
My mum wants to buy a retirement flat: Is it a bad idea?
My dad died a year ago and my mum is looking to downsize. Her health isn't as good as it used to be and she's finding the house increasingly difficult to manage.
My mum has started looking online for properties and keeps spotting retirement flats she likes the look of. Some of them look lovely.
I have concerns about her buying a retirement flat, but don't know too much about them. My brother has read horror stories about sky-high fees and isn't keen at all.
What should my mum look out for when she starts viewing retirement flats, and what are the potential pitfalls?
Jane Denton, of This is Money, replies: Retirement properties are aimed at older buyers and can come in the form of houses, flats or bungalows.
Buying a retirement flat can be an appealing option. There's often a community on site, a range of facilities available and, in some cases, round the clock wardens, care packages or security.
However, you are right to be cautious.
Your mum would need to ensure she does not ending up paying too much for a retirement flat.
In some cases, the purchase price can be far higher than a comparable home on the open market - and that is before you pay for the additional services.
Before taking the plunge, your mum would need to look very carefully at any service charges.
According to the care home comparison website Lottie, the average weekly service charge for a retirement property is £120.93, while the average monthly service charge is £523.99. This can be much higher depending on the facilities available.
Service charges often rise year-on-year. While residents can challenge the management company on these, doing so can be time-consuming and stressful.
Most retirement properties are sold leasehold, so the length of the remaining lease is also something to watch put for. A short lease could affect the resale value of the property, and extending it can prove costly.
Your mum would also need to be careful of any exit or transfer fees which could kick in later down the line. Because of the limited pool of buyers retirement properties are also often harder to sell, with some selling at a loss.
I have asked two solicitors for their thoughts on your question.
Thom Wilkinson, a partner at Bishop & Sewell LLP, says: Specialist retirement flats are a relatively new addition to the housing market and come in a variety of formats.
These all have different arrangements and leases, so you would benefit from ensuring that the solicitor or conveyancer acting on any purchase explains the pros and cons to you clearly.
In many cases, retirement flats in well-run developments can provide appropriate housing for people downsizing in later life along with many benefits.
These can include a ready-made community, well maintained and energy efficient housing of an appropriate size in a good location and, if required, access to nursing care, wardens or supervision.
However, any services of this nature have to be paid for, and are only good value to an individual to the extent that they are needed or used.
There are two main drawbacks your mum would need to consider, namely ongoing costs and ease of disposal.
For most retirement flats, there will be a service charge levied to recoup the costs of all communal expenses.
The sum of these will normally be set out in the lease, and for an established development there should also be a service charge history detailing the levels of previous expenditure which can be reviewed.
However as a basic rule of thumb the more services offered, the higher the charges will be.
The service charge may be charged on an ongoing basis, for example every six months or a year, or it may be rolled up with interest accruing and being repaid only when the property is sold. Either way, there is a cashflow consideration.
The other major issue is the ease - or otherwise - of resale. Some retirement flats have to be resold on the open market, while others have specific provisions requiring either a right of first refusal for the freeholder to repurchase them, or even for the lease to be surrendered back to the freeholder.
Either of these options can require a payment to the seller that is less than the figure they consider to be the market value.
Even with a sale on the open market you would need to consider that the group of likely purchasers is not that wide as there are minimum age limits on who can purchase.
What's more, if the flat being sold is on a brand new development, it may be offered for sale at the same time as a newer phase of flats and may suffer in comparison.
Therefore, retirement flats may not increase in value in the same way that the general property market may over the same period.
There are a lot of benefits to this type of option for the right purchaser. However, there are a lot of issues to consider both in general and for each specific development and lease.
Ensure your solicitor explains the potential benefits and pitfalls of the property, and the options on resale.
Make sure you run the rule over the lease
Lisa Gibbs, a partner at HCR Law, says: Retirement flats are an attractive option for the elderly, but there are several matters to consider before deciding to proceed with a purchase.
Some owners or their families have subsequently found the flats difficult to sell.
First, check the length of the lease. A shorter lease with less than 80 years left to run may mean that you would have to pay to extend the lease when you or your family sell the property.
On a typical retirement flat lease, the buyer must be over 60 and any cohabitee must be over 55
This involves paying a premium to the landlord, in addition to paying legal costs for your solicitor and your landlord's solicitor.
The lease extension process can also take a few weeks and could delay any sale conveyancing process.
Second, ask about the level of service charge. If you are a house owner, you will pay for all outgoings, bills and repairs, including external decoration and window cleaning.
