Civil servants admit they have nothing to do – it's time for cuts
There are far too many bulls--- office jobs around. More than a decade ago, the late, self-styled 'radical anthropologist' David Graeber wrote an essay in which he argued that 'through some strange alchemy no one can quite explain, the number of salaried paper-pushers ultimately seems to expand'.
Graeber believed there were many professionals who, if you met at a party after a few drinks, would soon launch into a tirade 'about how pointless and stupid their job really is'. As a result, we are miles away from the 15-hour week that the economist John Maynard Keynes predicted back in 1930 would be delivered by technological advances.
Little has changed since Graeber wrote that essay in 2013. Productivity remains stubbornly low. Since the start of 2023, public sector output has barely grown 4pc despite a surge in hiring, while the private sector has not expanded at all. Andrew Bailey last week warned that Britain's bloated public sector is dragging down the economy after the Bank of England slashed its 2025 growth forecasts in half. 'We have got more population, we have got more labour force, we have got the same output, so you can only conclude then that you have got lower productivity,' he said.
In a nutshell, taxpayers are paying more for less. Although the number of civil servants has soared, public service productivity remains 8.5pc below pre-lockdown levels amid a collapse in output. The Office for Budget Responsibility (OBR), the Government's tax and spending watchdog, believes public sector employment will continue to grow to 6.3m by the end of the decade. The message from Bailey was that Britain's growing public workforce is draining productivity – something radical needs to be done.
It's now clear that tinkering around the edges won't tackle the bloated state. Examples of unnecessary jobs are everywhere and nobody is being incentivised to cut the waste. Some civil servants admit online that they don't really understand what the point of their job is. 'I barely have any work to do, and I don't feel challenged at all,' one anonymous civil servant complained on Reddit earlier this year. Another wrote: 'Since I've started, I've had very little work thrown my way, and I'm struggling to understand what my role actually is. A lot of my responsibilities overlap with others who have been doing it for a long time'. A third said: 'This is the worst thing about the civil service. Being stuck in a boring job with nothing to do.'
There are plenty of jobs that could be cut or at least changed. Pamela Dow, a former civil servant, wrote in the New Statesman last year that there was a 1,000-strong 'Government People Group' with a £65m wage bill when she worked in the Cabinet Office.
Ed Miliband's Energy Department this month scrapped a £70,000 job post for an 'office attendance' monitor amid mockery online. The advert, which stated that the role itself could include remote working, was said to have been published by mistake, with a spokesman stating 'the job does not exist'. It was quickly removed after being posted, but the fact it was drawn up at all is ludicrous.
Ministers know they must cut down on this bloat. Departments have been told by the Chancellor they will not get cash for 'new priorities' unless they identify 'efficiency savings' of 5pc in their budgets as part of the spending review that concludes in June. Last week top civil servants were told that they could face the sack if they don't save taxpayers money, part of a series of reforms to how the civil service manages performance. Pat McFadden, the Cabinet Office minister, has been tasked with creating a more 'agile and modern' state.
We have heard it all before. Last May John Glen, then-Conservative paymaster general, said that high performance in Whitehall was not being 'incentivised properly', and that pay should be tied to performance. Under the 2010 to 2015 coalition government, Lord Maude, the minister for the Cabinet Office, made cumulative savings worth £52bn, with new rules including limits on how much people could spend on either advertising or marketing without his sign off. Yet the change didn't stick – the state has bounced back and continues to grow.
There have been calls for the UK to set up its own version of Elon Musk's department of government efficiency – or 'Doge' – which has vowed to cut $2 trillion from the federal budget (a target experts are sceptical of and Musk himself is starting to downplay). That may be more trouble that it's work – Musk's approach had already sparked legal, security and ethical concerns. Still, governments around the world are watching to see what lessons can be learnt.
In the UK, polls suggest voters want cuts in Whitehall but the savings can't come from slashing the civil service alone. Britain is becoming a sicker nation, with the number of people who are economically inactive due to long-term illness soaring in recent years. Tens of billions of pounds of taxpayer money will be needed to cover the UK's ballooning benefits bill between now and the next general election.
Investment in public services is desperately needed to tackle some of these issues, but it needs to be spent much more wisely than in previous years. The simple fact is that employment has been expanding in education, health and public administration, but productivity has plummeted. Now is the time for a rethink, and a zero tolerance approach to bull s--- jobs is a good place to start.

