It was a day to remember in Himachal Pradesh's Mandi as Anvi Singh, a Class 10 topper, became the Deputy Commissioner under a new initiative by the district administration aimed at inspiring young achievers.
Anvi, a student of Alok Bharti School in Kotli and a resident of Doon village in Sarkaghat, secured the fourth position in the Class 10 Himachal Pradesh Board of School Education exams and topped in the Mandi district. As a reward for her academic excellence, she was given the opportunity to serve as the Deputy Commissioner (DC) for a day under the district's new 'DC for a Day' campaign.
Welcomed warmly by Deputy Commissioner Apoorva Devgan and the staff at the DC office on Friday morning, Anvi was introduced to various administrative functions and responsibilities. Her father, Vikram Singh Thakur, and grandfather accompanied her during this special day.
Her first task as DC was to inspect an earthquake mock drill, where she interacted with officials and reviewed disaster management preparedness. Later, she visited different branches of the DC office to understand their roles and operations. She also participated in a public grievance session, where she listened to complaints and directed concerned departments to resolve them.
Calling it the most memorable day of her life, Anvi expressed gratitude to the district administration and said the experience gave her a new perspective on governance and leadership. "Today I got to know closely the work of a Deputy Commissioner, his responsibilities and the administrative process," she said.
Deputy Commissioner Apoorva Devgan said the 'DC for a Day' initiative is part of the Mandi administration's continued efforts to motivate students and develop leadership skills, confidence, and social responsibility in them. The campaign follows earlier initiatives like 'Apna Vidyalaya' and 'Apna Pustakalaya'.

The education department has decided to introduce horticulture as a vocational subject in schools, said education minister Rohit Thakur during a meeting held to assess the progress of various educational schemes on Thursday. Himachal Pradesh education minister Rohit Thakur (File) Key matters, concerning the department, were also deliberated upon with the senior officers of the education department and the Himachal Pradesh Board of School Education (HPBOSE) during the meeting. Thakur instructed education department to prepare a suitable curriculum for the subject and submit the proposal within two weeks. He also emphasised the need to revive important academic subjects, including Public Administration, in colleges to offer students a broader choice of disciplines. The minister reviewed the implementation of several important initiatives, including the Rajiv Gandhi Model Day Boarding Schools and Atal AdarshVidyalayas. He directed officials to expedite the recruitment process to ensure timely filling of vacancies in schools and colleges. Thakur said that it was important to recognise the dedication and hard work of teachers, especially those posted in remote and tribal areas. He instructed officials to ensure early completion of NAAC assessments for colleges and to work towards setting up well-equipped libraries to promote academic excellence and learning resources for students. He also expressed serious concern over the widespread damage to educational institutions caused by recent natural calamities. He said that around 510 institutions have been affected, with estimated losses amounting to ₹30 crore. He directed the concerned officials to utilise funds received under the PDNA (Post Disaster Needs Assessment) in a judicious manner, giving top priority to schools that have sustained more than 75% damage. He stressed that physical monitoring of reconstruction works should be carried out regularly to ensure timely and quality completion of repair and restoration efforts.

Bhog scheme to be rolled out in five Shimla temples

The government has decided to implement BHOG (Blessed Hygienic Offering to God) scheme in five temples of Shimla district, including Tara Devi, Sankat Mochan, Jakhu, Hatkoti and Bhimakali Temple Sarahan. Bhog certificate is given to religious places by the Food Safety and Standards Authority of India. Its main objective is to ensure hygiene, safety and quality of prasad or food being served to devotees. (HT Representative) This decision was taken in a meeting chaired by deputy commissioner Anupam Kashyap on Tuesday. Bhandara will be prepared in the temples of the district as per the BHOG scheme being run through the Food Safety and Standards Authority of India and only after that it will be served to the devotees. Bhog certificate is given to religious places by the Food Safety and Standards Authority of India. Its main objective is to ensure hygiene, safety and quality of prasad or food being served to devotees. Under this scheme, registration and license of the temple management will be made mandatory for preparing bhandara and its distribution. The DC has directed all the temple officials to complete the formalities within a week. The DC said that providing quality bhandara to the devotees is the priority of the trust. In future, it will be prepared as per the standards set by the FSSAI. DC will keep an eye through CCTV The login of CCTV cameras installed in all the three temple premises of Shimla city will now be in DC office Shimla. The DC will himself monitor all the three temples. Identification and Registration Nodal officers are nominated by the Food Safety Department of the State/UTs, who identify the religious places. The identified religious places have to get license/registration under the FSSAI Act, 2006. This process is done through the online portal of FSSAI. The religious place is inspected by a third party agency (auditing agency) recognised by FSSAI. This inspection evaluates food safety and hygiene standards, including kitchen hygiene, storage, quality of raw materials, water arrangements, waste management training etc. The food handlers (employees) engaged in preparing and serving bhog at the religious place are trained under Food Safety Training and Certification (FOSTAC) by a training partner recognised by FSSAI. Food businesses having turnover of more than ₹12 lakh per annum are required to obtain a licence as per the procedure prescribed in the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations 2011. All the safety, hygiene and sanitation requirements as per the terms and conditions of the licence must be complied with at all times.
