
School suspensions and exclusions in England reach record high
There were 10,885 permanent exclusions in 2023/24, compared with 9,376 the year before – a rise of 16%, according to the Department for Education (DfE) data.
The rise comes amid warnings of challenging behaviour in classrooms following the Covid-19 pandemic.
Suspensions – which are when a pupil is excluded from a school for a set period of time – in primary schools rose by nearly a quarter in a year.
Figures released on Thursday show that suspensions for pupils in state primary schools rose by 24%, from 84,264 in 2022/23 to 104,803 in 2023/24.
Meanwhile, suspensions for secondary school pupils rose by 21% in a year, from 685,930 to 829,896.
Persistent disruptive behaviour was the most common reason for sanctions, accounting for 51% of all reasons given for suspension and 39% for exclusion.
Suspensions and exclusions peaked in the 2023/24 autumn term, where there were 346,279 suspensions and 4,168 permanent exclusions in a single term.
The number of suspensions and exclusions in England is the highest since at least 2006/07, when the latest DfE data begins.
Pupils on free school meals and those with special educational needs and disabilities (Send) continue to see high levels of suspensions and permanent exclusions, the DfE said.
Education minister Stephen Morgan said: 'Every moment in the classroom counts – but with almost one million suspensions in the 2023 academic year, the evidence is clear that this Government's inheritance was classrooms in chaos, with swathes of the next generation cut off from the opportunity to get on in life.
'Through our plan for change, we've wasted no time in tackling the root causes of poor behaviour, including by providing access to mental health support in every school, making sure every child gets the fuel they need to learn through free breakfast clubs and expanding free school meals, and launching our new attendance and behaviour hubs which will directly support the 500 schools that need the most help.
'We're also continuing to listen to parents as we reform the Send system, while already putting in place better and earlier support for speech and language needs, ADHD and autism and £740 million to encourage councils to create more specialist places in mainstream schools.'
Beth Prescott, education lead at the Centre for Social Justice (CSJ) think tank, said: 'There is a crisis of bad behaviour disrupting classrooms.'
She added: 'Government and schools have an important role to play, but our research shows that parents also need to up their game and take responsibility for their children's behaviour in class.
'There has been a fundamental breakdown in the school-parent social contract.'
Carol Homden, chief executive of Coram charity, said: 'Year on year the numbers of children excluded from school on a temporary and on a permanent basis continue to rise, but this year's significant rise must be a wake-up call.'
She added: 'This epidemic of exclusion must also be faced head on by the Government while addressing the current crisis in special educational needs and disability provision, in order to make our children's right to a suitable education a reality.'
Paul Whiteman, general secretary at school leaders' union NAHT, said: 'Schools have a duty to provide a safe environment for all pupils and only use suspensions and exclusions when other options to ensure this have been exhausted.
'The reasons for disruptive behaviour often lie beyond the school gates and have their roots in wider challenges, including everything from poverty to access to support with special educational needs and mental ill-health.
'Schools work tirelessly to support pupils, but they alone cannot address the causes and symptoms of poor behaviour.
'They need back-up in the shape of additional investment in vital services like social care, children's mental health, behaviour support teams, and special educational needs provision, which have been reduced or failed to keep up with demand over the last decade.'
Sophie Schmal, director of Chance UK charity, said: 'The latest figures released today reveal a shocking picture, particularly for some of our youngest and most vulnerable children.
'When you have children as young as five and six years old being permanently excluded from school, then clearly something is going very wrong.
'Every day, we see children and families being let down by a system that is failing to support them early enough.'

