Bersamin orders hasty apprehension of cop involved in Jee Ick Joo slay

Executive Secretary Lucas Bersamin wants to hasten the apprehension of former police officer Rafael Dumlao III, who has been tagged in the murder of South Korean businessman Jee Ick Joo in 2016.
Bersamin gave the directive last May 21, 2025, with the aim to support the Philippine National Police's mission to restore public trust and build capacity with international partners as regards the resolution of high profile cases involving foreign nationals.
Last year, the Court of Appeals (CA) reversed the acquittal of Dumlao in the kidnapping and killing of Jee Ick Joo and instead sentenced the cop to reclusion perpetua.
According to the Supreme Court, the CA Thirteenth Division granted the petition of the government and sentenced Dumlao to reclusion perpetua without eligibility for parole.
Jee was abducted from his Angeles City residence on October 18, 2016, by armed men allegedly pretending to be carrying out an anti-drug operation.
He was strangled to death inside the Philippine National Police headquarters in Camp Crame. His remains were burned and flushed down the toilet. —KG, GMA Integrated News

A fake agent of transportation network vehicle services (TNVS) was arrested in an entrapment operation in Taguig City, the Philippine National Police - Highway Patrol Group (HPG) said on Tuesday. HPG spokesperson Police Lieutenant Nadame Malang said the suspect was arrested in Barangay Cembo on Monday. The suspect was asking victims for up to P25,000 for a temporary permit to operate a TNVS vehicle, according to Malang. A total of 13 similar complaints were lodged at the HPG. The HPG is looking at large-scale estafa as the possible complaint that will be filed against the suspect. 'We are still targeting na masampahan siya ng large-scale estafa kasi kung talagang estafa case lang, isang complainant lang,' Malang told reporters in an interview. (We are still targeting to charge him with large-scale estafa because if it is only an estafa case, there is only one complainant.) 'Muli, may 12 na tayong additional complainant para magsampa ng kaso para hindi na makapag-bail ito pong tao na ito kasi kung siya ay makakapagpiyansa muli, magkakaroon na naman ng pagkakataon na manloko,' he added. (Again, we have 12 additional complainants to file a case so that this person will not be able to bail because if he is able to bail again, there will be another opportunity for him to commit the crime.) REUTERS/Eloisa Lopez Senator-elect Vicente "Tito" Sotto III questioned Wednesday the move of the Senate to return to the House of Representatives the articles of impeachment against Vice President Sara Duterte. Sotto, a former Senate president, said remanding the case to the House of Representatives of the 19th Congress was "unnecessary" as the latter was the one which filed the impeachment. "The HOR of the 20th Congress is the proper body to be asked by the Senate Impeachment Court of the 20th Congress if they so desire," Sotto told reporters in a Viber message. "The better term is ratification of the articles of impeachment filed by the HOR (House of Representatives) of the 19th Congress. It can be by simple resolution," Sotto added. Sotto also pointed out that there is a presumption of regularity in the performance of official functions. "The plenary is not supreme, the Constitution is; and ultimately, the sovereign is—the People," Sotto stressed. He also said the declaration of unconstitutionality "is the exclusive domain of the Supreme Court, not the Senate or the impeachment court." During a plenary session on Tuesday, Senator Ronald "Bato" dela Rosa made a motion seeking that the verified impeachment complaint against Vice President Sara Duterte be dismissed "in view of its constitutional infirmities and questions on the jurisdiction and authority of the 20th Congress." Escudero then ruled that the impeachment court should first be convened first before acting on any motion to dismiss the impeachment complaint. When the impeachment court was convened, senators debated on Dela Rosa's motion for hours. Senator-judge Alan Peter Cayetano then moved to amend Dela Rosa's motion that the articles of impeachment be returned to the House of Representatives instead without dismissing or terminating the case until such time that: The House of Representatives certify to the non violation of Article XI, Section 3, paragraph 5 of the Constitution, which provides that "No impeachment proceedings shall be initiated against the same official more than once within one year; include the circumstances on the filing of the first three impeachment complaints"; and The House of Representatives of the 20th Congress communicates to the Senate that it is willing and ready to pursue the impeachment complaint against the Vice President. The Senate, sitting as an impeachment court, eventually voted to remand to the House of Representatives the articles of impeachment, with a vote of 18 affirmative, five negative, and no abstentions. Escudero, as the presiding officer of the impeachment court, also issued a writ of summons to Duterte, giving her a non-extendible period of 10 days from receipt of the summons to answer. Senate President Francis 'Chiz' Escudero has written a letter to Speaker Martin Romualdez about the cancellation of the presentation of the articles of impeachment against Vice President Sara Duterte initially scheduled on Wednesday. 'In view of the referral earlier today of the verified impeachment complaint against Vice-President Sara Zimmerman Duterte to the Senate, sitting as an impeachment court, and with the issuance of the writ of summons to the Vice-President, the putative presentation of the Articles of Impeachment which was scheduled for June 11, 2025 has been rendered moot and is thereby cancelled,' Escudero said in the letter dated June 10, Tuesday. This, as the Senate, sitting as an impeachment court, on Tuesday night voted to return to the House of Representatives the articles of impeachment against Duterte without dismissing or terminating them. Escudero, as the presiding officer of the impeachment court, also issued a writ of summons to Duterte, giving her a non-extendible period of ten days from receipt of the summons to answer. The Senate sergeant-at-arms on Wednesday morning is set to serve the writ of summons of Duterte in her office in Mandaluyong City. Once received, Duterte will be given a non-extendible period of 10 days to answer to the articles of impeachment against her. According to a Super Radyo dzBB report by Mark Makalalad, representatives from the Senate have arrived at the OVP office to serve the writ. Duterte is currently in Malaysia for a personal trip with her family. The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint.
