
Why India Won't Hold Bilateral Meet With Pakistan At SCO: Decoding Diplomatic Message
Defence Minister Rajnath Singh will lead a high-level Indian delegation, including NSA Ajit Doval, at the SCO Defence Ministers' Meeting from June 25-26
While both India and Pakistan will attend the Shanghai Cooperation Organisation (SCO), New Delhi will not hold any bilateral meeting as part of the tactical disengagement from Pakistan in the wake of the April 22 Pahalgam attack, said intelligence sources.
India's Defence Minister Rajnath Singh will lead a high-level Indian delegation, including National Security Adviser (NSA) Ajit Doval, at the Shanghai Cooperation Organisation (SCO) Defence Ministers' Meeting to be held at Qingdao, China from June 25 to 26. Pakistan's NSA Asim Malik and Defence Minister Khawaja Asif will also attend the SCO meet.
Singh is expected to highlight India's continued commitment to the principles and mandate of the SCO, outline India's vision towards achieving greater international peace and security, call for joint and consistent efforts to eliminate terrorism & extremism in the region, and stress on the need for greater trade, economic cooperation and connectivity within SCO. He will also hold bilateral meetings with the Defence Ministers of some participating countries, including China and Russia, on the sidelines of the meeting.
'The absence of a bilateral meeting with Pakistan is a deliberate diplomatic signal," said sources.
According to them, India's stance is clear — Pakistan will not be entertained unless it ceases cross-border terrorism.
The approach follows India's established pattern of using international fora to 'name and shame" Pakistan, as observed during the FATF proceedings and UNSC informal dialogues.
New Delhi now considers bilateral talks as potentially rewarding bad behaviour unless Pakistan first demonstrates verifiable efforts to dismantle terror networks, said sources. This viewpoint was underscored by Doval's indirect rebuke during his meeting with Chinese foreign minister Wang Yi, reinforcing India's stance on the necessity for substantive changes rather than mere diplomatic optics.
At the meet, India's strategic focus is on recalibrating its ties with China amid the ongoing, fragile LAC standoff. Both Doval and Singh are engaging China directly, signalling India's view of the SCO as primarily a China-centric platform, not a venue for indulging Pakistan, said sources.
'Although Pakistan is attending the SCO, its credibility and leverage within the organisation are diminishing. Notably, Pakistan skipped SCO meetings held in India in 2023, and its Defence Minister's social media accounts have been banned in India for glorifying terror activities," they said.
Key SCO members, including Russia and Central Asian states, are also wary of Islamist spillover, which has led to reduced tolerance for Pakistan's double game, they said.
SCO is an inter-governmental organisation established in 2001. India became a full member in 2017 and assumed the rotating Chairmanship in 2023. The SCO membership includes Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan, Iran and Belarus, besides India. China has assumed the Chair of the SCO for 2025 under the theme 'Upholding the Shanghai Spirit: SCO on the Move'.

Goyal stated that India is well on track to achieve a 5 trillion dollar economy and that this milestone is expected to be reached within the next three years. 'By 2027, we hope to become the third largest economy in the world,' he said. He added that all stakeholders--government, business community, industry, trade, and 140 crore Indians--are deeply aligned with the Prime Minister's vision for Viksit Bharat 2047. The Minister highlighted that MCCI will continue to play a very important role during Amrit Kaal in achieving this goal. He said that such dialogues help the government better understand what needs to be done to support industries, even in the face of global volatility, turbulence, and uncertainty. 'History reminds us that great economies are not built in calm waters. Great economies are built in turbulent seas,' Shri Goyal emphasised, adding that this is India's time to seize the moment and that the opportunity must not be missed. He praised MCCI's 124-year journey, calling it a bridge between the government, stakeholders, and industries. 'MCCI can be called Mobilising Commerce and Connecting Industries because that is exactly what MCCI does,' he said. The Minister noted that India has successfully defended its interests wherever issues are sensitive and secured benefits in sectors where Indian industry has a comparative advantage and can compete fairly with the world. He added that India's international standing today is at an all-time high. 'The Indian passport today is a guarantee of safety and security,' he said, citing Operation Sindhu as a recent example of the government's commitment to the safety of Indian citizens abroad. On India's economic strength, Goyal stated that the country has moved from being part of the fragile five to becoming one of the top five economies in the world. 'We have a strong macroeconomic foundation. Our banking system is strong and robust, with a high ability to lend. Our inflation is among the lowest India has ever seen -- down to 3 per cent again,' he said. The Minister concluded by saying that 140 crore young Indians, with big aspirations and dreams, are striving for a quality life, and the government is committed to supporting this through decisive leadership and a resilient economy. "The first flight carrying Indian students left Amman around 2 pm local time. We heard that another batch of Indian students was being flown via Egypt. Meanwhile, television screens flashed the news of Iran's attack on the airbase at Doha. The Federation of Western India Cine Employees (FWICE) has called for strong action against actor-singer Diljit Dosanjh and the makers of his upcoming Punjabi film Sardaar Ji 3 for featuring Pakistani actor Hania Aamir in the cast. The film body has written to Prime Minister Narendra Modi, demanding that Dosanjh, along with producers Gunbir Singh Sidhu, Manmord Sidhu, and director Amar Hundal, be blacklisted from the Indian film industry. It also asked for their passports to be revoked and Indian citizenship cancelled. The move comes after the film's trailer revealed that Hania Aamir, known for her roles in Pakistani dramas, plays a part in the horror comedy. The film is set to release overseas only. FWICE issued a strong statement, saying: 'The Federation of Western India Cine Employees (FWICE) expresses its strongest condemnation and absolute outrage against actor-singer Diljit Dosanjh, Gunbir Singh Sidhu, Manmord Sidhu and Director Amar Hundal who have brazenly insulted the Indian film industry and disrespected national sentiment by hiring Pakistani actress Ms. Hania Aamir for their upcoming film Sardaar Ji 3… We respectfully urge that their passports be revoked without delay, and that they be permanently barred from availing any rights, privileges, or representation associated with Indian citizenship and national identity." The film body called this casting choice 'a shameful betrayal of our country and its people," especially in the wake of the recent Pahalgam terror attack. They alleged that the inclusion of Aamir was in direct violation of their ban on Pakistani artists. FWICE further described Hania Aamir as a 'vocal propagandist against India," accusing her of mocking the Indian armed forces and defending acts of terrorism after Operation Sindoor. On Tuesday, FWICE also submitted appeals to the Ministry of Information & Broadcasting and the Central Board of Film Certification (CBFC), asking them to deny Sardaar Ji 3 a release certificate in India.
