State energy dept plans to scrap annuity model in solar projects

Jaipur: State govt is planning to scrap 4,000 MW solar projects planned under Hybrid Annuity Model (HAM) for solarising agriculture connections. In a recent meeting, energy minister Heeralal Nagar sought opinions about the efficacy of this model in the solar sector after a few stakeholders raised concerns.
Officials present in the meeting said many questioned the logic of introducing HAM in the power sector where there is an assured income. HAM is widely used in the road sector where the toll revenue is uncertain during the initial years. They said risks and returns are usually managed through tariff-based competitive bidding, not annuities. Also, cash flow in power projects is predictable, especially in renewable energy.
Under the HAM model, the govt provides investors 30% of the cost upfront and the rest in seven installments over seven years. After seven years, the projects are transferred to the govt. However, most of the projects under the PM Kusum scheme, intended for solarising the agriculture sector, are set up by the private sector, and the power is supplied at a pre-determined rate of around Rs 3. In these projects, the govt neither invests nor owns the projects but gets power as per the power purchase agreement with them.
"Power project developers are very keen on investing under the HAM model, and the track record of the govt in payment is not very good," said an industry representative. According to sources, while the energy department has initiated the process to cancel the 4,000 MW project, it will go ahead with the 1,000 MW rooftop projects for govt buildings tendered under HAM.
Another industry expert said that when the officials change, the payment to developers under the HAM can become difficult. "There is scope for interference and misinterpretation of certain works involved in the projects, and invariably the payments become the tool to harass the developers," he said.

Mysuru: Chamundeshwari Electricity Supply Corporation (CESC) managing director KM Munigopal Raju on Friday issued a directive to cancel tenders and re-invite bids if agencies that signed power purchase agreements (PPAs) under the PM Kusum-C scheme failed to commence work by the stipulated deadline. Presiding over a progress review meeting at the CESC headquarters, Raju assessed the status of the scheme's implementation across the five districts under CESC's jurisdiction and reviewed the performance of all executing agencies. "The energy minister, in a recent meeting, expressed serious concern over the delayed implementation of Kusum-C. All agencies must begin work by Aug 20. If not, notices should be issued, tenders cancelled, and fresh bids floated," Raju asserted. He emphasised that the identification of suitable land and the immediate commencement of work were critical. Agencies delaying land acquisition or groundwork would face contract termination, he warned. Under the Kusum-C scheme, CESC targeted the generation of at least 5 MW of solar power within the next three months. However, despite signing PPAs months ago, several agencies failed to take the first step. In areas where land acquisition is difficult, engineers must identify alternative options on priority. "Executive engineers must instruct junior engineers to locate available land locally and move ahead without delay. Govt land may not be available everywhere, but that cannot be an excuse to stall the project," he added. Cancel tenders awarded to companies yet to commence work under PM KUSUM-C scheme, says CESC MD
Chamundeshwari Electricity Supply Corporation (CESC) Managing Director K.M. Munigopal Raju directed officials to cancel tenders awarded to companies under the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan-C (PM KUSUM-C) scheme which have not yet commenced works despite an approaching deadline. He was speaking at a progress review meeting of the scheme with senior officials of CESC, here on Friday. The PM KUSUM envisages provision of energy and water security to farmers, and component C of the scheme enables solarisation of grid-connected agriculture pumps which assures day-time power to farmers. Mr. Raju said that even if the tenders awarded to companies yet to start works have already received the Power Purchase Agreements (PPAs), they should be cancelled and fresh ones be invited. The progress review covered the ongoing works and performances of all agencies which were awarded the tender and the contract to implement the PM KUSUM-C scheme across five districts under the jurisdiction of the CESC. The CESC Managing Director said that a detailed discussion on the PM KUSUM-C scheme was held in a meeting chaired by the Energy Minister, and August 20 has been fixed as the deadline for the commencement of work. Mr. Raju stated that there were directions from the Energy Minister that notices be issued to erring agencies who have delayed the commencement of work despite receiving the PPAs. Agencies that have secured the tender must identify suitable land and begin work without delay and CESC officials must follow up the process with a sense of urgency, he added. 'CESC has set a target of generating at least 5 MW of electricity within three months through KUSUM-C. However, it is disappointing that several agencies have not commenced work despite obtaining PPAs months ago. These agencies must take the matter seriously and begin implementation. If problems such as land availability cannot be resolved, their tenders will be withdrawn,' warned Mr. Raju. He pointed out that government land may not be available at all locations for the implementation of the KUSUM-C scheme and said that in such areas, private land should be procured and work should commence. In places where it is difficult to get the required extent of land, work should begin based on the available area, and the CESC Executive Engineers and staff below them should help identify the land at the local places and help expedite the process for effective implementation of the project, said Mr. Raju. The meeting was attended by CESC Technical Director D.J. Divakar, Mysuru Zone Chief Engineer Mrutyunjaya, Hassan Zone Chief Engineer Harish, and CESC General Manager for IT and MIS Ramaswamy, among others.

AP identifies 30 urban projects to drive revenue growth
Vijayawada: In a transformative move to catalyse urban development across the state, the municipal administration department has intensified its focus on implementing revenue-generating urban infrastructure projects. The projects will be taken up through financing mechanisms such as Public-Private Partnership (PPP), Hybrid Annuity Model (HAM), and Viability Gap Funding (VGF). The govt identified a portfolio of 30 revenue-generating projects across Urban Local Bodies (ULBs) in Andhra Pradesh.
