BERLIN, April 28 (Reuters) - A new coalition government is taking shape in Berlin, with chancellor-in-waiting Friedrich Merz picking close allies and corporate executives for his cabinet to tackle Germany's economic malaise amid trade tensions and a surging far right.
Merz's conservative CDU/CSU bloc announced its nominees on Monday but the junior party in the incoming coalition, the centre-left Social Democrats (SPD), are not expected to name their candidates, including for the finance and defence ministries, until later.

The new coalition is expected to be sworn in on May 6.
Here are the key appointments so far:
ECONOMY MINISTRY, KATHERINA REICHE
Reiche, 51, takes on the key ministry from the Greens' Robert Habeck at a time of prolonged economic downturn in Europe's largest economy.
She has been CEO of regional energy infrastructure firm Westenergie - a division of E.ON (EONGn.DE), opens new tab, Europe's largest operator of power grids - since early 2020.
She also sits on the supervisory boards of German machine and car parts maker Schaeffler and Swedish energy firm Ingrid Capacity.
Reiche is a member of Merz's conservative CDU party, having served as a member of Germany's parliament from 1998 until 2015 and held roles as parliamentary secretary at the environment and transport ministries.
FOREIGN MINISTRY, JOHANN WADEPHUL
Wadephul, 62, will succeed Annalena Baerbock of the Greens as Germany's top diplomat.
A member of Germany's parliament since 2009, he is deputy leader of the CDU/CSU conservative faction in parliament responsible for foreign and defence topics.
Wadephul is expected to be particularly loyal to Merz and implement the objectives of his chancellery on the world stage, according to Jana Puglierin of the European Council on Foreign Relations.
"Merz has created the conditions and structures to be a very strong chancellor in foreign policy. He will be responsible for relations with the United States, China and Russia," she said.
CHANCELLERY CHIEF-OF-STAFF THORSTEN FREI
Frei, Merz's right-hand man in the chancellery, has often been pictured at the would-be chancellor's side during the coalition talks.
The 51-year-old has served in the Bundestag since 2013 and taken on leading roles in the CDU's parliamentary faction, with a focus on interior and justice policy. Between 2004 and 2013, he was the mayor of Donaueschingen, a town of some 22,000 on the edge of the Black Forest.
DIGITAL MINISTRY, KARSTEN WILDBERGER
Wildberger will step down from his role as chief executive of German tech retailer Ceconomy (CECG.DE), opens new tab to join Merz's government.
His position puts him in charge of modernising the German economy in a digital world, a task that has often seen only sluggish progress in a country still known for using fax machines and cash transactions.
The 55-year-old has also previously served on the boards of German utility E.ON (EONGn.DE), opens new tab and telecoms groups Telstra, Vodafone and Deutsche Telekom (DTEGn.DE), opens new tab. From 1998 until 2003, he worked as a management consultant at Boston Consulting Group.
TRANSPORT MINISTRY, PATRICK SCHNIEDER
Schnieder, 56, has served as a member of the German parliament since 2009 and previously worked as a lawyer.
Since 2018, he has had a leading role in the conservatives' Bundestag faction.
HEALTH MINISTRY, NINA WARKEN
Warken, 45, has been a member of the Bundestag for the CDU since 2018 and previously served in parliament between 2013 and 2017. More recently, she sat on the parliamentary monitoring group for the COVID-19 pandemic.
EDUCATION AND FAMILY MINISTRY, KARIN PRIEN
Prien, 59, will move to federal level having served since 2017 as state minister for education, science and culture in Schleswig-Holstein, northern Germany.
She leads the CDU's Jewish Forum and is a member of the Freundeskreis Yad Vashem, a group working to preserve the memory of the Holocaust.

If you see this video, we are being intercepted and kidnapped in international waters by the Israeli occupational forces, or forces that support Israel. "I urge all my friends, family and comrades to put pressure on the Swedish government to release me and the others as soon as possible." It is understood the video was recorded before this morning's events in preparation for such hostilities. When they came about, the activists were told not to use their phones and allegedly had "a white chemical" hurled at them. Some activists said their "eyes were burning" amid the incident, believed to have happened in the Mediterranean Sea. But the vessel was taken by Israeli authorities to Ashdod at around 4.30am local time. At which point, a spokesperson for Israel's Ministry of Foreign Affairs said: "With recent reports of a 'celebrities yacht' heading to Gaza, the Ministry of Foreign Affairs wishes to clarify the following: "The maritime zone off the coast of Gaza is closed to unauthorised vessels under a legal naval blockade, consistent with international law. The yacht is claiming that it is delivering humanitarian aid. In fact, it is a media gimmick for publicity (which includes less than a single truckload of aid) - a 'selfie yacht'. "Humanitarian aid is delivered regularly and effectively via different channels and routes, and is transferred through established distribution mechanisms. Over the past two weeks, more than 1,200 aid trucks have entered Gaza from Israel. The Gaza Humanitarian Foundation has distributed close to 11 million meals directly to civilians in Gaza. "The Gaza maritime zone remains an active conflict area, and Hamas has previously exploited sea routes for terrorist attacks, including the October 7th massacre. Unauthorised attempts to breach the blockade are dangerous, unlawful, and undermine ongoing humanitarian efforts. We call on all actors to act responsibly and to channel humanitarian aid through legitimate, coordinated mechanisms, not through provocation."