Bank of England is 'not sanguine' about inflation hump, Greene says
DUBROVNIK, Croatia (Reuters) -The Bank of England still expects the ongoing rise in UK inflation to fade but is "not sanguine" about it after price growth proved more persistent than anticipated only a few years ago, BoE monetary policymaker Megan Greene said on Saturday. Britain suffered a bigger than expected inflation surge in April - even after taking out an error in the data - prompting investors to bet on the BoE slowing its already gradual pace of interest rate cuts. "Our view is that we can look through it, but of course there's a pretty big risk," Greene told a conference in Croatia. "The last time we had a lot of second round effects. We're hoping that we won't have second round effects this time around, but we're not sanguine about it." She argued the recent cost-of-living crisis, which saw inflation peak at 11.1% in 2022, might have made "people ... more sensitive to upticks in inflation and so that could feed through the wage-price behavior." Greene, an external member of the BoE's Monetary Policy Committee, voted last month with the majority for a quarter-point cut in rates to 4.25% and has said she was part of the group who might have voted to keep rates on hold if it hadn't been for U.S. tariffs. She reaffirmed on Saturday that private-sector pay growth was "way above what would be consistent with a 2% inflation target". "It's (going) in the right direction, it's just not going as quickly as I would like it to," she added. BOE's Greene Sees Disinflation Continuing Despite Near-Term Hump
Bank of England rate-setter Megan Greene said disinflation in the UK is set to continue despite an acceleration in consumer-price growth in the near term. 'The disinflationary process is still ongoing and I say that even though inflation has actually ticked up over the past months and we expect it to continue to tick up through the third quarter of this year,' the UK central banker said on Saturday.

If the idea of paying for college is just about as overwhelming as boarding a plane to skydive out of, you're not alone. U.S. News & World Report puts the average cost of tuition and fees at a whopping $43,505 for private colleges. For out-of-state students at public colleges, that number is considerably lower at $24,513. And for in-state public college, tuition and fees are $11,011 on average based on data from the most recent academic year. But even the "cheapest" of these options is one you might need to save diligently for, especially if you have multiple children. And while you might think that it pays to put all of your college savings into a 529 plan, you may want to explore other options, too. Recently, a Reddit (NYSE: RDDT) poster asked if they should be saving all of their money in a 529 plan for their 16-year-old's education, or if they should be branching out. They already have an impressive $70,000 balance in a 529, but they're not sure what other savings vehicles they should focus on in the next two to three years. What is your target 529 balance?byu/Urbanttrekker inMiddleClassFinance Thankfully, the poster is already saving 25% of their income for retirement. They're putting 5% into the 529 and another 10% into what they call "undefined savings." They're set with their emergency fund and have no debts aside from a low-cost mortgage they're eight years from paying off. There's nothing wrong with the poster continuing to save for college in the next few years. But they may want to look outside of a 529 plan. Although 529 plans offer the benefit of tax-free gains and withdrawals, they can reduce the amount of financial aid students get. These plans generally won't have an impact on merit-based scholarships, and they tend to have less of an impact on aid if the parent owns the account, not the student. But that's something to keep in mind. The other issue is that withdrawing 529 funds for non-qualified education expenses generally results in a 10% penalty on the gains portion of those funds, plus taxes on the gains portion of the withdrawal. Now thanks to the SECURE 2.0 Act, it's possible to roll up to $35,000 of unused 529 plan funds into a Roth IRA without incurring taxes or a penalty. So that is one way to deal with an overage. Another option is to designate the extra funds for a different beneficiary – if one exists. The Reddit poster above only makes mention of one child. So designating a different beneficiary may not be a viable solution. It's great that this Reddit poster wants to continue saving for their child's education even after having done such a great job already. But since they already have a fair amount of money in a 529 plan, they may want to branch out and put their remaining college savings elsewhere. One option to consider is a taxable brokerage account. The money in there won't grow tax-free as is the case with a 529. The benefit, however, is flexibility. The poster's child may not end up needing more money for college than what's already been saved. Rather than deal with the headache of having to figure out a plan for excess funds, putting the money into a brokerage account makes it available for any purpose at any time without restriction. The poster could let their child use that money to buy a car or fund a move to a new city after college. Another option is to look at a high-yield savings account. This isn't a great option when you're dealing with a long investment window. But the poster's child is 16, which means college may be just a couple of years away. If they want a safe, stable home for that money without taking on the risk of stock market fluctuations, a high-yield savings account fits the bill. And thanks to today's interest rates, it's not like a high-yield savings account won't earn any money. Saving for a child's education is a great way to avoid having them graduate with a pile of debt. It could make sense to use a 529 plan for the tax benefits involved, but that's not the only account you should consider – especially if you're nearing the point where your child is headed to college and you want to minimize some of your risk.