A flat owner must also pay a proportionate share of the outgoings for the block. This will include buildings insurance, cleaning for the communal areas and the provision of communal facilities, such as dining areas.
These costs vary between developments and can range from £1,200 to more than £4,000 a year. A service charge is not a constant figure, and can increase from year to year.
Also, watch out for age restrictions. Most retirement leases will provide that the buyer or permanent occupier must be older than 55 or 60. Leases will also often require the buyer to be capable of living independently.
In addition, the age of any cohabitee must meet the landlord's requirements. On a typical retirement flat lease, the buyer must be over 60 and any cohabitee must be over 55.
Even if the block of flats has been built recently, do obtain a survey. This would highlight if there has been any water ingress from the flat above.
You should also get advice on the re-sale value and ask if there is evidence that the value of flats in the block has held up over time.
Finally, ask to see the latest Fire Risk Assessment and any EWS1 report on cladding.
It is important to ensure that the block is well-managed from a fire safety perspective. If applicable, your mum will need to ensure that the landlord has carried out any cladding or balcony remediation works required.
If remediation works are yet to be undertaken, your mum may have to bear a proportionate cost of this in future, which can be very expensive. Do get a solicitor to check all the details.
How to find a new mortgage
Borrowers who need a mortgage because their current fixed rate deal is ending, or they are buying a home, should explore their options as soon as possible.
Buy-to-let landlords should also act as soon as they can.

What if I need to remortgage?
Borrowers should compare rates, speak to a mortgage broker and be prepared to act.
Homeowners can lock in to a new deal six to nine months in advance, often with no obligation to take it.
Most mortgage deals allow fees to be added to the loan and only be charged when it is taken out. This means borrowers can secure a rate without paying expensive arrangement fees.
Keep in mind that by doing this and not clearing the fee on completion, interest will be paid on the fee amount over the entire term of the loan, so this may not be the best option for everyone.
What if I am buying a home?
Those with home purchases agreed should also aim to secure rates as soon as possible, so they know exactly what their monthly payments will be.
Buyers should avoid overstretching and be aware that house prices may fall, as higher mortgage rates limit people's borrowing ability and buying power.
What about buy-to-let landlords
Buy-to-let landlords with interest-only mortgages will see a greater jump in monthly costs than homeowners on residential mortgages.

'We sit in the dark to save money on electricity in Guernsey'
More than 100 protestors have demonstrated outside the head office of Guernsey Electricity Limited (GEL) againstabove-inflation price island's government-owned electricity company is raising its prices from the start of July, with some customers now paying more than they would in the Katina Jones, 70, said she already sat "in the dark" with the lights out to save money on her bill and only used electricity in off-peak hours, when "it's cheap electric - otherwise we can't afford it".A GEL spokesperson said the utility "absolutely understands the strength of feeling amongst some islanders" and the "impact on customers already struggling with the cost of living". The company, which is the island's only electricity provider, said it had "worked hard to keep this year's electricity tariff increase as low as possible". Mrs Jones said: "I live in an area where there are lots of elderly people."She said many of her friends "stay in bed all day or with a blanket over them because they can't afford their heating on"."That's just not on," she added. Jayne Lesbirel, 65, retired recently but used to work for GEL's predecessor, the States Electricity Board, doing data said: "We're on a pension, so we have to budget quite strictly. "And we also look after our grandchildren, so we are at home a lot more than we were before when we were working."In the winter months, we can't say: 'Oh no. Sorry, we can't afford to put the heating on for you, so you'll have to go cold.'"She said she felt the reasons Guernsey Electricity gave for the price rises, such as historic underinvestment, were "just an excuse"."It's because they have a monopoly," she said. Mandy Moriarty, 68, said it was unfair that the standing charge - which is rising to more than £85 - was the same for everyone regardless of how big their home said: "You can't cut down on that. I think the fairer way would be to put a little bit more on the units that you use.""I live in a very old Guernsey cottage, which is stone and it's freezing in there in the winter, and I only run one radiator."She said she feared that, if prices rose at the same rate in future, she would have to turn the heating off altogether, adding: "Then you get damp, so that's not the answer.""You shouldn't be sitting there freezing cold in this day and age because of greed." GEL decided a few years ago to change the way its tariffs were structured, so people paid a higher fixed cost, known as the standing rose more than 380% between 2021 and July 2025 - from just under £18 to £86.75 a is nearly £40 a quarter more expensive than the highest standing charge allowed on the British mainland. So, why is it rising?Before 2022, GEL said 96% of its income came from charging people for using electricity - the