
When police turn killers, law and order dies first
Malathi was trembling when she stepped into the Thiruppuvanam police station in Sivagangai district of Tamil Nadu on the night of June 27. Her 27-year-old son Ajith Kumar, a guard at their village temple, was detained there on charges (not yet officially framed) of stealing some jewellery that a visitor had allegedly kept in her car, which she had asked him to park. Malathi saw her son shirtless and bruised, barely able to speak. She didn't believe that her son would steal, yet she told him to return the jewellery if he had taken it. 'I didn't steal anything, amma,' he told her. The next day, Ajith Kumar was dead.

Police atrocity is a global crime, and its socio-political impact is steeped in history. The US has a bloody history of police violence, often fed and fuelled by racism. Incidents such as the police torture of Rodney King in 1991 led to the Los Angeles riots the following year when the police officers who were caught on tape beating the black man for alleged drunk driving walked free. The 'Black Uprising' was so fresh in public memory that it likely influenced the jury that found OJ Simpson not guilty of killing his ex-wife Nicole Brown and her friend Ron Goldman in 1994. Later, the killings of Trayvon Martin, Rekia Boyd in 2012, and Michael Brown and Eric Garner in 2014 led to the Black Lives Matter movement.
In India, police have found underprivileged people easier targets to train their lathis and, in some cases, guns. Despite repeated observations of the Supreme Court of India that the authorities should show zero tolerance towards police high-handedness, men – and some women – in khaki continue to torture suspects, sometimes with zero evidence. India is yet to ratify the UN Convention Against Torture, adopted by the UN General Assembly in 1984.
I shed no tears for rapists who take a bullet or two in their head – or hardened criminals who get away with broken limbs after those ubiquitous falls in the slippery bathrooms of our police stations. But when police unleash violence on someone for presumed guilt, those wielding the lathis deserve more than a rap on the knuckles. A common justification by these sadists is 'pressure from the top' to extract a confession. Such 'tough' men in khaki lack the guts to take on the erring mighty; they are also often the first ones to prostrate at the political masters' feet.
If our police brass and policy makers are earnest in making policing less brutal and more efficient, a good place to start would be this 75-year-old paper in the American Journal of Police Science titled 'Police Discipline', written by G Douglas Gourley (An officer of LAPD that was later responsible for the Rodney King incident). The author says 'discipline' often carries a connotation of arbitrary and severe enforcement of rules, which is a narrow conception. His prescription for police forces: indoctrination of a generic discipline and ethics through rounded training, proper organizational structure and longer tenures of police administrators.

Rajasthan: CBI rescues minor girl kidnapped from West Bengal two years ago
New Delhi, Aug 9 (PTI) The CBI has rescued a minor girl from Pali, Rajasthan, who was allegedly kidnapped from West Bengal's Bardhaman two years ago, and was 'sold' twice on the pretext of marriage, officials said Saturday. The CBI has arrested five accused in the case and it suspects that the alleged kidnapping was part of a bigger human trafficking network, they said. The girl, who was kidnapped on August 9, 2023 after leaving home for a tuition class, was found to be living at the residence of one of the accused in Pali. The central probe agency was roped in by the Calcutta High Court through a order on February 16, 2024 on a plea of the victim's mother. The case was initially investigated by the West Bengal CID and was handed over to the CBI amid concerns over the girl's safety and the suspected nature of her disappearance. The CBI developed intelligence through its sources and call data record (CDR) analysis which pointed sleuths towards Rajasthan. A CBI team raided the premises in Pali on August 7, where the girl was living, they said. 'The investigation has revealed that the missing girl was a minor when she went missing and was shown as a major in the affidavits created for her marriage. She was sold twice for marriage. It is suspected that this incident could be part of a big human trafficking network," a CBI spokesperson said in a statement. The CBI arrested five accused, who were produced before a special court in Pali on Friday, which sent them on transit remand for three days to be produced before district and sessions judge at Purba Bardhaman (West Bengal), the statement said. SALEM: general secretary on Saturday said VCK leader Thol Thirumavalavan will disappear from the political landscape if he continues to criticise late Tamil Nadu chief minister M G Ramachandran (MGR). Tired of too many ads? go ad free now EPS was reacting to Thirumavalavan's remark at a function in Chennai on Friday that MGR had played a role in bringing Brahminism to the Dravidian movement. "MGR enabled a Brahmin woman ( ) to ascend to the leadership of the Dravidian movement," Thirumavalavan had stated. Palaniswami said Thirumavalavan lacked the credentials to discuss MGR. "MGR is revered as a god by the people of Tamil Nadu. Criticizing someone of that stature will lead to their political disappearance," he said responding to a question by reporters in Salem. EPS emphasized that it was unfeasible to engage in politics based solely on one caste. 'The AIADMK remains a party that transcends caste and religion. Our movement has numerous caste associations and individuals from various religions," he said. "Those who cannot accept this are expressing their anger and hatred through such remarks," he added. It may be noted that Thirumavalavan had also said in the same speech in Chennai that no national party could form a govt in the state after MGR floated a new party (AIADMK). 'More importantly, the BJP could not gain foothold in the state,' he had said.

Former presidium chairman of MDMK issues legal notice against party general secretary Vaiko on ‘slander' charge
General secretary of Coimbatore and Periyar districts of Dravida Panjalai Thozhilalar Munnetra Sangam S. Doraisamy (90), who had resigned from the post of MDMK presidium chairman during 2023, on Saturday, served a legal notice on party general secretary Vaiko demanding an unconditional apology or ₹1 crore in compensation for indulging in 'slander' against the former by charging him with appropriating properties of the DMK worth ₹350 crore. Mr. Vaiko, with a deliberate intent of 'maligning' the name of Mr. Doraisamy had, on July 17, told mediapersons at a meeting of regional-level office-bearers at Villupuram that the latter had appropriated the DMK properties, by attaching them to a trust in his name. 'Even the DMK would accept that the statement was a blatant lie,' Mr. Doraisamy said. The notice states that the 'slander' had caused disrepute to Mr. Doraisamy, who, as the duly elected general secretary of the Sangam (Registration no. 2658/ 1959) since 1960, had been rendering service to the working class and to the general public as a politician. The Sangam to which election is conducted once in two years was an individual entity with its own by-laws on handling of properties purchased with the contributions of its members. Through adopting resolutions, the Sangam had supported the DMK till 1993, and thereafter, the MDMK after Mr. Vaiko was expelled from the DMK for raising his voice against dynastic politics. Mr. Doraisamy, in the legal notice reminded Mr. Vaiko of his appreciation of the former, during 2021, for having safeguarded the Sangam properties from the DMK since 1993, by winning the cases till the level of Supreme Court. The statement of appreciation by Mr. Vaiko was published in the MDMK publication Sangoli in August 27, 2021. On May 29, 2023, Mr. Doraisamy resigned from the post of MDMK presidium chairman, to which he was elected in 2010, and relinquished primary membership of the party in protest against the dynastic politics. Against this backdrop, the 'defamatory' statement by Mr. Vaiko had caused humiliation to Mr. Doraisamy, and it amounted to offence under BNNS 356 (1), the notice said. 'Either render an unconditional apology within 15 days of the receipt of the legal notice or pay ₹1 crore as compensation for the slander, through cheque or demand draft to the Sangam,' the notice said, adding: 'else, legal proceedings will follow, at your expense.'
