Andhra Pradesh Vs Karnataka Over HAL's Manufacturing Unit

Naidu has reportedly offered 10,000 acres in the Lepakshi-Madakasira region and has sought the relocating of the HAL manufacturing unit from Bengaluru to Andhra Pradesh.
As the Centre approves the Advanced Medium Combat Aircraft (AMCA) program execution model, Andhra Pradesh and Karnataka are in dispute over the manufacturing location. Reports suggest that Chandrababu Naidu has proposed relocating the HAL manufacturing unit from Bengaluru to Lepakshi in Andhra Pradesh.
Meanwhile, the Karnataka state government stated that HAL is Karnataka's pride and will seek a defense corridor for the state.
Reports have emerged indicating that Chandrababu Naidu, in his efforts to attract defense manufacturing to Andhra Pradesh, has requested the Union government to shift HAL's LCA and AMCA manufacturing units to Andhra Pradesh.
According to sources, Naidu has reportedly offered 10,000 acres in the Lepakshi-Madakasira region, which is barely 100 km from Bangalore. Naidu met with Rajnath Singh in Delhi last week.
This has prompted the Karnataka Government to take action. Karnataka Industries Minister MB Patil stated that the state will not allow such a shift and termed Andhra Pradesh's action 'unjustifiable".
It has been learnt that the Karnataka Minister is likely to meet Defense Minister Rajnath Singh and will urge the Centre to approve the Defence Corridor project for the state.
Patil also said he would speak to Union ministers from Karnataka to ensure the state's interests are safeguarded. He further stated that the request for setting up of a unit in Andhra Pradesh as part of HAL's expansion plans is understandable, but asking to transfer the existing Bengaluru operations is not justifiable.

Telangana Chief Minister A. Revanth Reddy said on Sunday that he completed his schooling in BJP, college in Telugu Desam Party (TDP) and now he is working for Congress leader Rahul Gandhi. The Chief Minister recalled his recent conversation with the Prime Minister Narendra Modi during NITI Ayog meeting in the presence of Andhra Pradesh Chief Minister and Telugu Desam Party (TDP) President, N. Chandrababu Naidu. "The Prime Minister, while pointing towards Chandrababu Naidu, said that your friend is here. I told him, I studied in your school and his college and now working for Rahul Gandhi," he said. The Chief Minister was speaking at an event where Haryana Governor Bandaru Dattatreya's autobiography "Prajala Kathe Naa Aatmakatha" (The People's Story is My Autobiography) was released. Revanth Reddy was with the Akhil Bharatiya Vidyarthi Parishad (ABVP) in his student days. He was an MLA from the TDP before joining the Congress in 2017. Stating that Governor Dattatreya is a person who has no enemies, the Telangana Chief Minister called him a role model for future leaders. The Chief minister extolled Dattatreya rising to the rank of Governor from Gowliguda galli (narrow street in Gowliguda area). He said that Governor Dattatreya maintained core values and never distanced himself from people despite adorning top positions during his entire political stint. The Chief Minister recollected his personal relations with the Haryana Governor and his close observation of the senior leader's political journey. He believes Governor Dattatreya at the state level enjoys the same stature which the former Prime Minister Atal Bihari Vajpayee had at the national level. Revanth Reddy said that every political leader admired Governor Dattatreya with the same respect even if he is not in power. The popular 'Alai Bhalai' programme organised by Governor Dattatreya every year has been receiving overwhelming response from all party leaders and it is a testament to the leader's statesmanship. Former President Ram Nath Kovind, former Vice-President M. Venkaiah Naidu, Andhra Pradesh Chief Minister Chandrababu Naidu, Governor S. Abdul Nazeer, Telangana Governor Jishnu Dev Varma, Union Minister G. Kishan Reddy, Ministers from Andhra Pradesh and Telangana, among others, addressed the event. Chandrababu Naidu called Governor Dattatreya a 'true gentleman' and said that people affectionately call him 'Dattanna'. CM Naidu added that Governor Dattatreya made a humble beginning as an ordinary BJP activist and went on to emerge as a national leader. He said Governor Dattatreya participated in several movements and has risen up in public life facing all odds. The TDP President was all praise for the Haryana Governor for upholding secularism and for bringing all sections of the society together with his annual programme 'Alai Bhalai'.

