous trend. They may consider inclusion of the survey as a proof of they being SCs. In the long run, this will affect political representation too. The government needs to take a stern call on taking action against this,' said Basavaraj Kowthal of Madiga Samudaya Jagrithi Andolana, representing Dalit (left) caste. D. Chandrashekaraiah of Chalavadi Mahasabha, representing Dalit (right), also urged the government to take action against those who are claiming to be Beda Jangama.

PDS godowns in Karnataka to get CCTV cameras to plug leakages
To plug leakages in the public distribution system, the Food, Civil Supplies, and Consumer Affairs Department has decided to install CCTV cameras in godowns, GPS-based vehicle tracking system, and command control system. 'Anna Suvidha' Minister for Food, Civil Supplies and Consumer Affairs K.H. Muniyappa on Monday chaired a meeting with the officials and said PDS quota of food would be delivered at the doorsteps of senior citizens aged above 75 under the 'Anna Suvidha' scheme. There are 5.3 lakh beneficiaries. The installation of CCTV cameras, GPS-based vehicle tracking system, and command control system would cost ₹5 crore. It was also decided that the electronic weighing machine and point-of-sale system would be synced using Information Technology tools to check the leakage and ensure appropriate distribution of the food items to eligible beneficiaries.. Transport cost It was decided that transportation cost of Anna Bhagya rice would be hiked from ₹35 to ₹45 per quintal. Priority would be given to set up PDS shops in SC/ST localities, he added.
