Govt orders action against two officials after judicial probe
The stampede, which occurred on January 8 at Sri Padmavati Park, one of the designated centres for issuing Vaikunta Dwara Darshan tokens, had triggered public outcry over mismanagement and poor safety planning by the Tirumala Tirupati Devasthanams (TTD) and local police. The tragedy also left several devotees injured and raised questions about the preparedness of the authorities.
Following months of investigation, a one-man judicial commission headed by retired High Court judge Justice Satyanarayana Murthy submitted a comprehensive 200-page report to the government earlier this month. The report scrutinised the chain of events leading to the stampede, pinpointing procedural lapses and administrative negligence at Padmavati Park.
According to the findings, while general coordination between Tirupati Urban SP L Subbarayudu and former TTD Chief Vigilance and Security Officer (CVSO) S Sreedhar was found to be satisfactory, with both implementing safety measures at most distribution points – the failure to enforce crowd control protocols specifically at Padmavati Park was the root cause of the incident.
The report singles out the then SV Dairy Farm Director Harinath Reddy and DSP AV Ramana Kumar for ignoring directives from their superiors and ordering the gates to be opened prematurely.
This action, the inquiry noted, led to an uncontrollable rush of devotees, resulting in the fatal stampede. It was learnt that the Cabinet recommended further proceedings against these two officials. Alarmingly, the Commission also highlighted shortcomings in emergency response. Although two ambulances were present at the location, they were not used efficiently to transport the injured. Five of the six deaths were reportedly due to delayed medical attention, raising further concerns over crisis preparedness.
In course of the probe, the commission summoned TTD Executive Officer J Syamala Rao, District Collector S Venkateswar, former JEO M Gowthami, former SP L Subbarayudu and other officials both from the government and TTD. The commission also took note of the views of those injured in the stampede and the kin of the deceased.

Karnataka Cabinet approves internal quota, slicing SC reservation into three categories
In a historic decision that is expected to bring a closure to the more-than-three-decades-old struggle for internal reservation in Karnataka, the State Cabinet on Tuesday approved a reservation matrix slicing the 17% reservation for Scheduled Castes with 6% each to Dalit Right (Holeyas) and Dalit Left (Madigas) groups and 5% to Lambani, Korama, Koracha and Bhovis (touchable castes), along with 59 microscopic communities. The decision comes just over a year after the Supreme Court allowed internal reservation to be provided among Scheduled Castes. Government sources said that an ordinance with this regard will be promulgated after the Monsoon session, and prioritisation of categories will be spelt out. However, in what is seen as succumbing to Dalit right and touchable castes, the State Cabinet decided to drop 1% reservation to nomadic castes (the most disadvantaged) and 1% reservation given to Adi Karnataka, Adi Dravida and Adi Andhra, as recommended by the one-man commission headed by retired judge H.N. Nagamohan Das. The commission, which submitted its report on August 4, had recommended 5% reservation to Dalit Right, 6% to Dalit Left and 4% to touchable castes. From the five categories recommended by the commission, the Cabinet brought it down to three. Following the Cabinet decision, the Category E for AK, AD and AA as recommended by the commission will be merged with Dalit Right, while Category A recommended by the commission will go with touchable castes. While the commission has recommended categories based on backwardness besides the population as directed by the Supreme Court, the merger of Category A and Category E with touchables and Dalit Right, respectively, will now put most backward communities with relatively well off communities in terms of socio, economic and educational backwardness. Though the special Cabinet meeting was first scheduled for Saturday, it was postponed to Tuesday owing to lack of consensus, and Home Minister G. Parameshwara had been having parleys with five other Dalit ministers, and leaders to bring about a consensus. Retired Dalit officials, it is learnt, also played a part in the exercise. The Dalit Right groups and the touchable communities had opposed the categorisation since they felt their quota within the broader reservation had come down. Emerging out of Cabinet, Law and Parliamentary Affairs Minister H.K. Patil termed the meeting as 'fruitful'. 'We have come out of Cabinet meeting happily. Chief Minister Siddaramaiah will make a statement with this regard in the Legislature on Wednesday,' he said. Kannada and Culture and Backward Classes Minister Shivaraj Tangadagi said that for the purpose of internal reservation, the Cabinet has agreed to have three categories. When asked about disadvantaged communities being clubbed with better off communities, he said, 'This is a historic decision taken under the leadership of Chief Minister Siddaramaiah. We are all together. Nobody will be left behind. Earlier, all communities were competing as a pool of 101 castes.' The commission after a two-month-long survey that started on May 5 covered 94% of the estimated 1.16 crore Scheduled Castes population in the State. However, it could cover just about 54% of the estimated 13 lakh population in Bengaluru City limits.