unit as more people install renewable energy - such as solar panels - in their homes, this would mean the amount of money the company made in turn, has meant increasing the prices for people without renewables, so it could afford "the fixed costs of maintaining and upgrading the electricity network", the company said.A GEL spokesperson told the BBC the company planned to review how it charged for electricity to make it "sustainable" - including for customers "who place a lower strain on the island's electricity network".They said "there will not be further large standing charge increases" until the review had been completed. Protest organiser Myles Duquemin said it was unfair the increased standing charge was "the same whether you're in a five-bedroom mansion or live in a one-bedroom flat"."Electricity is not a luxury, it's a basic human right," he added he hoped "the rates come down and it's reviewed by the new deputies".Mr Duquemin said he had received many messages thanking him for organising the said many were from cancer suffers and survivors, as well as pensioners, adding: "They either couldn't speak up or felt too afraid to." GEL said it respected "our customers' right to raise their concerns and to attend the protest".A spokesperson for the company thanked Mr Duquemin for "his commitment to ensure the safety and security of our staff and premises on the day".The company took the decision to close its retail shop at its St Sampson headquarters on Saturday, as the protest was due to begin outside said: "Where a customer is concerned about their electricity bill, our advice is always to contact us as soon as possible if they are worried about falling into difficulty.""We also share information on our website about our tariffs, the reasons for recent increases, how we spend revenue and ways which consumers can save money on their bills."

Scarborough homes plan rejected over 'manipulation of rules'
Plans to build 23 homes on a plot of land in Scarborough have been rejected over concerns about the "manipulation" of affordable housing Winter's application for five dwellings on Scalby Road as well as a separate outline plan for up to 18 homes was blocked at a council Yorkshire Council planners said the site had been artificially subdivided, resulting in the number of dwellings proposed "being lower than the threshold for affordable housing".A report to the planning committee said the applicant had indicated the "whole quota of affordable housing" would be provided on the site for 18 dwellings but "there was no guarantee any permission would be implemented". The site formerly housed a single detached dwelling with a large garden area, but had since been cleared of all structures, according to the Local Democracy Reporting at the Scarborough and Whitby Area Planning Committee, councillor Derek Bastiman said: "We're not going to get the best deal out of it regarding affordable housing."The committee report stated it was the opinion of the planning authority that the subdivision of the site was "manipulation to place the burden of affordable housing on a more speculative part of the development site, where approval and affordable housing viability is uncertain".Planning officers added that during conversations with the agent for the application, it had been "indicated that the outline permission is speculative and will likely be sold to another developer as land with extant planning permission".The development was unanimously refused by councillors. Red Arrows make history with sustainable fuel flypast for King's birthday
The Red Arrows made history when they used sustainable fuel and vegetable oil for their flypast over London for The King's birthday. Jets from the world-famous aerobatic display team were powered by a blend of sustainable aviation fuel, and used the vegetable oil to produce their trademark vapour trails. It follows groundbreaking trials by RAF engineers and logisticians. All nine of the team's British-built Hawk fast-jets were topped up with a high-ratio blend of sustainable aviation fuel (SAF) at the team's home base of RAF Waddington, Lincolnshire, before they set off, in what is thought to be a world's first. The flypast is also thought to be the first time a renewable biofuel – known as hydrotreated vegetable oil – has been used to produce vapour trails. Charles has been championing sustainability and climate action since before he ascended the throne. A Buckingham Palace spokesperson said the King was not involved in the decision but was 'delighted' because he has been encouraging use of the fuel on royal flights where practical and hopes the example will lead to wider use across the aviation sector. Squadron leader Andy King, the Red Arrows' senior engineering officer who led the project, said: 'Ever since the Red Arrows' first display in 1965, the team has aimed to inspire future generations and represent the best of British. Using this technology is the latest example of our relentless pursuit of excellence. 'The flypast for His Majesty The King is the perfect opportunity to showcase this innovation. 'The vibrant vapour trails that we generate is what sets the Red Arrows apart and so to be the first aerobatic team in the world to move to a fully sustainable option is really exciting.' Minister for the Armed Forces, Luke Pollard, said: 'The iconic Red Arrows are one of the world's premier aerobatic display teams and by adopting a more environmentally friendly sustainable aviation fuel, the Royal Air Force is blazing a trail as part of our work to combat climate change.' The Red Arrows' 2025 season runs until October, with 60 shows planned across the UK and mainland Europe.
