Progress under Vision 2030
Launched in 2016, the ambitious Vision 2030 centers around three pillars: a vibrant society, a thriving economy, and an ambitious nation. It is a transformative national plan that aims to reform the public sector, the economy, and society to transform Saudi Arabia into a global destination where people can live, work and travel.
It has achieved remarkable progress in realizing its objectives through the Vision Realization Programs (VRPs) and integrated national strategies, which effectively coordinate efforts across government, private, and nonprofit sectors. The revolutionary plan charts a path that strengthen the integration between culture and innovation, to keep pace with the accelerating global changes and unlock wider opportunities for citizens, residents and visitors.
To this end, Vision 2030 is a three-phase plan, each phase spanning five years and builds on the successes of the previous one. The first phase laid the groundwork for transformation through structural economic, financial and social reforms.
The second phase focused on accelerating progress and maximizing the benefit from key sectors. Meanwhile, the third phase, set to kick off in 2026, will focus on enhancing the sustainability of this transformation and capitalizing on new growth opportunities.
As the Kingdom celebrated the 9th anniversary of Vision 2030 in April 2025, the Saudi government's annual report for 2024 showed that 85% of the 1,502 active initiatives had been completed or are on track; 93% of VRPs and national strategy indicators had been achieved or are on track; and eight Vision 2030 goals had been achieved 6 years ahead of schedule.

Saudi energy minister: oil and gas will remain indispensable despite expansion of renewable energy
Saudi Gazette report VIENNA — Saudi Energy Minister Prince Abdulaziz bin Salman said that oil and gas will remain indispensable despite expansion of renewable energy. "While renewable, nuclear power, and hydrogen energy sources are expanding, oil and gas will remain indispensable, especially in hard to abate sectors like heavy industry, transport, and in supporting economies of developing countries," he said while addressing the opening session of the 9th OPEC International Seminar in Vienna on Wednesday. Under the theme "Charting pathways together: The future of global energy", the two-day event features exhibitions, ministerial sessions, and high-level roundtables, with a wide range of industry leaders are participating. Prince Abdulaziz warned against compromising economic growth or affordability in the name of energy transition, especially when the global population is expected to approach 10 billion by 2050, pushing energy demand up by nearly 50 percent. He cautioned that energy transition will come at the expense of economic growth and the cost of living. The minister expressed his happiness at the increasing number of countries adopting a more realistic approach to this transition. He also emphasized that this transition does not represent a threat to oil producers, but rather represents a path for technological innovation. Prince Abdulaziz emphasized that Saudi Arabia is following a consistent and coherent approach that balances vision and implementation. "Sustainability must be understood more comprehensively to include economic and commercial dimensions, not just environmental ones," he said. The minister emphasized the importance of technology in achieving the required balance, particularly carbon capture and storage technologies, as they will play a fundamental role in reducing emissions without harming economic competitiveness. Prince Abdulaziz said this phase would represent a historic opportunity to enhance innovation, attract investment, and achieve economic development. He also emphasized Saudi Arabia's commitment to being a role model for a balanced energy transition that ensures security of supply and promotes sustainable development.

CMA approves new rules to spur Saudi investment fund sector
RIYADH: Saudi Arabia's Capital Market Authority has announced a package of regulatory enhancements aimed at strengthening the investment fund environment in the Kingdom, according to a press release issued on Wednesday. The reforms, which involve amendments to the Investment Funds Regulations, Real Estate Investment Funds Regulations, and the glossary of terms used across CMA regulations, are designed to advance the regulatory framework governing investment funds. The goal is to elevate the competitiveness of the asset management industry by identifying development opportunities, adopting international best practices, and enhancing transparency and governance. The reforms reflect Saudi Arabia's broader efforts to deepen its capital markets and attract more local and international investment, in line with Vision 2030 economic diversification goals. According to a CMA board decision, the updated rules will help expand and develop the investment fund and REIT sectors, increase transparency for unitholders, and improve investor protection through more robust governance standards. Key reforms One of the major changes includes broadening the categories of entities allowed to distribute investment fund units. Under the new rules, fund units may now be distributed via licensed investment platforms and e-money institutions approved by the Saudi Central Bank, including through their websites and mobile apps. Additional reforms cover the procedures for fund termination and the removal of fund managers, as well as new guidelines for voluntary withdrawal by managers of both public and private funds. A key requirement is obtaining CMA approval for such withdrawals, and ensuring that the outgoing fund manager transfers all management responsibilities to a successor within 60 days. This is aimed at safeguarding investor rights and ensuring a smooth transition process. REIT flexibility in parallel market In a move to expand investment opportunities and increase potential returns for investors, the CMA will now allow traded real estate investment funds listed on the parallel market to invest in real estate development projects at the time of fund establishment. These investments will not be bound by the standard asset allocation ratios and restrictions previously outlined in the Real Estate Investment Funds Regulations.