TTD begins renovation of Talakona Siddeswara Swamy temple
Tirupati: Towards preserving heritage temples, the Tirumala Tirupati Devasthanams (TTD) has initiated the renovation of the historic Sri Siddeswara Swamy temple at Talakona in Yerravaripalem mandal. The Bhoomi Puja for the first phase of works, estimated at Rs 19 crore, was performed on Monday in the presence of TTD Trust Board Chairman BR Naidu, District Collector Dr S Venkateswar, and Chandragiri MLA Pulivarthi Nani. Speaking on the occasion, Naidu said that, under the guidance of Chief Minister N Chandrababu Naidu, the State government and TTD are prioritising the reconstruction of ancient temples as part of the promotion of Sanatana Dharma. 'I have often heard of Talakona's spiritual significance, and now, seeing it in person, I feel this renovation will add immense value for devotees,' he said. The first phase of works will cover the Garbhalayam (sanctum sanctorum) of Sri Siddeswara Swamy, the Ardha Mandapam, Sri Parvati Devi Garbhalayam, and the Maha Mandapam. TTD has already sanctioned Rs 2 crore for these works, with the State government's approval. 'Further financial support will be released in phases for subsequent development,' Naidu assured. In the later stages, TTD plans to develop the Mukha Mandapam, Nandi Mandapam, Raja Gopuram, Sri Subramanyeswara Swamy Temple, Sri Vinayaka Swamy Temple, Navagraha Mandapam, Sri Abhaya Anjaneya Swamy Temple, Dhwaja Mandapam, office rooms, storerooms, Potu, Kalyana Katta, Pushkarini and other facilities. District Collector Dr Venkateswar said efforts are being made to complete the renovation before the upcoming Maha Sivaratri festival. He thanked TTD for sanctioning the necessary funds for the project. MLA Pulivarthi Nani recalled that the temple, believed to date back to the 15th century, remained neglected due to its remote location. 'Though some donors had helped construct gopurams, the local people have long sought proper development. Now, with TTD's support, that dream is finally becoming a reality,' he said. TTD Board Member V Santha Ram, Chief Engineer Satyanarayana, SE Manoharam, EE Jaganmohan Reddy, temple Executive Officer Ravindra Raju, local representatives and several devotees participated in the programme.

TTD cautions devotees against approaching touts
Tirumala: TTD urged devotees visiting Tirumala not to approach brokers or middlemen for darshan or accom-modation. It advised the devotees .to book darshan through TTD's official website or through token-issuing counters only. Recently, one Y Vishwanath from Hyderabad lodged a complaint stating that one Vanam Nataraj Narendra Kumar and K S Nataraj Sharma collected Rs 90,000 from him, claiming to arrange VIP break darshan tickets. .According to the complaint, the accused persons promised VIP break darshan tickets for 12 mem-bers on August 16, 2024, and collected Rs 90,000. However, despite repeated requests and phone calls, they neither provided the tickets nor refunded the money. On investigation, TTD Vigilance found that the accused have been cheating several people in Hydera-bad and surrounding areas in the similar manner. Around 12 police cases have already been regis-tered against them. TTD clarified that Vanam Nataraj Narendra Kumar and K S Nataraj Sharma are not TTD employees and have no connection whatsoever with TTD. TTD is frequently receiving complaints from devotees regarding fake darshan ticket bookings. Hence, TTD strongly advises devotees not to rely on unauthorised websites or middlemen and reit-erated only to book through the official TTD website or the TTD mobile app using Aadhaar details are valid. For information, devotees may also contact the TTD toll-free number 155257. To create awareness among devotees regarding fraudulent activities by middlemen, TTD is undertak-ing campaigns across various media platforms. If devotees suspect any fraudulent activities, they are requested to contact TTD Vigilance officials on 0877-2263828, where officers will be available round-the-clock.
