
Work on city's bridges delayed until next year
The works form part of the final phase of the £150m Cross Tay Link Road project.
A Perth City Centre councillor has raised concerns that the Perth City Centre Improvements phase is not forgotten.
A brief reference was made to the delays in an update on PKC's six-year composite capital budget for 2024-2030 put before the Finance and Resources Committee on Wednesday, April 30.
At Wednesday's meeting, Perth City Centre councillor Peter Barrett asked what the renewed timeline would be for the planned works on both the Old Perth Bridge and Queen's Bridge.
PKC's strategic lead for Environment and Infrastructure Fraser Crofts explained: 'We've had some further staff turnover within the team unfortunately.'
'In terms of delivery of those two schemes, it's been pushed back by one year each.'
Building work on the Old Perth Bridge has been postponed until 2026/27 and Queen's Bridge until 2027/28.
Mr Crofts assured councillors there were 'ongoing inspections' of both bridges in terms of safety.
Cllr Peter Barrett asked that this final phase 'doesn't get forgotten about'.
The Liberal Democrat councillor said: 'Obviously, we have all been really pleased to see the completion of the Cross Tay Link Road and the reduction in traffic that that has created in the Scone Main Street, Old Perth Bridge, Atholl St corridor which is really welcome in terms of road safety for residents and amenity for shoppers.
'But I am concerned the final phase of Transport Futures' Cross Tay Link Road (CTLR) project doesn't get forgotten about. And are the staff shortages going to have an impact on delivering the environmental and road safety improvements in the Scone Main Street, Old Perth Bridge, Atholl St corridor area?'
Councillors were told the rollout of national initiatives, as well as staffing issues, had impacted the planned works taking place.
Mr Crofts said: 'In terms of the majority of the work we agreed to undertake on the back of the CTLR that has been carried out. We continue to work through the programme as we go forward.
'Members will be aware of some other national initiatives that have come our way, not least the pavement parking ban and the 20mph rollout as well.
'But we will work and prioritise, within the resources that we have, to deliver on all fronts. To the best of my knowledge, we are pretty much back to capacity now across the Traffic and Network team.'

Locks need urgent repair amid threat to future of Cambridge punting

But the possible collapse of a lock island could take out a sluice, lowering the river water level to a 'muddy trickle' and putting an end to punting, it is feared. David Goode, chair of the Conservators of the River Cam – which manages a stretch of the river, said a structural engineer surveyed two locks as 'in imminent danger of collapse' in May last year. He said work to replace the two locks could cost around £25 million, and the conservators do not have the money to do it. Sir Ed, speaking after he tried his hand at punting on Friday, said: 'I think these locks urgently need to be repaired and potentially rebuilt. 'So this is actually quite an urgent investment and I hope Cambridge City Council can work with the Government or with other agencies to get that investment.' Rod Ingersent, managing director of Scudamores – a Cambridge punting company, said: 'It's almost certainly been a problem building over many decades and it's to do with very old structures which are expensive to maintain.' He said that 'something of this scale gets beyond' what the conservators 'can be reasonably expected to do as it requires so much investment and so much expertise in the maintenance of old structures'. 'But the effect would be catastrophic for punting, certainly for the colleges above the lock, the old buildings would be in trouble, and there's some amazing listed buildings along the college backs, they'd be under risk from the foundations being affected,' he said. 'It might… need to go up to Defra, up to central government possibly,' Mr Ingersent said. 'I think it's not reasonable to expect the Cam conservancy to do it from their own resources, they're quite a small body and their main task is looking after navigation rather than I suppose being maintainers of old structures which they've inherited.' He said water has been 'scouring away at the foundations' of the lock island, and if there were another high water event it 'could be very challenging and something could start to give way with maybe quite catastrophic results'. Mr Goode said the river level is 'artificially held high' to allow navigation, and if the lock island collapsed it could take out a sluice causing the water level to drop. 'The lock irons are directly connected to the sluices so if the lock island collapses it's going to take out the Environment Agency sluice with it, I imagine, and that would be the issue with water level,' said Mr Goode. He said that 'every 20 years or so' the conservators ask the Environment Agency to drop the river level so 'we can clear the crap out of the river'. 'Bikes, shopping trolleys, all the things students and townspeople throw in on a drunken night out,' said Mr Goode. 'When we do that we let the water out so we simulate what would happen if the sluice or the weir failed. 'All that's left is a muddy trickle. 'You would not be able to support punting at all. 'You could walk across it (the river) from one side to the other. 'So that would be the end of punting if that were to happen.' He said that £1.6 million 'stabilisation work', described as a 'temporary fix that will enable us to re-open the lock safely', would start at Bait's Bite lock from August 25. Mr Goode said that fix could last five to 10 years. He said they have 'sold the family silver', including some cottages and the former conservator's house which they owned, to afford the work to Bait's Bite Lock – but do not have funds for more work.

