Housing Minister admits rents may go up due to new RPZ plans

Housing Minister James Browne has conceded that rents 'may go up in certain cases' due to his new Rent Pressure Zone plans.
The Fianna Fail TD also admitted that the housing target of 41,000 in 2025 is 'no longer realistic'.
The RPZs restrict the amount a landlord can increase rents by 2% or the rate of inflation, whichever is lower. Nationwide RPZs came into effect from midnight. The President confirmed last night that he had signed the Residential Tenancies (Amendment) Bill 2025 into law following its passage through the Dail and the Seanad this week.
More sweeping measures will be introduced next March that will see tenants enter into six-year contracts.
However, landlords will be able to increase the rent to market rates either at the end of the six-year period or whenever a tenant leaves voluntarily. Minister Browne conceded that some rents may increase under the plans.
He said: 'The only way we can get rents down is to increase supply. That's having a certain system in place for tenants, for landlords and investors.
'The current system is clearly not working. The Housing Agency report made that very clear, we have one of the toughest rent control systems in the world, and it is clearly impacting on supply. Rents may go up in certain cases. I certainly hope they don't.'

The Government is discussing a delay to publishing its new housing plan until after the summer. The plan, which is to replace the last coalition's Housing for All approach, was due to be published during July, but it looks as though it could slip into September before it is made publicly available. Senior Government figures said the new plan could not be completed until the publication of a review of how the State is going to fund its multi-year infrastructure delivery programme, which is now expected in late July. That review – of the National Development Plan (NDP) – is expected to add many billions in allocations for roads, public transport, the electricity grid and water infrastructure, among other things. But it needs to be completed before Minister for Housing James Browne publishes the coalition's roadmap for how it will hit its housing targets. A final decision on what to do regarding the publication date will have to be made in the coming weeks. It is unlikely that the plan can be unveiled in August, when much of the political system shuts down for the summer break, many civil servants are on leave, and the Dáil is not sitting. A spokeswoman for Mr Browne would not be drawn on a specific date for publication of the report, beyond saying it would be as soon as possible after the publication of the NDP review, which in turn will cover all public capital investment to 2035 and allocate funds from the Apple tax case and AIB share sales, among other sources of capital. Mr Browne's spokeswoman said work on the plan is 'at an advanced stage'. 'This sequencing is necessary, as the housing plan must have certainty around the investment plans and capital programmes for the Department of Housing, Local Government and Heritage before the next plan can be finalised and published.' She said Mr Browne was not waiting for publication of the new plan before pushing forward with measures, including on Rent Pressure Zones reform, planning extensions and exemptions. The previous government also encountered delays when it was seeking to bring forward Housing for All under the former minister for housing, Darragh O'Brien. That document was due to be launched in July 2021, but was ultimately pushed back to September of that year, which drew criticism from the opposition.

Northern Ireland First Minister Michelle O'Neill has declined to rule out a bid for the presidency . Asked on Friday if she was considering putting her name forward, Ms O'Neill replied: 'I am working my way through our deliberations as we speak.' The Sinn Féin vice-president said the party had not finalised its deliberations on the subject. 'I think I've plenty to do, being First Minister,' Ms O'Neill said at a press conference in Co Armagh . 'But I would think the fact remains that I could stand for election, I could be elected as Uachtarán na hÉireann, but I can't vote in that election, so that's where there's a deficit and what we need to see is presidential voting rights extended to the North so the Irish citizens in the North can vote.' READ MORE Separately on Friday, former SDLP leader Colum Eastwood told the BBC that people had asked him to consider standing for the presidency. 'I'm going to take the time to think about it,' Mr Eastwood said. While SDLP leader, Mr Eastwood was involved in talks with Fianna Fáil about closer co-operation between the parties, although no agreement was progressed. It is expected that should he run in the presidential election, it would be as a Fianna Fáil candidate. 'I think it is about not letting this moment pass,' Mr Harris said. 'Let's not look back in a number of years and see that this moment was squandered.' The Taoiseach said it was 'very important the moment is seized, when significant amounts of money are now on the table, that the stadium can be built here and can be developed'.
