PAGCOR, ASC to sign MOA for regulation of online gambling ads
PAGCOR chairman and CEO Alejandro Tengco said in an interview on Balitanghali on Tuesday that the regulation will apply to outdoor advertisements such as billboards and advertisements on prime time TV.
'Isa kasing, mapapansin niyo siguro, parang mga kabute na kumakalat na lang itong mga billboard na ito… Sa pamamagitan ng Ads Standards Council ay naniniwala po ang PAGCOR na mareregulahan natin itong mga billboard,' he said.
(One thing you may have noticed is that these billboards keep popping up like mushrooms… With the help of the Ads Standards Council, PAGCOR believes we can regulate these billboards.)
Tengco said that gambling platforms may be given enough time to take down their billboards and follow new size regulations.
On proposals to restrict or enforce ban
'Gusto ko ipaalam sa lahat na marami na po nitong nakaraang buwan ng pag-aaral na ginawa ang PAGCOR at magkakaroon po ng anunsiyo kami sa susunod na linggo tungkol sa mga hakbang na aming pinag-aaralan at ipatutupad sa mga susunod na araw,' Tengco said.

Tengco made the statement amid proposals to restrict or enforce a total ban on online gambling.
Proposed regulations include restrictions and further policies on age verification protocols, advertising, and player protection, among others.
'Ang PAGCOR po ang hinihiling sana ay magkaroon ng mahigpitan na regulasyon… 'Yun 'yung nakikita kong isang paraan dahil sa paniniwalang mahirap pong i-ban totally ang online gaming sa kasalukuyan, dahil ang gamit lang po nito ay internet,' he said.
(PAGCOR asks that there would be stricter regulations… That is one way I see because I believe it is hard to totally ban online gaming at the moment, since it just uses the internet.)

BuCor - UP ink MoU land exchange use involving Laguna, Palawan
The Bureau of Corrections and the University of the Philippines have signed a memorandum of understanding for a land exchange use involving 500 hectares from both institutions. In a statement released Sunday, the MOU was signed by BuCor Director General Gregorio Pio P. Catapang Jr. and UP President Atty. Angelo Jimenez at the Bahay ng Alumni in UP Diliman, Quezon City last Friday. According to the statement, BuCor plans to establish a Regional Prison Facility (RPF) in Laguna, using 500 hectares from UP's Laguna-Quezon land grant. Meanwhile, UP will gain access to 500 hectares of BuCor's land in Iwahig, Puerto Princesa City. Catapang said the reciprocal arrangement is designed to maximize land use in a manner that aligns with the objectives of both organizations. 'This partnership addresses logistical needs, such as the establishment of a regional prison facility as we prepare for the closure of the New Bilibid Prison in Muntinlupa City come 2028,' Catapang said. The BuCor hear added the MOU could serve as a model for future collaborations aimed at enhancing public service and educational initiatives across the country. For his part, Jimenez thanked the Bucor for entrusting UP with this partnership which will pave the way for the establishment of a Technical Working Group (TWG) consisting of representatives from both BuCor and UP, tasked with exploring the feasibility of the proposed land utilization. Meanwhile, a Memorandum of Agreement for a tripartite partnership on education access and workforce development was also signed by Catapang, Dr. Joane V. Serrano, Chancellor of the UP Open University (UPOU), and Mr. Robert Lester Aranton , president of the UP Alumni Association (UPAA). Under the MOA, the UPOU shall facilitate access to its Massive Open Online Courses, which include courses relevant to workforce development and professional growth for Bucor personnel and persons deprived of liberty while UPAA will coordinate between UPOU and Bucor with regard to information materials, PDLs inquiries, enlistment and participation and guidance during program implementation. The UPAA shall also make the services of its Job Placement Office available for PDLs who have graduated from the UPOU under this program and who are due for release from Bucor. The statement said the latest initiative aims to make education accessible and transformative, offering hope, dignity, and second chances to PDLs.

Senator urges BSP to apply stricter measures vs. online lending apps
Senate Majority Leader Joel Villanueva on Friday called on the Bangko Sentral ng Pilipinas (BSP) to implement more stringent action against online lending apps amid the rise of internet gambling in the country. Villanueva, who earlier filed an anti-online gambling bill, said the BSP's regulatory oversight on online lending apps, electronic wallets, and digital banks should complement the efforts of law enforcement agencies in addressing the ill effects of online gambling to society. "Kapag pinagsama po ang iligal na online gambling at ang mapagsamantalang pautang ng mga online lending apps, siguradong malulugmok sa kumunoy ang ating mga kababayan," the senator said in a statement. "Regulatory agencies must exercise their oversight to support our law enforcement bodies, and do their fair share in slowing down the rampant use of online gambling platforms," he added.