The whole world is watching the Madleen's journey to Gaza
The 12 people on board the vessel, members of the Freedom Flotilla Coalition, are hoping to deliver much needed aid and to break Israel's humanitarian blockade on Gaza. But Israel is trying to stop them. Just this afternoon, Israel's defence minister Israel Katz said he had ordered the military to intercept the vessel before it can reach Gaza. With less than 24 hours to go until the ship is expected to reach its destination, it has never been more important for the international community to bear witness. And thanks to social media, the efforts of the group – and Israel's effort to prevent them – cannot go ignored. READ MORE: LIVE: Latest updates as Freedom Flotilla nears Gaza We are seeing the journey of the Madleen in real time. The ship's tracker is available online and can pinpoint exactly where it is at any given moment. This is vital in ensuring accountability for any attacks or attempts to intercept the vessel. At least, we could see the tracker until earlier today, when it lost signal for around an hour and displayed the ship's coordinates as being in Jordan. The group later said that the issue was due to 'signal jamming', and they set up a new tracker which is currently working as it should. The group remain on course, undeterred, even though an attack may be imminent. As the Freedom Flotilla Coalition state, 'the tracker is not simply a navigation tool; it is a form of protection'. The Madleen's journey is visible to all, making it harder for any interceptions to go ignored or unchallenged. The 12 individuals on board – including Swedish campaigner Greta Thunberg, and French-Palestinian MEP Rima Hassan – have also utilised social media to ensure that their journey is broadcast to the entire world. When the ship had to divert its course to a mayday call, we could track its movements as it happened. Constant updates, tweets and livestreams are shared on social media, ensuring that everything can be recorded and remembered. In broadcasting the intimidation the Madleen is experiencing, the crew are not intending to undermine the brutal bombardment, starvation and displacement Palestinians are experiencing at the hands of Israel. As Thunberg shared recently on her own social media: "Keep all eyes on deck but above all, all eyes on Palestine and all oppressed people." The Madleen's journey so far demonstrates the aggression humanitarian organisations face when trying to deliver aid in Gaza. When Israel has banned foreign press from entering the enclave, and it continues to bomb the few Palestinian journalists who remain, this is an important insight which ensures accountability and transparency. We are witnessing a crucial moment in Israel's assault on Gaza – one that could have huge international implications if the Madleen is subject to attack. The next 24 hours will decide everything. And no matter what happens, we will be watching.

Florian Wirtz to Liverpool transfer agreement close with final £118m compromise

Liverpool have been locked in talks with the German club over the signing of Wirtz for weeks and negotiations are finally reaching an end game. The Reds submitted a third official bid for the playmaker on Friday made up of £100million plus £13m in add-ons. That would represent a British transfer record, eclipsing the £106.8m Chelsea paid Benfica for Enzo Fernandez in February 2023, but is still short of Leverkusen's asking price. Leverkusen have been holding out for £126.4m from the very start of negotiations, which have been led by Reds sporting director Richard Hughes, but it now seems as though a compromise can finally be reached. The German side have already sold Jeremie Frimpong to Liverpool for £29.5m and they have moved a step closer to receiving a major pay day from the Premier League champions. Leverkusen are expecting a fourth and final offer for Wirtz in the next 24 hours – and that they will shake hands for £118m. That is because Liverpool have made it clear that they won't go as high as £126m and Leverkusen don't want to overplay their hand. The club knows that Wirtz has his heart set on moving to Merseyside and that they need to cash in now. Considering Liverpool started out talks with a bid of £85m (€100m), Leverkusen will still be delighted with their business, if it does indeed get concluded. Wirtz, who could earn a whopping £355,000-a-week at Liverpool, is set to play for Germany in the Nations League third-place play-off against France in Stuttgart on Sunday and wants his future sorted soon. If Liverpool do finally conclude talks with Leverkusen it will be the culmination of years of hard work. That's because former sporting director - and current Fenway Sports Group chief executive of football - Michael Edwards has been tracking him since 2020, when Wirtz was playing for Koln. Wirtz has been the stand-out player in the Bundesliga over the past few seasons, having helped Leverkusen win the title in 2023/24. The 22-year-old got 15 goals and 16 assists in 45 games across all competitions last season and is ready to leave Germany for a new challenge. Liverpool have money in the bank after a quiet summer before the 2024/25 season in which they brought in just one player: Federico Chiesa. However, with Frimpong signed and deals being negotiated for Wirtz and Bournemouth left-back Milos Kerkez, they know they must sell some players to balance the books.
