AIB likely to quadruple chief executive Colin Hunt's pay package to €2m after government exit

The sale of the State's final 2.06pc stake has freed the bank from the Government-imposed salary cap on banker pay. It is likely that AIB will look to bump up Hunt's pay – and also add in a equivalent share allowance to at least match that of Bank of Ireland CEO Myles O'Grady.
O'Grady is paid a basic rate of €950,000 before his pension or bonus at Bank of Ireland, which divested from State ownership in 2022. That compares to the €500,000 basic wage that his AIB counterpart receives.
After pension and bonuses are included, Hunt is currently paid just over €600,000 a year.
'To be fair, a salary of €500,000 for the CEO of the largest bank in Ireland is not competitive. It's well below market rate,' said banking analyst John Cronin of SeaPoint Insights.
'Bank of Ireland pays Myles O'Grady €950k and it pays CFO Mark Spain €600k. So I would say that the CEO and CFO of AIB will go to those levels at least pretty quickly.

"They'll probably keep CEO pay just below €1m. It'd be a surprise if they didn't match Bank of Ireland, and they might go around €25,000 more,' he said.
Now that the Government has sold its stake and the salary cap at the bank has been removed, industry sources believe AIB is also likely to add a lucrative fixed share allowance to Hunt's package – effectively matching O'Grady's deal.
Bank of Ireland's top executives currently get a fixed share allowance of 50pc of salary, introduced after the State sold its final shares in the bank in 2022. That fixed share allowance is expected to rise to 100pc next year.
​'It's hard for the general public to get their heads around pay packages above five hundred grand and why a CEO has to be paid a million,' admitted another industry source, adding that Hunt was seen as unlikely to seek work with banks in London or elsewhere.
'I'd think he would probably attach a huge amount of value to living here, from a family point of view. He's also in the middle of every significant macroeconomic debate in Ireland because of his position – and I wouldn't underestimate the value he attaches to that.
'But if you want to hang on to that management team and keep them together, then you have to compete in the marketplace. And now they have the freedom to compete.
"It would be kind of dysfunctional to have a banking market where one big bank can pay double what the other big bank pays, when they're more or less doing the exact same thing,' said the source.
Cronin feels the pay cap should never have been introduced.
'I get that it worked politically. But you have to pay people properly to do a job. They could move to another smaller bank and get paid twice the amount and more.
The danger is you get runaway cost-inflation across the sector
"There is no doubt shareholders saw an ongoing retention risk in relation to the management team and they were not happy about that.'
Cronin said bankers are disappointed that Finance Minister Paschal Donohoe did not remove the ban on variable performance-related bonuses above €20,000.
'My own view is that he should, but I can totally understand why he didn't. The danger is you get runaway cost-inflation across the sector.
'But the problem is that it creates cynicism within the sector, where people say that it's OK for the top guys to get paid properly, but not everyone else. And it can drive fixed-pay inflation, which is less ideal from a cost flexibility standpoint.'

