€200m expansion planned for 'Mahon 2.0' as premier Munster shopping centre proposes mixed uses and more shops for next 20 years

A MAJOR €200m mixed-use investment in Munster's largest retail complex, Mahon Point in Cork City, is planned as the centre marks its 20th anniversary this year.
Proposed for what's being dubbed 'Mahon 2.0', is a significant investment to include 251 apartments, an office block for up to 580 workers, a new civic plaza/market square for gatherings such as the weekly farmers markets, a multi-storey car park, a discount retailer, and eight to 10 additional 'bigger box' shops — including a very large unit to suit a major retailer such as Decathlon, which has been scouting a Cork location.

Planning permission is being sought this week for a phased development — and shift towards more mixed uses — to secure the centre's position over the next two decades by Mahon Point's owner Deka Immobilien, via Henry J Lyons' architects in Dublin and Cork.
If approved, it will add around 13,000sq m/140,000sq ft additional 'demand-led' retail space, on top of the existing 350,000sq ft gross footprint at Mahon Point, plus existing 45,000sq ft Omniplex. The centre is separate to Mahon Park Retail Park, which trades nearby.
250 apartments planned, plus 70,000 sq ft of offices
Deka acquired the 60-unit shopping centre with cinema and restaurants from Irish developer Owen O'Callaghan back in 2005 and now have €1.5bn in Irish assets. When Mahon 2.0 is fully developed, it will have a value close to €500m in its own right, said Peter O'Meara, director of Savills Cork, who has been involved in tenanting the centre for its first 20 years.
'It's the country's premier centre outside of the M50, and it will continue to be,' he said, adding it is 99% let since the large Debenhams two-storey box vacancy was taken by Frasers/Sports Direct, and if planning is secured, all of the new units proposed 'will be fully let from the start'.
Mahon 2.0 plans mixed uses
'Cork is emerging as an international centre of scale, with a projected population growth of 50-60% by 2040.
'With strong demand across residential and retail sectors, this development answers the call for high-quality, integrated spaces that serve both current and future generations,' he said, adding that the proposed mixed use expansion aligns with the national planning framework 2040 and Cork City development plan 2022-2028.
Also in the medium/longer term planning horizon is the ambitious cross-city Cork Luas line, due to have its eastern-end terminus right at the edge of Mahon Point if delivered as per plans announced this year.

Currently, Mahon is relatively car dependent with 2,000 parking spaces, the reordering of which will see retail units built on current surface level parking as well as a multi-storey replacement that will add just 125 more parking spaces than are currently provided.
Bus Connects has in the recent past already stepped up to 100 bus movements daily in Mahon, with a 24/7 service in the offing. At present, it's reckoned that 20% of Mahon Point's footfall comes from local/public transport and further integrated transport upgrades are anticipated in light rail, bus, cycle supports and hub, underpass etc.
In advance of this week's proposed expansion announcement, pre-planning meetings have taken place with City Hall, as well as briefings with the Cork Business Association and Chamber of Commerce, and senior politicians.
A first public information event on the proposed Mahon 2.0 development takes place on July 8, at the centre's community room.

Notable about the planned Mahon 2.0 is the mixed use, to include almost 70,000sq ft of offices with 40 parking spaces at Mahon Point (adding to c 500,000sq ft of offices nearby at City Gate and City Gate Plaza, National Software Centre, etc) and 250 apartments (with 84 parking spaces), with a tenure type yet to be decided.

'By placing homes, sustainable transport, and civic amenities at the core of this vision, we hope to create a new chapter in Cork's growth that reflects community values as much as economic ambition.'
Deka Immobilien asset manager Hendrik Höppner said: 'we remain deeply committed to Cork and Ireland for the long term. This project reflects our belief in Mahon's potential as a leading urban centre, combining quality of life, economic opportunity, and sustainable planning.'
Deka has only sold on one Irish investment in the past 20 years since starting off with Mahon Point in '05, deciding to sell the Tommy Hilfiger store on Dublin's Grafton Street in 2015, notes Savills' director Peter O'Meara.

The latest Mortgage Switching Index suggests that thousands of mortgage holders on variable rates could be paying over 2.25 percentage points more than necessary. said that despite the return of sub-3% variable rates to the market, many borrowers remain on legacy variable products of up to 5.25%, adding that while fixed rates have decreased over the last 18 months, variable rates have remained "stubbornly" high. Recent Central Bank figures show that 14% of all mortgages are on variable rates, which equates to almost 100,000 homeowners. Today's survey - for the second quarter of 2025 - found that mortgage switchers can now save more than double the annual savings available just five years ago. The average mortgage drawdown now stands at €346,842, up over €112,000 since the second quarter of 2020 - on the back of rising property prices and increased borrowing levels. As mortgage amounts grow, so too does the impact of securing a lower rate with switchers saving an average of €7,505 per year, up from €3,349 five years ago. The Mortgage Switching Index is published every quarter and tracks the savings available to mortgage holders in Ireland through switching. It is based on the average mortgage drawn down in the quarter and the differential between the highest and lowest mortgage interest rates available. In June, the lowest rate on the market dropped below 3% to 2.98% for the first time since 2022. "Banks have large volumes of existing mortgage customers sitting on these high variable rates and to reduce them would mean large back book repricing which would be costly," Martina Hennessy, the CEO of said. She said that lenders are banking on customer apathy. "Unless more borrowers actively review and switch, there's no pressure to bring these uncompetitive rates down and we will struggle with pricing discipline in the Irish market," she stated. Martina Hennessy also said that the increase in savings for switchers is the direct result of larger mortgages but also significant interest rate spreads. "This is leading to a resurgence in mortgage switching. However there still remains a large cohort of homeowners sitting on uncompetitive rates," she said. "With rates falling, larger loans being drawn down, and new flexible switching options available, apathy can cost borrowers thousands," she added.