Trump's Medicaid cuts chip away at my right to live
The system was already failing us before these recent cuts. Getting enough hours felt like a battle. Navigating paperwork was a full-time job. The support I needed was out of reach - offered in theory, withheld in practice. My caregivers have other jobs and families. Coordinating support feels like solving a puzzle that keeps changing. When I can't make it work, I miss out. I cancel plans, skip opportunities, stay home. Not because I'm disabled, but because the system makes participation impossible. We recently marked two anniversaries: 35 years since the Americans with Disabilities Act (ADA) became law and 60 years since Medicaid was created. These were meant to be moments of celebration. Instead, I spent those days at a 60-hour vigil outside the Capitol, protesting the Medicaid cuts buried inside what the Trump administration calls "One Big Beautiful Bill." I sat sweating in my wheelchair while they celebrated the ADA, honoring disability rights while gutting the program that makes those rights real. I appealed to my Medicaid provider but was ultimately rejected again, essentially because I was "not disabled enough." That's what it's like to live in a system where your basic needs are judged by people who don't understand your life. Millions of families are in the same impossible position - forced to choose between caregiving and working, between paying for help and paying rent. The wages are low and the hours are unpredictable. Without stability, how do you build a life? One of the harshest provisions, part of nearly $1 trillion in cuts, would force people with lifelong disabilities to reverify their Medicaid eligibility every six months - as if conditions like muscular dystrophy might just disappear. This isn't about fraud prevention. It's about making the process so exhausting that people give up or get left behind. Two years ago, my Medicaid office lost a form. They said I never submitted it and ended my coverage. I had to start over, submitting more than 400 pages of documents. I went two months without insurance or caregiving. It was terrifying. And this bill could make that nightmare the norm. Now we know why Nicola Sturgeon focused on non-binary and trans issues
Politics is among the poorest rewarded professions for those in senior leadership positions and few waste much time in cashing in while the public still remembers their name. Fewer have done it with quite the unalloyed sense of purpose as Nicola Sturgeon, who has dominated the news schedules and front pages over recent days in a way that Kim Jong Un would be proud. Read More: For a self-confessed 'painfully shy' introvert, uncomfortable in the public spotlight, the former First Minister appears to have subdued her demons, at least temporarily, in the cause of promoting her new memoir, Frankly. For anyone who has been in a coma this past week – well you haven't missed much. Selected passages published before the launch are, we have to assume, the most interesting bits, which hardly bodes well for the rest of the book. It's not that Ms Sturgeon doesn't have anything useful to say, it's that she imparts it in such a lacklustre way, as though she has a nosebleed whenever she feels what she's writing might be too engaging. The revelations, such as they are, will be familiar to anyone who follows Scottish politics closely. Alex Salmond's claim that he was a victim of a criminal conspiracy that saw him charged – and cleared – of 13 counts of sexual assault, was preposterous. 'He impugned the integrity of the institutions at the heart of Scottish democracy.' Ms Sturgeon suffered a panic attack during the 2014 independence referendum campaign due to media bias and because Salmond left her to do most of the heavy lifting. He flew to China without having read the white paper setting out the case for independence, she claims. Being arrested – and later cleared – during Operation Branchform was the worst day of her life when she felt like she had 'fallen into the plot of a dystopian novel'. While giving evidence to the Covid inquiry last year, she 'came perilously close to a breakdown' and later had to seek professional help. What is missing is the contemporaneous, insider detail that makes reading political memoirs worthwhile – snatches of candid conversation with colleagues, disagreements, colourful observations that give the reader a sense that they're getting a privileged glimpse behind the scenes. The problem with Ms Sturgeon's writing is that she remains, by her nature, a politician, which makes everything sound like a prepared statement. In media interviews about her book, she has come across as cautious, obstructive even, as though she's still defending government policy rather than her own words, offered voluntarily. None more so than over the issue which has got the redtops in a tizzy – her sexuality. Many of us had heard the rumours of supposed lesbian trysts with the former French ambassador to the UK, and the alleged purchase of a 'love nest' from Judy Murray to facilitate said trysts. All denied and laughed off by the parties themselves as well as by anyone who has more worthwhile things to think about. Rather than leave it at that, Ms Sturgeon has chosen to address the issue of her sexuality head-on, albeit in a single sentence that she has since, stubbornly refused to elaborate on. "Long-term relationships with men have accounted for more than thirty years of my life, but I have never considered sexuality, my own included, to be binary,' she wrote. 