Police: 1 dead, 1 injured, 1 in custody in shooting at Avalon Fishing Pier
Harris said they received a report of shots fired at the Avalon Fishing Pier at 2:37 p.m. and police responded in less than four minutes. He said one person died at the scene, and another person who was shot and injured was flown to Sentara Norfolk General Hospital.
He said a suspect is in custody and there is no threat to the public at this time. Harris said the suspect fled the scene prior to police arriving at the scene, but witnesses with descriptions of the suspect and his car, he said, helped in catching the suspect, who was stopped by Southern Shores Police, with multiple agencies helping.
He said he had not had to deal with anything like what happened in his 48 years in law enforcement across multiple jurisdictions.
'It's bad to lose anybody from here or not from here, tourists or locals,' Harris said. 'If any of you all have had a friend or someone killed, you'll understand what these families are going through.'
Nearby tourists said they were shocked to see the scary scene too. One beachgoer said he was near the pier and heard the gunfire.
'The people at the pier and under the pier, as soon as I seen them running, scrambling, jumping off the pier, I was like, 'That was a gun,'' Justin Smiley said. 'I'm pretty sure it was five [shots]. It was back-to-back and constant, but I think it was five.'
As authorities continue to investigate, locals and tourists alike hope things can settle for everyone moving forward.
'This isn't typical,' said tourist Lindsay Defelice, 'and so I wouldn't want people to be scared to come here or anything. It's just a crazy situation.'
Said Smiley: '[It's] something you don't expect, something you wouldn't want to expect, especially down here. You wouldn't think that, but stuff happens.'
Harris said the shooting is still under investigation.
A source who works at the pier said a boy was shot in the parking lot of the Avalon Fishing Pier after a possible argument. A witness said the shooter drove around the parking lot, then shot the boy in the chest, and another person was shot also. It is not yet clear which one was killed and which one was injured.
The Avalon Fishing Pier is a popular spot on the Outer Banks, with both locals and tourists fishing there and accessing the beach.
Austin Ayers, a Republican congressional candidate, said his thoughts and prayers are with everyone involved.
'My thoughts and prayers are with everyone involved in this incident unfolding in Kill Devil Hills right now,' Ayers said in a Facebook post. 'I am being briefed on the situation. While information is very limited, please respect all first responders at the Avalon Pier. They are doing their job. If they request you leave the area, please do. Mares, who is believed to have been a bystander in the incident, was shot after one of the people arguing pulled out a gun. He sustained a gunshot wound to the left side of his abdomen and was rushed to Puerto Rico's largest public hospital, where he died, the outlets reported. Homicide Detective Sgt. Arnaldo Ruiz told the AP that the person who pulled out a gun shot at least three people, including two men who live in the area. They were injured and remained hospitalized. "We're still in the early stages of establishing a motive for the events. We can't rule anything out until the interviews are completed," Ruiz said, per El Nuevo Dia. The sergeant also confirmed that Mares and his three friends, who were also from New York, were among thousands of people who had traveled to Puerto Rico for one of Bad Bunny's 30 residency concerts. According to Ruiz, investigators are unsure of what the argument was about, and they do not yet have a description of the shooter. "We have very little information," he said. La Perla is located on the outskirts of the Old San Juan historic district, a popular tourist destination, according to AP. La Perla was previously known for its violence, and police were known to stay away from the community until 2011, the outlet reported, when federal agents raided the area. Mares' family remembered the 25-year-old as a "deeply loved son, devoted friend" who was set to propose to his longtime girlfriend later this year. "His wholehearted kindness, adventurous spirit, and unwavering commitment to family made him a pillar of strength for his loved ones," they wrote in a GoFundMe post, which has garnered more than $14,000 in donations to help transfer his body from Puerto Rico to New York and hold a funeral. Chilling Google reviews left by the killer of a mother-of-six show he visited her village multiple times before the attack and commented on dog walkers. Roy Barclay viciously assaulted Anita Rose on her morning dog walk on July 24 last year and left her for dead on a country path in Brantham. During this time, Barclay left a large digital footprint, leaving hundreds of reviews on Google Maps. One review, which Google says was last edited a year ago, shows that Barclay visited Decoy Pond, which is just 8 minutes away from where Anita Rose was found. Meanwhile, another review, which was marked two years ago, showed he visited Pattles Fen in the north of the village. The review said: "It's really for dog walkers, with just the one path that meanders around & comes out pretty well where it began." He posted pictures of churches, Amazon lockers, libraries, beaches, council buildings, statues and more, earning himself a 'Level 8' contributor status (the highest being level 10). After the murder, he also wrote consistently about Flatford in his final reviews. "It's a beautiful, unspoilt rural idyll that somehow exists in its own timelessness, as if awaiting the return of John Constable," he wrote in a review in October 2024. Six days later, on October 21, Barclay was arrested at Ipswich County Library and was subsequently charged with murder.

Darlington man 'Chop Off' strangled mother leaving her fearing for her life
A violent man left his mother fearing for her life as he strangled her before stamping all over her body. Shaun O'Connor, known as Chop Off, launched the brutal and sustained attack on his mother after he flooded her bathroom after shouting he was going to 'kill her'. The 42-year-old grabbed her in a headlock before wrapping a towel around her head after she confronted him about his behaviour. Teesside Crown Court heard how she tried to 'play dead' in a desperate attempt to get her son to stop the attack inside her Darlington home. Jenny Haigh, prosecuting, said O'Connor's mother called the mental health crisis team which resulted in the defendant becoming enraged and launching his attack on her. She said: 'He grabbed hold of her in a headlock, grabbed a towel and put it around her head. She said he was pushing her face down onto the floor and she couldn't breathe. 'She says he was telling her he wanted her 'gone' and she could feel pressure on her neck. She tried to play dead but she couldn't do that as she couldn't breathe.' Miss Haigh said when the police arrived at the victim's home, she managed to throw the house keys out of the window to help them get in. 'She shouted down to the police that her son was trying to smothercate her and she said that if the police hadn't got there when they did, she 'would have been gone',' she added. 'She said she was petrified and passed out. The complainant said that he was stamping all over her body and she told police that he wanted to kill her.' In 2023, O'Connor was sentenced to two years in prison after he sexually assaulted two women, exposed himself to another, assaulted an innocent man and carried out a sickening sex act in a police station cell after his arrest. O'Connor, whose address was given as HMP Durham, pleaded guilty to attempting to inflict grievous bodily harm, intentional strangulation and two charges of criminal damage. Recorder Paul Reid adjourned the sentencing hearing to allow more time for a victim impact statement to be prepared and to obtain a medical update on the injuries suffered by the victim. O'Connor will return to court September 5 to be sentenced.