THE WATCHDOG OVER auctioneers, estate agents and property management companies has been moved into the remit of the Department of Housing amid calls for beefed up oversight of the entire sector. The bodies that oversee property service providers, including auctioneers, letting agents, and property management agents were transferred from the Department of Justice to the Housing Department on 1 August. The Property Services Regulatory Authority (PSRA) has a number of key functions including, the administration of a system of investigation and adjudication of complaints against Property Services Providers. Social Democrats housing spokesperson Rory Hearne has welcomed the move, stating that there are major issues in the housing market which are pushing up prices including well known practices such as gazumped, phantom bids and facilitated bidding wars. 'These practices are allowing prices be inflated to the maximum possible squeezing home buyers in an already overheated market,' he said. In a parliamentary question, he asked the Housing Minister James Browne if he is aware of reports in The Journal regarding the lack of transparency and culture of bidding wars that has emerged in the Irish housing market and if he is concerned by these trends. Advertisement The minister responded by stating that under the programme for government it was agreed that the PRSA, which is the watchdog over the operations of property providers and those in the industry, should move into his department. The Housing Department said in a statement that this transfer brings the PSRA into the broader housing infrastructure and will 'enable the achievement of the shared goal of a healthy, fair and functioning housing market for Ireland'. 'The transfer will help maintain national housing stock at the highest quality in line with the standards already set by the department,' the statement said, stating that 'bringing together the regulation of this important sector, with housing standards functions under one department will boost consumer protection and public awareness of property services'. Updating regulation law The Property Services (Regulation) Act 2011 created the PSRA and the PSAB [Property Services Appeals Board] to oversee property service providers, including auctioneers, letting agents, and property management agents and to handle complaints. The department said it is now a priority to resume work already underway to amend several provisions within the 2011 Act to bring them up to date. 'The focus is on ensuring everyone has a range of housing options, whether they want to buy a house, rent one, or need social housing. An adequate supply and mix of housing across housing types and tenures is critical to addressing the current imbalance between supply and demand in the housing market, including home ownership, social housing and private rental,' said the housing minister. Increased supply will help moderate price increases, address affordability in the market, and help those aspiring to own their own home to realise this goal, he added. Bidding wars and phantom bids Hearne said it is important that the PRSA has come under the responsibility of the Department of Housing, but criticised the government for making the 'wrong decision' not to investigate practices such as phantom bids and facilitated bidding wars. 'There are clearly huge problems in the Irish house purchase market that is adding to rising house prices. The Government doesn't want to know about it and has ditched plans to look at what could change,' he said. Hearne said France and Scotland have sealed bids that remove bidding wars, stating that this should also be introduced in Ireland. Speaking about management companies and estate agents, who Hearne said have an important function in the rental market, he said there are concerns that they are acting in ways that exploit tenants. 'We would like an investigation of the role of these actors in the rental market in terms of tenant protections and inflating rents,' he concluded. Mediahuis Ireland buys stake in Clubber

Clubber is best known for live-streaming club GAA games, offering a subscription service for fans and coaches. Mediahuis Ireland will acquire a minority stake in the business, understood to be around 25pc, in return for investment to support Clubber's plans for further expansion – not only in the GAA but across a broad range of Irish and international sports. As part of the tie-up, Mediahuis Ireland titles and their readers, including those of the Irish Independent and local news titles across the country, will have access to video content, including highlight reels. The chief operating officer of Mediahuis Ireland, Ian Keogh, will join the Clubber board as part of the agreement. Clubber was founded by Microsoft veteran Jimmy Doyle in 2020 and has quickly established itself as a streaming platform for live sports in Ireland, with a strong focus on GAA. It delivered 1,000 live and on-demand sports events in 2024. Its model includes agreeing multi-year streaming rights deals with GAA county boards for access to club matches, which traditionally have not been available for broadcast on any live service. Currently, games from 14 counties are being streamed. These include the Tipperary, Cork and Kilkenny hurling championships, the club football championships from Kerry, Kildare and Meath, plus the Camogie Club Championships. The model is built on combining scalable, tech-driven infrastructure with acquiring rights to a large volume of live sports in order to provide a comprehensive offering to fans of under-served competitions. The model is now being expanded into the UK, and into sports other than the GAA. David Courtney, Head of Sport at Mediahuis Ireland, said Clubber is transforming sports streaming. 'We are thrilled to partner with Clubber as it revolutionises the way Irish and international sport is streamed,' he said. 'This partnership underscores our commitment to supporting local sporting communities and providing unrivalled access to sporting stories that matter.'
