JJB issues notice to cops after teen alleges custodial torture

Noida: The Juvenile Justice Board (JJB) has issued a notice to Noida police following allegations by a 14-year-old boy that he was illegally detained and assaulted in custody with a belt.
The boy's family also accused the cops of harassment.
The incident traces back to an FIR filed on July 27 under Section 305 of the BNS (theft in a dwelling house) at Sector 126 police station. Anwar Khan, a resident of Raipur Khadar village, reported the theft of two mobile phones, two gold rings, a silver anklet, and Rs 17,000 in cash while he and his flatmate were asleep. His flatmate's three mobile phones were also stolen, Khan claimed.
According to police records, the 15-year-old juvenile and co-accused Vishal Ahirwar (20) were apprehended on Aug 14 in connection with the theft. The cops claimed to have recovered six mobile phones, Rs 2,500 in cash, an anklet, and two rings from the duo. Both accused, they said, confessed to committing the theft on July 26.

The narrative, however, took a grim turn on Aug 18, when the boy appeared before the JJB. He alleged that around 5.30pm on Aug 8 — and not Aug 14 as claimed by police — he was forcibly taken by the cops and held overnight at the station.
He recounted a harrowing ordeal, where cops allegedly assaulted his mother, confiscated her phone, and extorted Rs 6,500 before taking him to custody.
The boy wasn't spared either. "While I was in the (Sector 126) police station, the inspector hit me with a belt on both my palms and wrists and also on the soles of my feet. I felt a lot of pain and was screaming. I told him not to hit me, but he wouldn't stop," he added.
The ordeal didn't stop at that. The teenager alleged that between Aug 11 and 13, the police transported him to Mahoba and Gwalior in Madhya Pradesh, lodging him in hotels without informing his family.
He was kept at the police station for two days before being admitted to an observation home on Aug 15. On Aug 18, he was presented in court without his family being even informed about it.
The JJB — acknowledging the "serious allegations" — has ordered the Sector 126 SHO to preserve CCTV footage from Aug 8 to 15 and submit it within 48 hours. The board also criticised the investigating officer, Yogesh Chaudhary, for attempting to mislead the panel and behaving improperly.
"Assistant Commissioner of Police, Gautam Budh Nagar, is directed to initiate investigation against the Investigating Officer Yogesh Choudhary in the above case for offences under JJ Act and BNS," read the order by principal magistrate (JJB) Ankita Singh.
The order also specified that the inquiry against Choudhary should examine violations of the JJ Act, including improper apprehension, denial of bail, and failure to inform the child's parents or probation officer.
It will also look into "possible offences" of cruelty to a child under JJ Act and for wrongful confinement and disobeying the law with intent to cause injury under the BNS.
District child protection unit has been asked to appoint a counsellor for the boy and submit a report within a week. The child welfare police officer must also explain the failure to follow the due process in custody under the JJ Act.
As of now, the boy will stay in the observation home till Aug 20. "The Police Commissioner of Gautam Budh Nagar is to ensure a thorough investigation and appropriate action against the officer, while the District Legal Services Authority will provide legal aid to the child," the board said.
Told about the allegations of custodial torture, DCP (Noida) Yamuna Prasad said, "We are investigating the matter and the allegations levelled by the minor boy."

On Tuesday, Kumar in a post on X said: 'I sincerely apologize for the tweets posted regarding Maharashtra elections. Error occurred while comparing data of 2024 LS and 2024 AS. The data in row was misread by our data team. The tweet has since been removed. I had no intention of dispersing any form of misinformation.' In his now-deleted post, Kumar had claimed that in the Ramtek assembly constituency, the number of voters decreased from 466,203 in the Lok Sabha polls to 286,931 during the assembly elections — a dip of 38.45%. Similarly, he claimed that in Devlali, the number of voters dipped 36.82% from 456,072 in the Lok Sabha polls to 288,141 in the assembly elections.