'Moreover, sexual relationships should be private matters." We can probably all agree on the latter sentence, which begs the question, why include the former? I would guess that there are vanishingly few people who give two hoots about who Ms Sturgeon goes to bed with, but there is a bigger and more profound issue at the heart of her admission. It is that she appears perfectly content to discuss her sexual orientation when she has a book to sell, but not when she was First Minister, ushering in one of the most contentious and divisive programmes around sexual identity and sexual politics in the history of this country. Did she not think that, if she is to make her own sexuality public property, it might have been more germane – to her colleagues and politicians from other parties, as well as to the voting public – to have known about it during the passage of the Gender Recognition Reform Act? Does she not regard it at all significant that she now reveals her sexuality to be 'non-binary', given the centrality of the non-binary community to the purpose of her government's gender equality programme. A working group on non-binary equality was established in 2019 and, two years later, it published a draft non-binary equality action plan that included 35 recommendations, 24 of which have since been accepted by the Scottish Government. Among the recommendations was an assurance that 'non-binary people have equal access to transition-related healthcare, regardless of gender identity, gender presentation, race, disability, neurodiversity, financial resources, postcode, or other characteristics'. The working group document stated: 'All trans and non-binary people should have equal access to treatment pathways. A large proportion of trans people identify as non-binary, but medical practitioners still often consider non-binary patients to be inherently more complex, meaning that they experience greater difficulties and delays in accessing treatment.' Irrespective of what you think about the Scottish Government's gender recognition programme, we can all accept that it is a complex and highly charged policy area that should require full transparency from all of those involved. The cases of Isla Bryson – a rapist who, after transitioning was remanded in a women's prison – and Sandie Peggie, a nurse who complained about sharing a changing room with a transgender doctor, demonstrate how the lived experience of people can quickly undermine the most well intentioned policy. I'm not suggesting that every politician should be obliged to declare their sexuality before working or voting on sensitive sexual rights policies but I come back to the question around Ms Sturgeon: why now and not then? Having been in the Scottish Parliament from the very start, I watched an introverted Nicola Sturgeon manoeuvre her way within the SNP to become the most powerful woman in the country. And what did she achieve with this untrammelled power – is Scotland a better place after 10 years of Sturgeon as First Minister? The answer is not to be found in her newly published memoirs – indeed there is little about her record of achievement. There is no explanation for why the educational attainment gap, which she pledged to eradicate, still persists. It's a dramatic turning point worthy of any author – which is no doubt why Sturgeon picked it to promote her book. The former First Minister may be more comfortable in a Waterstones' armchair these days than the debating chamber at Holyrood. But while I enjoy a good work of fiction as much as the next person, I was on the parliamentary committee investigating this very same episode. Spoiler alert – there's more to the story. Advertisement Hide Ad Advertisement Hide Ad The committee was set up in 2021 after the Scottish Government's internal investigation into those same sexual harassment claims collapsed, costing taxpayers thousands of pounds and forcing the complainants into a spotlight they never sought. Our committee's job was to understand why this had happened and ensure that in future the Scottish Government's complaints procedures would not let women down. You would think that Sturgeon, who was famed for her attention to detail, would be focused on that task. Instead, we discovered the then First Minister's power of recall had deserted her. She could not remember. I am glad that her memory is returning. Advertisement Hide Ad Advertisement Hide Ad Throughout our evidence-gathering sessions, the SNP government blocked us at every turn, at one point taking two years to deliver the documents we requested. And when they came, some were blank sheets of paper. Secret Scotland came into its own with our current First Minister, John Swinney. He was Sturgeon's political fixer and refused for many months to share information with the committee to the point that opposition parties forced a no-confidence vote. That culture of obfuscation and spin is Sturgeon's legacy, now carried forward by Swinney. On International Women's Day a few years ago, Sturgeon pledged 'to change for good the culture of misogyny'. With all the power she had, with a majority SNP parliament, she could have changed the country. That really would have been a legacy for Scotland's first female First Minister. In this case, actions speak louder than words.
