New Umrah Visa Rules Require Verified Hotel Bookings for 2025 Season
Pilgrims must secure approved accommodation in Makkah and Madinah before applying for a visa via Nusuk.
The Ministry of Hajj and Umrah has issued new visa regulations for the 1446 AH (2025) Umrah season, effective from the 14th of Dhu al-Hijjah. Enforced through the official Nusuk platform, the updated rules are designed to streamline the application process, reduce fraud, and ensure that pilgrims have secured licensed accommodation before arrival.
Under the new system, Umrah visas will only be granted if applicants have confirmed hotel bookings in both Makkah and Madinah that match their travel dates. These accommodations must be licensed by the Tourism Authority and Civil Defense and must be electronically approved by the hotels via Nusuk. The bookings must be fully integrated into the travel package at the time of visa application.
Individual visa requests without verified accommodation are now prohibited. Applications linked to incomplete, unapproved, or unofficial hotel reservations—including those made through unlicensed intermediaries—will be automatically rejected.
The reforms are intended to increase transparency and hold travel agencies accountable. Pilgrims must now work exclusively with licensed operators capable of handling all travel and lodging documentation through Nusuk. Agencies found in violation of the new requirements may face legal consequences.

Saudi to Allocate 2.5 Million Airline Seats for Umrah by End of 2025
Routes from Europe, including Paris, Lyon and London, are part of a wider strategy to improve access to Madinah and Jeddah. Saudi Arabia has announced plans to allocate a total of 2.5 million airline seats for Umrah pilgrims by the end of 2025, with over 700,000 seats already utilised during the first quarter of the year. The initiative is part of a broader strategy to enhance air connectivity to the Kingdom's key pilgrimage cities, including Madinah and Jeddah, and to streamline travel for visitors from across the globe. The expansion was unveiled during the Umrah and Ziyarah Forum, held in Madinah from April 14th to the 16th, which brought together 150 exhibitors representing over 100 countries. The event focused on infrastructure, travel technologies, and Madinah's historical significance. So far in 2025, 12 airlines have joined the Kingdom's air connectivity programme, introducing 20 new international routes and adding 1.5 million seats to the network. Participating carriers include ITA Airways, British Airways, Wizz Air, and Eurowings. Several of the new connections focus on Europe. Germany's Stuttgart has been added to the growing list of cities with direct flights to Jeddah, alongside Berlin and Cologne. Transavia, the France-based carrier, will soon operate flights from Paris and Lyon. In the United Kingdom, daily flights from London's Gatwick Airport to Madinah are scheduled to begin in August, contributing 180,000 seats to the Umrah travel system. The expansion reflects Saudi Arabia's ongoing efforts to facilitate religious tourism and improve access to holy sites as part of Vision 2030, which seeks to increase the number of annual Umrah visitors to 30 million.

Regulatory Violations Drop 71% During Hajj Compared to 2024
The Ministry of Hajj and Umrah reports a reduction in observed infractions, reflecting improved operational efficiency. Regulatory violations during this year's Hajj season saw a 71% decrease compared to the previous year in 2024, according to Ministry of Hajj and Umrah data. The total number of violations dropped from 23,000 to approximately 6,000. This decline was attributed to enhanced coordination within the Hajj services ecosystem. The ministry reported that pilgrim movement remained smooth throughout peak days, supported by the effective deployment of field teams and oversight systems. Authorities emphasised the importance of pilgrims adhering to scheduled group movements, maintaining campsite discipline during the Days of Tashreeq, and staying hydrated—especially as temperatures remained high. These combined measures helped contribute to a safer, more orderly pilgrimage. The ministry's 'silent tech' interventions—such as real-time tracking systems and crowd management platforms—played a role in this performance, enabling proactive detection and swift resolution of issues without disrupting the pilgrimage flow.
