Wanted: Man threatens to kill entire family if they call police

SHREVEPORT, La. (KTAL/KMSS) – The Shreveport Police Department is actively searching for a man who they say threatened an entire household.
Billy Ray Russell is wanted in connection with a disturbing domestic incident that occurred on April 21, 2025
Based on statements from three children at the scene, around 1 p.m., an argument between Russell and the victim began in the garage and quickly escalated.
Aggressive fleeing in Shreveport results in multiple arrests
During the confrontation, Russell allegedly grabbed a gun and pointed it at the victim and began to make threats.
Witnesses say Russell declared he would kill everyone in the home if they called police, then fled the scene with the gun still in his possession.
Warrants have been issued for Billy Ray Russell on the following charges:
Domestic Abuse Battery, Child Endangerment Law
Domestic Abuse Aggravated Assault

This event provides amnesty from the immediate execution of the eligible warrant and an opportunity for a new court date. It does not grant amnesty from prosecution for any underlying offense, nor does it waive any fines, fees, costs, or restitution owed, which will be addressed at the new court date. 'It's been a hell of ride' MPC Director Alan Clarke announces retirement
SHREVEPORT, La. (KTAL/KMSS) – A longtime city leader announces his retirement Tuesday. Alan Clarke, Director of the Metropolitan Planning Commission told city council members he plans to retire at the end of this year. He has worked for the city for the past 46 years. The Metropolitan Planning Commission is in-charge of zoning requests and making sure properties are in line with the city's Unified Development Code. Bossier City's first-ever pocket park Council members and Mayor Tom Arceneaux thanked Clarke for his years of service, saying they always appreciated his calm demeanor and extensive knowledge of city code regulations. 'It's been a wonderful experience. It's been one hell of a ride. But I have appreciated every moment of the ride. People have always thought I was crazy because I said I enjoy my job. I said I wouldn't have your job if that was the only job there was. But I just wanted to share that information with ya'll. Thank ya'll for everything,' Clarke said.
