Anwar calls for restraint, diplomacy in South China Sea dispute
Prime Minister Datuk Seri Anwar Ibrahim said the dispute is best resolved through steady, principled diplomacy.
"Malaysia remains deeply concerned about the potential for escalation among the claimants in the South China Sea. We have no interest in seeing tensions spiral into confrontation, least of all in waters so critical to our security and prosperity.
"That is why we will continue to engage all parties calmly, directly, and consistently. We will urge restraint, encourage dialogue, and work to preserve the stability on which this region depends.
"Above all, we remain steadfast in our principled insistence that all parties uphold the United Nations Convention on the Law of the Sea," he said in his speech at the Shangri-La Dialogue, titled Holding Our Ground: Southeast Asia in a Fractured World, in Singapore.
In his speech, Anwar also said that Malaysia does not believe in spheres of influence, as history has shown that when major powers attempt to divide the world into exclusive zones of control, smaller nations are often left voiceless.
"Stability does not come from carving up the map, but from creating space for all to participate meaningfully in shaping the order we live in."
He said Malaysia's approach was one of active non-alignment, where the country engages with all nations to maximise its own strategic space.
"Indeed, while we welcome a strong and enduring United States presence in the region, towards fostering peace, we also value our vibrant and firm ties with China, and our robust partnerships across Asia, Europe, and the Global South."
He said Southeast Asia needs a "dynamic equilibrium" that enables cooperation without coercion, and balance without bloc politics.
"For Malaysia, this is a deliberate and strategic posture to help preserve an open region, to assert our sovereignty, and to make our own choices, on our own terms."

[UPDATED] Govt allocates RM3mil for Intan to become regional centre of excellence
PUTRAJAYA: The government has allocated RM3 million to strengthen the National Institute of Public Administration (Intan) as a centre of excellence for public service in the Asian region and globally. Prime Minister Datuk Seri Anwar Ibrahim said this includes a research and development (R&D) fund of RM1 million to enhance the capacity and capability of public officers in service delivery, particularly in new focus areas such as artificial intelligence, blockchain, and post-quantum cryptography (PQC). Another RM1 million in R&D funding will be allocated to boost Intan's capability as a reference centre in governance and best values, human capital development, organisational management, service delivery, and best practices in public–private collaboration. The remaining RM1 million will support R&D for the publication and implementation of the Intan Country Report, similar to the Organisation for Economic Cooperation and Development (OECD) and World Bank Reports, for the nation's public service. Anwar also announced that the APEL.Q @ Intan initiative, which was approved under the 2025 Budget, will continue in 2026 with an allocation of RM1.5 million.

Civil servants to get rewards for earning a degree
About 30,000 members of the public services attended a gathering with the prime minister, at which several incentives were announced. (Bernama pic) PUTRAJAYA : Prime Minister Anwar Ibrahim announced several new initiatives today to strengthen the civil service, including improvements to the service scheme of the Malaysian armed forces, financial incentives under the academic recognition awards and allocations to strengthen Intan, the national institute of public administration. He said the measures are in line with the government's commitment to improving the efficiency, professionalism, and welfare of civil servants at all levels, thereby ensuring that the national development agenda can be implemented more effectively. For the armed forces, a performance-based incentive scheme will be extended to those holding the ranks of sergeant and staff sergeant, with the qualifying period reduced from six years to four years, benefitting 3,789 personnel. Anwar said the government has allocated RM75 million to provide a one-off financial incentive to civil servants who complete higher education at their own expense during their service. The incentive amounts are set at RM1,250 for a doctorate, RM1,000 for a master's degree, RM750 for a bachelor's degree, and RM500 for a diploma or equivalent qualification. In addition, the prime minister said RM3 million has been allocated to strengthen Intan's role as a reference centre for public service excellence. Anwar's announcement was made at a gathering of civil servants today, involving about 30,000 members of the public services who were present in person as well as by virtual attendance. Cuepacs, the federation of public service unions, thanked Anwar for the new incentives, such as the relaxation of haj pilgrimage requirements for civil servants who have not yet been confirmed in their positions. Its president, Adnan Mat, also commended the government for extending the lifelong learning programme until 2026, and the provision of one-off academic recognition rewards ranging from RM500 to RM1,250 for those who have completed their studies independently, without government funding. Commenting on the prime minister's call for civil servants to embrace change or risk falling behind, Adnan said civil servants must be proactive in embracing change. 'If we don't change, we risk being left behind. The old mindset of working in comfort and complacency must be replaced with a culture of continuous transformation,' he said.