'And if you increase the seats (total seats in the Lok Sabha), increase it proportionately (for the states),' Naidu said in an exclusive interview with ThePrint Saturday. New Delhi: Go for delimitation but don't change the existing number of Lok Sabha seats that every state has, Andhra Pradesh Chief Minister N. Chandrababu Naidu has said, virtually constricting the scope of census-based re-allocation of Lok Sabha seats to states. His Telugu Desam Party (TDP) with 16 Lok Sabha MPs is crucial to the Narendra Modi-led government at the Centre. The ruling National Democratic Alliance (NDA) has 293 MPs, 21 more than the majority mark. Naidu's stance would have a strong bearing on how the Modi government goes about the delimitation exercise. The two options given by Naidu diminish the possibility of population-based redrawing of Lok Sabha constituencies—a sore issue for the southern states. They argue that re-allocation of seats on the basis of population would bring down their representation in the Lok Sabha, which, they say, amounts to punishing them for controlling their population. Tamil Nadu CM M.K. Stalin has alleged that there is a 'sinister design' in the way the Modi government at the Centre is going about conducting the census and subsequent delimitation. He said the states that ignored population control would be rewarded with additional seats, which would distort the federal structure. 'Indian population is reducing. If they go for delimitation, heartburn will be there. You can go (for delimitation), (but) don't change the number (of seats). Freeze the number, then go for delimitation,' Naidu told ThePrint. 'If you increase (Lok Sabha seats), increase proportionately. Otherwise, there will be heartburn. Sentiments are involved,' the Andhra CM added. Explaining further, he said that if Lok Sabha constituencies are reconfigured population-wise, it should be done 'within the state'. For instance, if there are 25 Lok Sabha seats in Andhra Pradesh and 39 in Tamil Nadu, these numbers should remain the same even if constituencies are redrawn population-wise. Naidu has no issues even if the Centre chooses to increase the overall strength of the Lok Sabha from 543 to 848 or so. '543 or more depends on policymakers. Increase but proportionately,' he said. For instance, if Tamil Nadu with 39 seats has 7.18 per cent share of the Lok Sabha, it should have the same percentage of the overall seats even after they are increased. The Centre is set to issue a notification for the 2027 census next week and the delimitation exercise is likely to be started after the final population count. Union Home Minister Amit Shah has maintained that concerns of the southern states will be taken care of, but the Centre has been equivocal about whether the population-based delimitation would keep the states' shares in the Lok Sabha—in terms of numbers or proportionate representation—the same. Demand for MNREGS jobs up, but may decline soon

Demand for unskilled jobs under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) rose in May and spilled into the early part of June. Economists, however, said the clamour for jobs does not necessarily indicate a rise in rural distress, and that demand will wane once monsoon picks up and farmers start sowing. According to the latest data from the rural development ministry, 28.39 million rural households sought work under the scheme in May, against 27.18 million a year earlier. In the first seven days of June, demand touched 13.48 million, compared with 26.40 million in all of June 2024. The increase in demand in May and June came after demand cooled the previous month. In April, demand under MNREGS fell to 20.12 million from 21.52 million a year earlier. The job guarantee programme assures up to 100 days of unskilled manual work annually to any adult in a rural household seeking employment. Demand for work typically rises when opportunities in farm or non-farm sectors decline. Demand for jobs under MGNREGS typically rises during lean seasons when farming and construction activities decline, a government official said on the condition of anonymity. "Rural conditions are likely to improve in the coming months with forecasts of a better monsoon this year. However, uneven rainfall distribution remains a concern and will need close monitoring," the person added. The latest data comes against the backdrop of robust rural consumption underpinning India's gross domestic product (GDP) growth of 7.4% for Q4 FY25 and an overall GDP growth rate of 6.5% for FY25. According to the National Statistics Office, rural consumption rebounded strongly in Q4, driven by improved agricultural output and rising incomes, significantly boosting overall GDP growth even as urban demand remained subdued. 'The rise in MGNREGS job demand is likely due to the pre-sowing phase,' said Madan Sabnavis, chief economist at Bank of Baroda. 'Once sowing begins, the numbers should decline, only to rise again ahead of the kharif harvest. It's a seasonal trend and not indicative of any distress," he added. In FY25, demand for jobs under MGNREGS peaked in May 2024, followed by a steady decline over the rest of the year. While an above-normal monsoon and early rains in FY26 bode well for the rural economy, economists said that the spatial distribution of rainfall must be closely monitored, especially as excess rains could hurt production in states where onions and potatoes are grown. "The earlier-than anticipated arrival of monsoon and its spatial distribution needs to be monitored closely as these perishable items have a cobweb impact on prices," Bank of Baroda said in a 5 June research note. "Thus, vigilance is required for any weather-related disruptions on prices in the coming days," it added. Spokespersons for the ministries of finance and rural development did not respond to emailed queries seeking comment. Interestingly, the Centre has kept allocations for FY26 at ₹ 86,000 crore, unchanged from the last fiscal. However, the official mentioned above had earlier said the Centre will review its accounts around September-October to evaluate if additional funding is needed for certain schemes, including MGNREGS. 'If needed, allocations for MGNREGS could be revised—but only after the half-yearly review and based on the scheme's funding requirements," the official had said. To be sure, last December, the Parliamentary Standing Committee on Rural Development and Panchayati Raj had urged the government to consider revising and increasing wage rates under the MGNREGS. The panel urged the rural development ministry to consult all stakeholders and revise MGNREGS wage rates, which have lagged behind inflation, stressing the urgent need for a fair and sustainable overhaul to protect rural workers' livelihoods. India's economic growth has moderated in recent quarters, weighed down by a mix of domestic and global factors. While GDP growth showed signs of recovery in the March quarter with a 7.4% surge—up from 6.2% in the previous quarter —FY25 growth at 6.5% fell well short of FY24's revised 9.2% expansion. "The RBI retained their growth forecast at 6.5% y-o-y for FY26, noting strong agricultural sector growth and rural demand, and a resilient services sector underpinning a recovery in urban demand," Goldman Sachs said in a 6 June report. "However, the governor also highlighted upside risks to the inflation outlook from weather and US 'reciprocal' tariff-related uncertainty," it added.