The Society of Chartered Surveyors Ireland (SCSI) has encouraged the Government to accelerate infrastructure investment following a report which showed commercial construction cost inflation is holding steady. The SCSI's Tender Price Index, which is published every six months, tracks changes in commercial tender prices in the delivery of commercial construction projects such as office, retail and industrial units. It showed during the first six months of this year, the median rate of commercial construction inflation increased nationally by 1.5%, the same rate as the three preceding six-month periods. The report noted some regional variation in the inflation rate over the first six months of the year, with Munster and Connacht / Ulster experiencing the highest levels at 2% while Dublin experienced 1% inflation in the sector. The rest of Leinster, excluding Dublin, had an inflation rate of 0.5%. In the 12 months to the end of June, inflation in the sector is running at 3%. According to the SCSI, labour shortages and constraints, and the increasing cost of that labour, were among the major challenges facing the sector. 'While overall inflationary pressures have moderated, feedback from quantity surveyors indicates that labour-related costs continue to influence tender pricing across certain projects,' the report said. SCSI vice-president Tomás Kelly said the reduction in the sector's inflation rate over the last few years had been due mainly to reduced supply chain disruption and price volatility for construction materials. 'However, while overall inflationary pressures have moderated, ongoing geopolitical uncertainty, over conflicts and the potential introduction of reciprocal tariffs between the US and the EU have the capacity to cause fresh supply chain disruption,' he said. 'While we believe tender prices will continue to edge higher in the second half of 2025, given global uncertainty, it is very difficult to predict if the moderate rates we have seen over the past two to two and a half years will continue. While it's true that fears of a tariff war may be receding at the moment, that may change.' Last month, the Government updated its National Development Plan, saying it plans to spend €275bn on infrastructure up to 2035. A total of €102bn will be invested in infrastructure projects between 2026 and 2030. Mr Kelly said the current period of tender price stability provides a 'great opportunity for the Government to push forward with the much-needed infrastructure investment across a range of sectors'. He said 'urgent investment' was needed in areas such as the water supply network, wastewater treatment, and the electricity grid. 'Critical investment is also required across the transportation, residential and healthcare sectors,' he said. 'We would also urge the Government to publish the sectoral investment plans in order to provide specific details of the projects and pipeline up to 2030.' The report is based on new-build projects with values in excess of €1m. It is based on median price increases across differing project types and locations. Research for this report is based on responses from chartered quantity surveyors from all around the country, working on commercial projects. It was conducted in July and August.

Around 200 attend public meeting over drone delivery hub

Around 200 hundred people have attended a public meeting in Dundrum this evening to address local concerns surrounding a planning application for a mobile drone delivery hub in the Dublin suburb. The planning application, from drone-delivery company Manna, attracted around 200 objections. The main concerns raised in the objections were about noise, safety, privacy, and environmental impact. Manna already operates in Dublin 15, where it says it has made deliveries to 42,000 households over the past 18 months. A decision on the application for a new hub in Dundrum was due on 4 August, however, an Coimisiún Pleanála has sought further information from Manna on the planned centre. This opens up a six-month window during which the company will have to provide follow-up information to planners. Local Fianna Fáil TD Shay Brennan hosted the meeting, with Manna Chief Executive Bobby Healy making a presentation to the audience. During a Q&A session afterwards, locals from the Dundrum area - as well as some residents from Dublin 15 (where Manna flies around 100 drone deliveries daily) raised their concerns around noise, privacy, and general disruption and how they might be addressed. The meeting follows the publication earlier of the Government's official guidance for the operation and management of drones in Irish airspace. Fines to be introduced for drone regulation infringements Fines are also set to be introduced for drone regulation infringements around privacy, safety and noise. The Government has published official guidance for the operation and management of drones in Irish airspace. As part of the National Policy Framework for Unmanned Aircraft Systems (UAS), a working group on drone geographical zones will be established. This group will look at the safe integration of drones into our airspace as well as their impact on society and the environment, which includes fines. Gardaí and the Irish Aviation Authority (IAA) are responsible for enforcing current EU drone regulations. These two bodies, together with the Data Protection Commission, will continue to work on enhancing investigations of offences related to drone use. Meanwhile, the framework will see a U-space steering group being set up. U-space refers to specific services and procedures to ensure safe and efficient access to airspace for a high volume of drones. Minister for Transport Darragh O'Brien said the policy framework, which was included in the Programme for Government, "recognises the importance of collaboration and engagement of a wide range of stakeholders." "It aims to facilitate consideration of how matters such as planning and environmental issues will be addressed by the appropriate authorities, including in the context of the expansion of commercial drone delivery services," he added. The minister also said the "implementation of the policy framework relies on cross-government structures and the continuation of engagement and support from various departments, agencies, the UAS sector and the public. "Given the rapid pace of evolution of the UAS sector internationally, the Policy Framework will be a living document that will have to continue to evolve to keep pace with these developments," he added. Drones are used as daily tools in areas such as inspections (pipeline, rail, wind turbine maintenance), agriculture, mapping, architecture, construction, real estate, energy, environment, meteorological applications, and public safety. In Ireland they are being rolled out across services including emergency response (eg Dublin Fire Brigade for assessing risks and managing responses to risks), dangerous building and site inspections by local authorities (eg, Dublin City Council), environmental monitoring (Environmental Protection Agency) and goods and medical delivery. However, they are also being increasingly used for food delivery in some areas of Dublin. Mr Healy welcomed the Government's National Policy Framework for UAS. He said it is "a pivotal moment by establishing a clear, forward-looking regulatory foundation, the Government has laid the groundwork for a safe, innovative, and globally competitive drone economy. "At Manna, we've long believed that right policy enables real progress. Going forward, this policy signals that Ireland is ready to lead in UAV innovation, attract investment, and foster high-tech job creation - powered by responsible regulation and collective ambition," he added. Drone flight paths to be examined Meanwhile, Minister for Transport Darragh O'Brien has said the management of flight paths for drones in Irish airspace will be looked at. "That is not to stifle the sector but it's to look at very specific measures around geographical zones, how they can be managed, how we look at our regulatory framework about how this sector can grow in a sustainable way," he said. The minister said that a national working group on geographical zones will be established, following on from the policy document published today. "We have had 50 submissions to this policy document, many of which from operators, residents and others. It is actually trying to bring all that together to look at how we licence drone usage, which is being done already through the IAA," he said. He said it will be looked at how flight paths for drones can be "managed effectively" and how that can permeate down to local authorities. "There are areas where there is a concentration of drone usage that some welcome, that some don't. This is a sector that is going to be with us well into the future. "We are one of the first European countries to come forward with this comprehensive framework around system usage," he said. Mr O'Brien said there will be penalties and enabling enforcement under the legislation. He said Fixed Charged Offences will be introduced for infringement of the regulations, which is being worked on, with gardaí, the IAA and the Data Protection Commission "continuing to publicise conviction and enforcement actions relating to infringement". "There are certain powers in place already, we have got to look to see how they have been strengthened further without stifling the growth in what is a very important sector that can really help people and business in relation to their normal lives," he said.