Cineworld to leave world's tallest cinema next month as staff face redundancy
Cineworld has confirmed that it is to leave its home in the world's tallest cinema complex next month. The cinema giant informed employees by email that the cinema will close on September 28, and that the owners of the Renfrew Street building will take the property back at the end of October. An email sent to staff, seen by STV News, confirmed that a consultation process on jobs is due to begin. A Starbucks branch inside the building is also affected. Cineworld was informed last month that the building landlord intended to take the site back. Clydebankbridge Ltd purchased the site for £7m in May of this year. The company is owned by Omniplex, an Irish cinema group which took over five Empire sites in 2023 – including one in Clydebank. It is understood Cineworld was leasing the building for more than £1m, according to title documents seen by STV News. The lease on the building was due to run until 2036. James, who has worked at the branch for over two years, told STV News that the company had 'forgotten' about its staff and the cinema's equipment. 'We've had countless potential closures over the years I've worked there', he said. 'It's no surprise to any of us. 'Cineworld as a company have forgotten about us in the past few years, old equipment and broken screens that needed updating to compete with competitors. 'They've known for a long time that we were going to be shut down. 'This is clear, as the Silverburn location recently got upgrades, but our site saw no change. Our location has only been paying 10% of the building's rent per month, so it was no surprise that the landlord sold it to Omniplex. 'It's a case of payback.' Cineworld said that Cineworld Silverburn would be undergoing 'its most ambitious transformation yet' following the Renfrew Street closure. A statement added: 'As we say goodbye to Renfrew Street, Cineworld Silverburn is undergoing its most ambitious transformation yet – with major investment bringing a 4DX screen and a full upgrade of every 2D auditorium to luxury recliner seating. 'We can't wait for you to experience the new Cineworld Silverburn, for the most superior entertainment experience in Glasgow.' Opened in September 2001, the UGC Cinema stands at 62m tall, has 18 screens across 12 storeys and can seat more than 4,200 people, and is known as the world's tallest cinema complex. After entering administration in 2023, Cineworld announced the closure of six cinemas in a major company restructure. It closed sites at Glasgow Parkhead, Bedford, Hinckley, Loughborough, Yate and Swindon Circus. Cineworld operates eight cinemas in Scotland with three locations in Glasgow, two in Aberdeen and sites in Dundee, Falkirk and Edinburgh. An email staff outlined: 'We will close the cinema on or around Sunday, September 28, 2025, and a handover with the landlord will take place on October 31, 2025. 'Please be assured that you will continue to be paid as normal until any redundancies are confirmed. The email also confirmed that a consultation process is beginning. It added: 'We will now be entering a period of conclusion with you. This will involve a collection consultation with elected employee representatives, and there will also be an opportunity for you to have individual consultation meetings. 'The purpose of this consultation is to provide you with the opportunity to discuss any alternative you see which avoids your redundancy. 'Where we can redeploy other people to other local cinemas rather than have to make redundancies, we will do so, and this will be covered in the consultation. 'Current ongoing secondments will continue until the point any redundancies are confirmed.'
