AI literacy programmes will also be introduced at the primary education level to instill early understanding and familiarity with the technology.
Meanwhile, efforts will be made to expand local intellectual property, boost strategic funding, and foster cross-sector collaboration between academia, industries, and young innovators.
'These are are concrete steps to empower people, protect national interests, and ensure that Malaysia's digital future is one that leaves no one behind,' he said.
Aligned with this goal, the government also aims to develop at least 5,000 digital entrepreneurs by the end of the decade, creating a broader base for innovation and job creation.
To reinforce trust in the growing digital landscape, Anwar said a National Digital Trust and Cybersecurity Strategy will be introduced.
'We must protect personal data, counter cyber threats, and uphold our digital sovereignty,' he told Parliament.
Complementing these efforts, the government will establish a National Data Bank as a unified data repository, alongside the creation of a Data Commission to oversee digital governance and ensure responsible data usage.

Kuala Lumpur: The 13th Malaysia Plan (13MP) tabled by Prime Minister Datuk Seri Anwar Ibrahim in the Dewan Rakyat yesterday marks a major boost for Technical and Vocational Education and Training (TVET), the Bumiputera economic empowerment agenda and national disaster management, says Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi. He said the emphasis on aligning the minimum wage beyond existing prerequisites and the implementation of a premium wage scheme would add value to the education ecosystem and job marketability in the country. 'In addition, I am very grateful that the Bumiputera economic empowerment agenda, as outlined in PuTERA35 (Bumiputera Economic Transformation Plan 2035), has been incorporated into the 13MP, with 132 initiatives from the Bumiputera Economic Congress resolutions also included. 'Hopefully, this will benefit all levels of society in rural, suburban and urban areas, as well as our friends in Sabah and Sarawak,' he said. Meanwhile, Deputy Prime Minister Datuk Seri Fadillah Yusof said the implementation of the 13MP must be carefully structured, taking into account a holistic approach that included all layers of society, development sectors, environmental sustainability, and a strong emphasis on good governance. He said this was vital to ensure Malaysia's competitiveness continued to be strengthened and that the country remained prominent on the global stage. 'If we look at what was presented earlier, there are nine main focus areas under the three pillars of the Madani Economy. The first is 'raising the ceiling,' which refers to transitioning towards an AI-based nation, high-growth, high-value industries, and strategic sectors that emphasise regional and rural development with global impact,' he said. 'The second pillar is strengthening governance and institutions by ensuring a public service that is transparent, swift and decisive. The third is 'raising the floor,' which focuses on addressing the cost of living, centring on Madani individuals as the social foundation, and improving the quality of life for the people,' he said. Fadillah, who is also the Minister of Energy Transition and Water Transformation (PETRA), said his ministry would focus on energy security, environmental sustainability and affordability of energy and water costs. He said the government had announced a new, more transparent and fair energy market approach, including the introduction of new tariffs and the 'time of use' concept to promote more prudent energy consumption. He added that the government would also conduct an in-depth study into the potential of nuclear technology as an energy source to complement existing sources such as solar, while continuing efforts to develop new sustainable energy sources. Fadillah said focus would also be given to Flood Mitigation Plan (RTB) projects in Johor, Perak, Pahang, Sarawak and Sabah to reduce flood risk and ensure water security. State leaders laud 13MP as catalyst for inclusive, high impact development
KUALA LUMPUR: The 13th Malaysia Plan (13MP) tabled by Prime Minister Datuk Seri Anwar Ibrahim in the Dewan Rakyat yesterday is expected to redesign the nation's economic and development landscape towards a more inclusive, sustainable and responsible future. In SELANGOR, Menteri Besar Datuk Seri Amirudin Shari welcomed 13MP as a comprehensive plan that complemented existing state initiatives as well as uplifted communities. He said a key highlight was the development of Carey Port in Kuala Langat, expressing the state's readiness to cooperate with the federal government to expedite the project, which was set to alleviate congestion at Port Klang. Amirudin also praised the plan to add 300 Demand-Responsive Transit (DRT) vans, 1,200 buses, and 217 train sets to improve public transport access, especially for those in the Klang Valley. In PERAK, State Tourism, Industry, Investment and Corridor Development Committee chairman Loh Sze Yee said the development of the third regasification terminal in Lumut would boost national energy security and reinforce Lumut's role as a regional energy hub. He said the project was expected to attract high-quality investments in clean and sustainable energy sectors, support industrial growth and create local employment. At the same time, he said the establishment of Lumut Maritime Industrial City (LuMIC) and the Kerian Integrated Green Industrial Park (KIGIP) would expand industrial development to coastal areas such as Manjung and Kerian. Meanwhile, in SABAH, Parti Bersatu Rakyat Sabah (PBRS) president Datuk Seri Arthur Joseph Kurup welcomed the special focus on Sabah, including the development of the Kota Kinabalu Industrial Park, upgrades to biodiesel blending depots in Sandakan and Lahad Datu, and strategic infrastructure projects such as the Pan Borneo Highway. Kurup, who is also deputy agriculture and food security minister, said the five-year plan offers new hope for Sabahans by closing the development gaps and unlocking economic opportunities, particularly in agriculture, a key sector for the state's rural communities. He also emphasised the importance of rural youth involvement through TVET programmes and TVET Madani financing schemes, which are expected to create a new generation of skilled agropreneurs, in line with the government's goal of creating 1.2 million new jobs by 2030.