Bank of Ireland has been referred to the Workplace Relations Commission over planned changes to hybrid working by the Financial Services Union (FSU) which said it has been left with 'no option' following 'intransigence' by the bank. The union has referred proposed changes to hybrid working conditions for staff announced by Bank of Ireland (BOI) in August to the State's industrial relations body. Under the new policy, hybrid-eligible workers will be required to work a minimum of eight days in-person per month. John O'Connell, the general secretary of the FSU said they had given the bank 'every opportunity to hold meaningful negotiations' over the proposed changes which it said had been made unilaterally. 'Despite some progress been made the bank have refused to engage on the main issues of concern,' he said. READ MORE 'No data was produced to validate the change; no calculation was made as to the level of distress that may be caused to staff and importantly no heed has been taken of the huge numbers of staff who have said they will consider changing jobs due to this change.' Mr O'Connell said that union members that work for the bank feel 'frustrated, angry and ignored by senior management.' 'The intransigence of BOI, their continued refusal to listen to the concerns of their staff is a worrying and disturbing development,' he said, noting that the union has written to the Irish Banking Culture Board (IBCB) to bring the bank's 'recent behaviour' to their attention. The union has instructed its members in BOI to continue their current working practices and said it looks forward to attending the WRC. Bank of Ireland has been contacted for comment. The bank has previously described its hybrid working model as 'very flexible, allowing our people work from home and office locations'. In addition to working at its office locations, staff can work from a network of 14 hybrid-hubs spread across Louth, Cork, Kildare, Wexford, Limerick, Galway, Mullingar and various Dublin locations, the bank said in early August. 'Our commitment to hybrid working is unchanged, and operating in this way ensures our approach is enduring,' the bank continued. 'We are very confident the majority of our people see this as a very fair approach which balances personal working preferences with the needs of our customers, colleagues and the company as a whole.'