1 2 Lucknow: UP's Kushinagar district police on Wednesday lodged an FIR against 13 people, including Balrampur-based cleric Jalaluddin alias Chhangur Baba and a serving police constable, in a case allegedly involving illegal religious conversions, gang rape, abduction and sexual exploitation. The FIR, filed on the complaint of a young woman, alleges a chilling nexus of crime that began in 2017. According to the survivor, she first came into contact with Mohd Rafiq Khan alias Bablu, a local political functionary with alleged gangster links, during a college function. Exploiting her vulnerable financial situation, Bablu lured her with a job promise and subjected her to repeated sexual assault, she alleged. In March 2024, the woman was allegedly abducted by Bablu, Naushad Khan alias Nata Nawab and their associates, and taken to a shrine at Utraula in Balrampur, where she was introduced to Chhangur Baba. There, Baba forcibly got her converted to Islam and renamed her Joya Khan. She was then forced into a nikah with Naushad Khan, which was attended by Bablu and others, the woman alleged in her FIR. The complainant alleged that she was taken to Mumbai, where she faced prolonged sexual exploitation at the hands of Naushad, before he abandoned her. She was then sent back to UP and placed in Bablu Khan's household, and subsequently employed at Red Hills Infra Project under Alamgir Ansari. There, she faced repeated assaults by Alamgir, his son Sahil and associates, including Ritesh Mishra and Tanveer, the woman alleged in the FIR. The survivor claims that although Naushad had abandoned her, he routinely collected her salary of Rs 15,000, leaving her trapped in dependency. She further alleged that when she attempted to file a complaint at Tamkuhi Raj police station in Kushinagar, she was betrayed by constable Imtiaz Khan, who handed her back to the accused. She was then allegedly gang-raped by Imtiaz, Irshad Khan and Jamaluddin near the Jharhi river, before being strangled. However, she survived. Kushinagar SP Santosh Kumar Mishra based on the woman's complaint, the 13 accused had been booked under multiple sections of IPC, along with provisions of the Uttar Pradesh Prohibition of Unlawful Religious Conversion Act, 2021. Chhangur Baba, already in Lucknow jail after his arrest in July by UP ATS, remains a central figure in the probe in the latest case. He allegedly ran an organised conversion syndicate from Chand Auliya Dargah in Balrampur. The ED has also claimed that he amassed illicit wealth worth Rs 100 crore, including Rs 15 crore in Pune real estate and multiple unauthorised properties. Noida: A murder accused was arrested after an encounter with Badalpur police near an abandoned railway crossing at Roza Yakubpur on Tuesday night. Pappu Mistri (27), a resident of Chhapraula, was the main suspect in the murder of an elderly woman who lived near Vidya World School. Pappu allegedly committed the crime on Aug 3 at the victim's house, where he strangled her and fled with her jewellery and mobile phone. According to police, the arrest was made by a police team that was conducting checks near the closed railway gate. A man was spotted approaching, and when signalled to stop, he tried to flee. Suspecting foul play, cops chased him. In retaliatory firing, he sustained a bullet injury and was overpowered," said DCP (central Noida) Shakti Mohan Avasthy. The accused was rushed to a hospital for treatment. A country-made .315 bore pistol, a live and an empty cartridge, a Samsung mobile phone, two earrings, a floral nose pin, and a blade were recovered from his possession. "The recovery of the stolen ornaments from him further establishes his involvement in the murder case," DCP Avasthy said. A case was registered against him under BNS Section 103(1) (murder). Police have initiated further legal proceedings against the accused and are investigating whether he was involved in other crimes in the region. Sources in the police revealed that they initially received information about the 65-year-old woman's body found inside her house. On reaching the spot, police found the woman strangled with her throat slit. Three teams were formed, and a case was registered against unknown persons by the daughter of the deceased at the Badalpur police station. "It was earlier suspected that the murder was carried out for property, but the investigations revealed that the accused worked as a labourer in the area and knew the old woman. On Aug 3, he consumed alcohol, entered the victim's house and committed the crime before fleeing. He also took her phone away to transfer the money from her account," the officer said.
