Singapore order leads unlicensed crypto exchanges to weigh exit
(Bloomberg) — A final warning from Singapore's regulator has prompted major crypto exchanges operating in the country without a permit to plan for a hasty exit.
Bitget and Bybit – top-10 exchange operators by volume with a presence in Singapore but no local license – plan to reorganise their teams, according to people familiar with the matter. Bitget will shift staff to jurisdictions including Dubai and Hong Kong, while Bybit is weighing similar moves, said the people, who refused to be identified as the plans are confidential.
Singapore is among Asia's foremost crypto hubs and a regional base for major global players such as Coinbase and Crypto.com. But it still bears the scars of a string of local blow-ups from the last industry downturn in 2022. Even as it doles out licenses, authorities in the city-state have warned consumers against trading cryptocurrencies and restricted related advertisements.
Other digital-asset firms in the country warn that hundreds of jobs could be at stake. The companies hit hardest by the MAS deadline are offshore exchanges. Collectively, such firms have a 'significant number' – in the hundreds – of staff based in Singapore, according to Arthur Cheong, founder and CIO of DeFiance Capital LLC.
In its 30 May announcement, the Monetary Authority of Singapore (MAS) set a deadline of 30 June for crypto firms based in the city-state and offering services offshore to cease activities, refusing to allow transition time and warning that further licenses would be granted under 'extremely limited' circumstances. Firms with front-office functions including sales and business development based in Singapore or with customers located overseas both fall within the scope of the regulation, MAS said.
'It's quite severe,' said Patrick Tan, general counsel at ChainArgos, a blockchain intelligence firm that isn't affected by the notice. 'This is almost is as good as an evacuation procedure.'
Representatives of Bitget and Bybit declined to comment on their plans.
'This move should also not come as a surprise to the industry as we have consistently communicated our position on such service providers on various occasions,' said an MAS spokesperson in response to questions from Bloomberg News. They added that licensed entities are not impacted by the new regulations.
The recent notice from the MAS follows on from the Financial Services and Markets Act, passed in 2022, in which the watchdog had warned of a crackdown on unlicensed crypto companies. In a 6 June clarification, the MAS sought to quell industry concerns stemming from its 30 May announcement by specifying that only a 'very small' number of providers would be affected.
But questions remain as to which firms must pay heed to the June 30 deadline.
'Calls are at all hours given the impact on businesses headquartered outside Singapore,' said Chris Holland, partner at Singaporean consulting firm HM. 'Queries range from regulated firms wanting to confirm there is no unexpected operational impact to offshore businesses needing to derisk their Singapore activities.'
Crypto firms have a long history of leaving their base of operations ambiguous, posing challenges for would-be regulators. Binance Holdings Ltd., the world's largest digital-asset exchange, has never named a global headquarters. Its Chief Executive Officer Richard Teng said in 2024 that it had held talks with a number of jurisdictions on the matter, but more recently he described Binance employees as 'remote-first'.
Binance has been on Singapore's investor alert list since 2021. A company spokesperson said the firm is committed to respecting local policies and regulations worldwide, without elaborating on its presence in the city-state.
Crypto entities that make use of Singapore-based teams 'to support offshore operations without clear service delineation' is another gray area, said Grace Chong, head of financial regulatory practice in Singapore at Drew & Napier LLC. The MAS may assess such arrangements on a case-by-case basis, she added.

Bitcoin (BTC) hit a record high above $124,000, and momentum has since eased off. Analysts said profit-taking by long-term holders has been capping gains above $120,000 since mid-July. The bull market remains concentrated at the top, as evident from the CoinDesk 20 (CD20) Index, which has risen over 1% in 24 hours. The CoinDesk 80 (CD80), a gauge of smaller tokens, has dropped more than 1%. "Bitcoin's breakout beyond $124,000 has been particularly telling, a show of technical strength that reinforces its role as the market anchor, even as capital rotates into Ethereum and select altcoins," Vugar Usi Zade, COO of Bitget said in an email. "Whether this marks the opening chapter of a multi-quarter bull market expansion or the crest before a consolidation phase will depend on how well the market absorbs its own momentum." Derivatives Positioning ADA and SOL have seen the largest increases in futures open interest among the top 10 tokens in the past 24 hours. Even though BTC rose to record highs above $124K, positioning in futures remains relatively light. Open interest is currently at 687K BTC, well below the July peak of 742K BTC. Meanwhile, on the CME, the three-month annualized premium in BTC futures remains below 10%. The 24-hour open interest-adjusted cumulative volume delta for most tokens except TRX is negative, implying seller dominance. This raises a question over the sustainability of price gains. The markets for FART and FLR appear overheated, with annualized perpetual funding rates exceeding 100%, a sign of overcrowding in bullish long bets. Such a scenario can lead to a long squeeze, resulting in a sharp price slide. On Deribit, August and September expiry BTC options are exhibiting only a slight call bias. That's likely due to persistent OTM call selling by long-term holders and indicates that the rally has yet to trigger a speculative frenzy. Meanwhile, call bias is more pronounced in ether options across all time frames. Flows over the OTC network Paradigm featured demand for BTC calls and short call spreads in ETH December expiry options. Token Talk SHIB's burn rate exploded 48,244% in the past 24 hours, with nearly 88 million tokens permanently removed from supply. 'Burning' means sending coins to a wallet no one can access, taking them out of circulation forever. The biggest single burn was 69,420 tokens in one hour, part of a series of transactions tracked by Shibburn, a community-run monitoring site. Prices are holding firm above the $0.000010 support level, which traders see as a key floor for keeping bullish momentum intact. If buying pressure continues, analysts say SHIB could attempt a move toward $0.000020, double the current price. Activity on Shibarium, SHIB's layer-2 blockchain, remains robust, clocking 1.51 billion total transactions and about 4.69 million daily. Burn-driven supply cuts can, in theory, make each remaining token more valuable, but sustained price gains depend on demand matching or outpacing the shrinking supply

The crypto market is reeling after a sharp pullback wiped out over $1.05 billion in leveraged positions in the past 24 hours. According to Coinglass data, 219,682 traders were liquidated, with longs bearing the brunt — accounting for more than $778 million of the total. The largest single liquidation was a $10 million BTC-USD position on Bybit. Bybit led in total liquidations with $447 million, followed by Binance with $264 million and OKX with $126 million. Bitcoin (BTC) is now trading at $118,718, down 1.5% in the past 24 hours after recently hitting record highs above $124,000. Its market cap sits at $2.36 trillion. Ethereum (ETH) fell 3.4% to $4,547, while XRP slipped 5.2% to $3.11. Other major altcoins also saw losses, with Solana (SOL) down 4.2% to $193.60 and BNB down 2.3% to $833.84. The sell-off follows days of euphoric gains that pushed Bitcoin past Google in market capitalization earlier this week. Jessy Gilger, CFP, Senior Advisor at Sound Advisory (the financial planning and investment arm of Unchained), says the latest move fits squarely within Bitcoin's historical growth pattern, but with one key difference that could make this cycle even stronger: 'Every Bitcoin cycle has followed the same pattern: consolidation, expansion, peak, and retrace, with each peak rising materially above the last. This cycle is tracking closely to that model. But with this year's supply issuance cut in half and institutional demand stronger than ever, the runway for record growth is wide open." Ethereum is riding the same bullish wave.
