He had a confrontation with Prakash two years ago at a gymnasium, after which both parties harboured a grudge against each other.
The incident was captured on CCTV footage installed near the location.
In the video, the two men, Rohatkiya in a black T-shirt and his accomplice in yellow attire, were seen patrolling the victim's street.
They initially stopped near the house, moved ahead, but returned to discharge their firearms.
After spotting Prakash and an initial malfunction of the firearms, the accused in yellow attire fired multiple shots, none of which struck the target. The accused subsequently fled the scene.
Neighbours, alerted by the gunshots, gathered and reported to the police, sharing the CCTV footage with the police. Crime branch and forensic teams arrived at the location and recovered two bullet shells.
Speaking to the media, Prakash stated that Rohatkiya was involved in several such crimes in the area and criticised the police for insufficient action against him. "He has over two dozen criminal cases and was jailed four times but he is roaming freely," he said.
A neighbour, Jai Bhagwan Sharma, expressed serious concerns about residents' safety in the area. "We were sleeping while my father watched the suspects through the CCTV.
After they fired, he raised an alarm following which we got out of the house but the accused escaped. This is not his first such act. We all are concerned about our safety in such a lawless situation," he said.
Sub inspector Yashpal, Faridabad police spokesperson, stated that the accused were booked under Section 109 of BNS for attempted murder and under relevant sections of the Arms Act. He added that the exact motive behind the firing would be determined after the accused are apprehended.

Anticipatory bail to two kathavachak
Prayagraj: The Allahabad high court has granted anticipatory bail application to two kathavachaks (religious narrators) Sant Singh Yadav and Mukat Singh Yadav of Etawah district. An FIR was registered in Etawah against them under Section 299 (acts committed with intent to insult religious beliefs), and Section 318(4) of the BNS (cheating), on charges of misleading people during religious events and concealing their caste identity through forged documentation. Justice Vivek Varma allowed the anticipatory bail. According to the applicants' counsel, an FIR was lodged against some persons who had allegedly assaulted the two narrators (applicants) and held them captive for narrating religious teachings in spite of the fact that they were not from upper caste. The court in its order dated July 29, after hearing parties concerned, allowed the application while observing, "Having regard to the submissions made, considering the nature of accusations and antecedents of the applicant, in particular the fact that earlier the applicant lodged a first information report against the informant; further, the essential ingredients to constitute the alleged offences are not made out against the applicant; at this stage, there is no substantive evidence to link the applicant with the offence; without commenting on merits of the case, I am of the opinion that the applicant is entitled to be enlarged on anticipatory bail. " Now, in case of arrest, the applicants will be released on bail.

Delhi court dismisses defamation case filed by AAP's Satyendra Jain against BJP MP Bansuri Swaraj
A Delhi court on Thursday dismissed an appeal filed by Aam Aadmi Party (AAP) leader Satyendar Kumar Jain in a defamation case against Bharatiya Janata Party MP Bansuri Swaraj, citing that merely repeating information already in the public domain does not amount to defamation. The court also criticised the Enforcement Directorate (ED), which had initially posted on X the information shared by the BJP MP, saying that the central agency holds the responsibility of sharing only accurate and non-misleading information with the public. Special Judge Jitendra Singh of the Rouse Avenue Courts observed that sufficient ground does not exist for taking cognisance of the offence as defined and punishable under Section 356 of the BNS. The case filed by Mr. Jain is based on 'defamatory' comments about him during a television interview by Ms. Swaraj. The AAP leader stated that during the interview, Ms. Swaraj allegedly claimed that ₹3 crore in cash, 1.8 kilograms of gold, and 133 gold coins were recovered from the AAP leader's house. The ED also shared this information on its social media handle. Mr. Jain alleged that the statement made on TV had damaged his reputation. Mr. Jain had challenged a trial court order that rejected his criminal defamation complaint against the BJP MP earlier this year. In a strongly worded message, the court said that it is incumbent upon an investigative agency such as the ED to act impartially and uphold the principles of fairness and due process. 'Any dissemination of information, including but not limited to official social media platforms, must be accurate, non-misleading, and free from sensationalism,' the court said. 'The presentation of facts in a manner that is misleading, scandalous, or inten to defame or politically prejudice an individual would not only undermine the integrity of the agency but may also amount to an abuse of power and violation of the individual's fundamental rights, including the right to reputation under Article 21 of the Constitution,' it said. While dismissing the defamation case, the court added that there was no 'willful misrepresentation or malicious intent' of the accused, hence Ms. Swaraj cannot be held liable for the alleged offence of defamation. 'If at all any statement is perceived as defamatory, the liability, if any, would lie with the source agency, i.e., the ED, which originally disseminated the information. The proposed accused, being a secondary communicator of officially released material, cannot be fastened with criminal liability, especially in the absence of intent to harm the reputation of the Complainant,' it added.
