Following the Cabinet meeting, Chief Minister Chandrababu Naidu will engage with ministers to discuss recent developments, including ongoing investigations into cash leakage related to the liquor scam and the arrests connected to it.
The Cabinet will also approve the issuance of new ration cards and review a sub-committee report concerning irregularities in freehold land allocations. Discussions will include the allocation of land to various institutions within the capital city of Amaravati.

Assam to launch portal for indigenous people to seek arms licences
Two months after the Assam Cabinet approved a scheme to issue arms licences to 'indigenous people' in parts of the state where their 'population is in the minority,' Assam Chief Minister Himanta Biswa Sarma announced Wednesday that the government will soon roll out an online portal where eligible people can apply for the licences. When the Cabinet decision was announced in May, Sarma had named districts where Bengali-origin Muslims account for majority, such as Dhubri, Morigaon, Nagaon, Barpeta and South Salmara, and said that 'indigenous people are in minority' in these areas and often 'have to confront the question of their security.' On Wednesday, he announced on social media that the government is in the process of rolling out a dedicated portal where 'indigenous people, who perceive threat to their lives and reside in sensitive areas' can apply for arms licences. He announced three key eligibility criteria for the issue of arms licences under this scheme: that the applicant has to be an 'original inhabitant or indigenous citizen of Assam,' they must 'perceive a genuine threat to life and safety due to the vulnerability of the area of residence,' and that they must 'reside in a vulnerable or remote area, as notified by the District Administration, or assessed as such by authorized security agencies.' He also said the applicantions would be subject to a security assessment, verification and vetting and that once issued, the licences would be subject to periodic review and 'monitoring and reporting.' This portal is likely to be rolled out this month and this comes at a time when vigilantes, particularly those of a group called Bir Lachit Sena, have been issuing ultimatums to Bengali-Muslims living in different parts of Upper Assam in the past few days, giving calls for 'all Bangladeshis to leave Upper Assam within seven days.'

Cabinet approves new LIFT policy to attract top-tier IT/ITeS firms, GCCs
The Andhra Pradesh Cabinet approved a series of decisions across tourism, technology, and energy sectors, signalling a balanced approach to economic development and public welfare on Wednesday. Disclosing the details, I&PR Minister Kolusu Parthasaradhi said the Cabinet approved the new LIFT Policy 4.0 (2024–29), offering land at a nominal rate of ₹0.99 per acre to attract top-tier IT/ITeS firms, GCCs, and developers. Eligibility is strictly limited to Fortune/Forbes-ranked firms, or companies with at least $1billion in annual revenue, or market capitalisation. Job creation mandates include 3,000 jobs for IT firms and 2,000 for GCCs within three years. Developers must build large-scale office infrastructure and begin construction in six months of land allotment. In the tourism sector, the Cabinet approved outsourcing of 22 APTDC-run hotels and resorts across six clusters to private operators through a competitive RFP process. The goal is to improve service quality and financial sustainability. Operators must demonstrate experience managing 3-star or higher properties, and meet strict financial and operational criteria. While 46 permanent employees will remain with APTDC, the rest of the 418 staff will be transferred to new operators. Selected firms will also be responsible for renovating the infrastructure. The Cabinet cancelled the controversial land allotment to the Oberoi Group in Tirupati, made in 2021. Following public outcry over the project's proximity to the temple town and a formal request from the Tirumala Tirupati Devasthanams (TTD) Board, the government agreed to swap the APTDC land in Peruru with 25 acres of TTD land in Tirupati RS village. The decision underlines the government's commitment to protecting religious sentiments. In the energy sector, the Cabinet approved three key proposals. A ₹900-crore government guarantee would support the working capital needs of the APPDCL, which is facing liquidity issues due to payment delays from the DISCOMs. The Cabinet approved guarantees worth ₹4,574 crore for RDSS loans to APSPDCL and APCPDCL to ensure uninterrupted execution of smart metering and infrastructure upgrades. The Cabinet approved the issuance of a preliminary notification to bifurcate Y. Ramavaram mandal in Alluri Sitharama Raju district into Upper Y. Ramavaram and Lower Ramavaram for better administrative efficiency. The Cabinet approved a proposal to scrap the existing media accreditation guidelines and introduce a new framework, titled 'Comprehensive A.P. Media Accreditation Rules, 2025', the Minister said.

Groups of Ministers from Andhra to be sent on study tours to developed countries
Groups of Ministers will be sent to the developed countries to study the development projects there with an aim to bringing innovative policies to Andhra Pradesh, Chief Minister N. Chandrababu Naidu has informed the Cabinet. The Ministers, particularly the young ones, will be divided into groups for the purpose. The Chief Minister will constitute the groups and assign them schedules. Mr. Naidu revealed the idea after the Cabinet meeting he chaired at the Secretariat on Wednesday. Mr. Naidu said the Ministers should understand the development projects in the countries they visit and find new ways to develop Andhra Pradesh. Revealing details of his Singapore visit, Mr. Naidu told the Cabinet that the previous YSRCP government had created fear among the investors. The Chief Minister, according to a few Ministers, said, 'With great difficulty, we have been able to revive confidence among the Ministers and officials in the Singapore Government. Due to the unacceptable attitude of the YSRCP Government, the Singapore Government, lost trust in us. After more than 40 meetings, the Singapore authorities have accepted to come and participate in the investor summit slated for November in Andhra Pradesh to explore opportunities. They are reluctant to take up the Seed Capital project, as agreed before 2019, but they will extend support to complete the project.' On reorganisation of districts, Mr. Naidu asked the Group of Ministers to finalise the changes and submit the report in a month. On the liquor scam, he told the Ministers that the government was committed to taking the issue to its logical conclusion. The Chief Minister said, from the next Cabinet meeting, one Minister must explain the progress and achievements of his portfolio. A senior Minister said, 'Presenting self-progress in the Cabinet is a good opportunity for the young Ministers. They will have an additional advantage in improving their performance. The Chief Minister and other Cabinet colleagues will suggest how to improve the performance and find solutions to problems.' The Chief Minister also suggested the Ministers to counter the misinformation being spread by some vested interests against the government. 'Despite visible development, implementing poll promises, and delivering good governance, some opposition camps have been spreading misinformation, which must be countered,' he said.
